[SMM PV Flash] Shandong Provincial Energy Bureau: Implementation Plan for Orderly Promoting the Development of Direct Green Electricity Connection in Shandong Province
Recently, the Shandong Provincial National Development and Reform Commission (NDRC) and the Provincial Energy Bureau, together with the Shandong Office of the National Energy Administration, issued the "Implementation Plan for Promoting the Development of Direct Green Electricity Supply in Shandong Province in an Orderly Manner," accompanied by the release of a standardized project preparation outline. This implements the national top-level policy on direct green electricity supply and defines four applicable scenarios: new loads, captive power plant retrofits, export manufacturing, and new energy with obstructed grid connection. The plan specifies that projects should generally be arranged at the county level, with cross-county exceptions requiring special demonstration. It sets rigid indicators of 60% self-consumption and no more than 20% surplus electricity fed into the grid. It requires that the new energy utilization rate of projects be no lower than the provincial average. A hierarchical approval mechanism is established, involving enterprise applications, municipal-level preliminary review, and provincial-level third-party evaluation. Synchronized management rules cover synchronized commissioning, annual clearing of indicators, and a three-year exit mechanism for non-compliance. Supporting lists are provided for comprehensive land use, environmental impact assessment, and grid connection documentation. Through dedicated line direct supply, the plan expands channels for local consumption of wind and solar power within the province, helping export-oriented and energy-intensive enterprises overcome international carbon barriers and reduce green energy use costs.
