[SMM PV] Multiple US States Pass Legislation Supporting Balcony PV, Allowing Installation Without Approval

As US states began legislating to regulate plug-and-play PV technology, the industry is showing a growth trend. As of May 15, 2026, Utah, Virginia, Colorado, Maine, and Maryland had officially passed legislation allowing residents to use plug-and-play PV systems (also known as balcony PV). These compact, portable power generation devices can be plugged directly into household electrical circuits, providing a new pathway to access renewable energy for residents who cannot install rooftop PV or participate in community PV programs, particularly renters and apartment dwellers.

Germany’s renewable energy sector is calling for major changes to the draft EEG 2027, warning that the proposal could reduce rooftop solar investment and slow the energy transition. The draft would raise annual auction volumes for first-segment solar PV, mainly ground-mounted projects, from 9.9GW under EEG 2023 to 14GW for 2027-2032. However, it also proposes ending feed-in tariffs for new PV systems up to 25kW from 2027 and lowering the mandatory direct marketing threshold to below 100kW after a 36-month transition period. BEE and BSW-Solar warned that these changes would increase costs and complexity for small rooftop PV systems and could sharply reduce demand in the segment. Industry groups also criticized proposed rules on uncompensated curtailment in congested areas, possible grid connection cost burdens, and the new CfD framework.
