On January 22, 2026, the joint venture company for the Jixian Wind Storage Hydrogen Methanol Integrated Project of China Coal Longhua Company completed its registration in Jixian County, Shuangyashan City, Heilongjiang Province (company name: China Coal Green Energy Jixian Company). The project filing was completed the next day (January 23), marking the official launch of this major project with a total investment of 6.1 billion yuan, transitioning from the planning phase to the substantive construction preparation phase, setting a new record for the speed of major project implementation in the local area.

Led by China Coal Green Energy Company and specifically implemented by China Coal Longhua Company, the project is jointly funded by China Shipbuilding Science and Technology and Shuangyashan Hongzhan Biotechnology Co., Ltd. Its core positioning is as one of the nation's first demonstration projects for large-scale production of electronic-grade green methanol. It innovatively adopts a "green electricity + biomass tail gas" coupling model, leveraging local abundant wind and solar resources for power generation and utilizing carbon dioxide tail gas from biomass fermentation as a carbon source, to create a closed-loop entire industry chain project integrating wind power, energy storage, hydrogen production, and green methanol production. The project is located in the Jixian Chemical Park, covering an area of approximately 254,000 m². The main part of the project is expected to commence construction within 2026 and be completed and operational by 2028.

According to the project plan, the core construction content is based on green electricity, utilizing the mature alkaline water electrolysis hydrogen production technology from China Shipbuilding Industry Corporation's 718th Research Institute. Supporting facilities include wind power, energy storage, and green methanol synthesis units. Carbon dioxide, a by-product of fermentation from the Shuangyashan Hongzhan Bioethanol Plant, will be used as the carbon source, ultimately forming an annual capacity of 136,000 mt of electronic-grade green methanol (including a core green methanol capacity of 119,000 mt/year). The products will primarily target areas such as green shipping fuel and clean chemical raw materials. Upon completion, the project is expected to reduce carbon dioxide emissions by over 200,000 mt annually.

The project deeply aligns with China Coal's "coal-free chemical industry" development philosophy and its "coal-electricity-chemicals-new energy" development strategy. It is a benchmark project for the integrated development of "green new energy + green chemicals" in Heilongjiang Province. In terms of the cooperation structure, the parties form a synergistic advantage with precise complementarity: China Coal Group leverages its industry chain coordination and capital advantages to lead the overall project advancement; China Shipbuilding Science and Technology, building on the alkaline water electrolysis hydrogen production technology expertise of China Shipbuilding Industry Corporation's 718th Research Institute (the earliest developer and most mature process domestically), provides core technical support for the project and connects with the shipping market to achieve full-chain services from ship adaptation to market sales of green methanol; Shuangyashan Hongzhan Biology, as a leading enterprise in bioethanol, provides a stable and low-cost carbon dioxide source while simultaneously reducing its own carbon emissions; the Jixian County People's Government builds an efficient cooperation platform, providing comprehensive policy support and quality services.

Reviewing the project's progress, the preliminary preparations for the project in Jixian County commenced in May 2024. On September 3, 2025, China Coal Longhua, the Jixian County Government, China Shipbuilding Science and Technology, and Shuangyashan Hongzhan Bio-technology formally signed the agreement, specifying a total project investment of 6.1 billion yuan and the core capacity targets. On October 20, 2025, the project's feasibility study report passed the review. Collaborating with China Tianchen Engineering Corporation, they refined core plans such as "coordinated dispatch of wind and solar power with energy storage" to address issues of new energy integration and production stability. The registration of the joint venture company and the completion of project filing have laid a solid foundation for subsequent tasks, including the tender for core equipment and site leveling.
