[SMM Stainless Steel Flash] EU Steel Import Quotas Exceeded in Several Categories Just Three Days into New Period

Published: Jul 6, 2026 11:44
According to European Commission data, just three days into the new July 1–September 30 quota period, import quotas for multiple steel product categories allocated to Turkey, China, South Korea, India, and "other countries" have already been exhausted. Turkey breached quotas across the widest range of categories, including HRC (1A), metallic coated sheets (4A/4B), organic coated sheets, rebar, wire rod, gas pipes, hollow sections, and other welded pipes, with volumes awaiting customs clearance far exceeding allocated limits. China exceeded quotas for electrical steel, metallic coated sheets (4B), and other welded pipes; South Korea exhausted its organic coated sheets quota; India used up its full allocations for stainless bars and light sections (23,139t) and gas pipes (10,036t), with 29,299t and 13,666t respectively pending clearance. Residual "other countries" quotas for HRC (1A) and metallic coated sheets (4B) were also exceeded. Products awaiting clearance beyond exhausted quotas will be subject to the 50% out-of-quota duty.

【SMM Nickel Flash News】 Typhoon Dolphin Disrupts East China Ports
Forecast for August 7–9: Typhoon Dolphin brought strong winds and rough seas to eastern China, prompting temporary port closures and marine operation suspensions across parts of Zhejiang, Fujian and Shanghai. For Philippine nickel ore shipments, Ningbo-Zhoushan, Ningde and Shanghai/Yangshan were among the key affected ports, with vessel arrivals, berthing and cargo discharge potentially delayed, while Lianyungang faced comparatively limited direct impact. As Dolphin weakens after landfall, port operations are expected to gradually resume as weather conditions improve, although accumulated vessel backlogs could continue to delay China-bound nickel ore shipments over the next several days. Overall, the impact is expected to be short term and logistics-driven, with delays to vessel movements and cargo discharge rather than any significant loss of physical nickel ore supply.

High-Grade NPI Market Sees Weak Consolidation Amid Supply Recovery and Demand Caution
[SMM Nickel Express] This week, the high-grade NPI market saw continued tug-of-war between supply-side price firming and demand-side caution. Coupled with repeated futures disturbances and gradually recovering supply, the industry lacked substantial positive drivers, and the market maintained a weak consolidation trend throughout.
