






Capacity-wise, the domestic market for alkaline electrolyzers remains at 43.77GW, and the PEM electrolyzer market stays at 2.7GW, with no new capacity added.
There was no public information on the delivery of water electrolysis hydrogen production equipment this week.
Updates on electrolyzer projects:
Capital Engineering & Research Incorporation Limited (CERI):Signed an engineering, procurement, and construction (EPC) contract worth approximately 2.95 billion yuan with Xinjiang Hengtai Green Energy Metal Casting Co., Ltd. for a project that includes solar PV and wind power generation to produce hydrogen for a 200,000 mt/year hydrogen-based shaft furnace, along with green high-purity precision casting. The first phase of the project involves constructing a 90,000 Nm³/h water electrolysis hydrogen production facility (using 30 sets of 3,000 Nm³/h alkaline electrolyzers), a 1.2 million mt/year hydrogen-heated chain grate rotary kiln oxidized pellet production facility, a 600,000 mt/year hydrogen-based shaft furnace direct reduced iron (DRI) production facility, and a 550,000 mt/year green high-purity precision casting production facility, including its supporting facilities. The second phase will add another 600,000 mt/year hydrogen-based shaft furnace DRI production facility, a 550,000 mt/year green high-purity precision casting production facility, and a 330,000 mt/year vanadium-titanium slag production facility.
CEEC Green Hydrogen (Qianguoerluos Mongol Autonomous County) New Energy Development Co., Ltd.:The second phase (chemical part) of the CEEC Songyuan Hydrogen Industry Park (green hydrogen, ammonia, and methanol integration) project has successfully obtained approval. This phase plans to construct two 220,000 mt/year ammonia synthesis plants, equipped with 126,000 Nm³/h electrolyzer units, and a 42,000 Nm³/h air separation nitrogen production unit, with construction expected to start in April 2026.
Hexi New Energy Co., Ltd.:Co-hosted a green hydrogen business cooperation signing ceremony with Tangshan New Energy Group Co., Ltd. in Tangshan. It is reported that under the joint application of Zhangjiakou, Chengde, and Tangshan cities, the Hebei Zhangchengtang Hydrogen Region Pilot Project has been successfully included in the first batch of national energy sector hydrogen pilot projects, becoming one of nine such regional pilots nationwide. The pilot will focus on the entire "production, storage, transportation, and utilization" chain of hydrogen, conducting systematic demonstrations.
Jilin Electric Power Co., Ltd.:The Baotou Equipment Manufacturing Industrial Park Hydrogen Storage Industry Pilot Base Project has received approval. Construction site: Northern area of Baotou City - Qingshan District - Baotou City Qingshan District Equipment Manufacturing Industrial Park; Total investment: 107.55 million yuan, including 87.55 million yuan of own funds and 20 million yuan from other sources; Planned construction period: May 2026 to October 2027. According to reports, the project's construction scale includes building 4 pilot plants with a total floor area of 19,314 m². The base will house pilot plants for hydrogen energy and ESS, with hydrogen energy primarily comprising an alkaline electrolyzer test workshop, a PEM electrolyzer test workshop, and a high-pressure hydrogen storage cylinder test workshop. The project aims to establish an integrated hydrogen storage pilot base incorporating a hydrogen fuel cell system testing platform, a stack testing line, and PEM/alkaline electrolyzer testing lines.
Baotou Qingheng Investment and Development Co., Ltd.:The Ulanqab 100,000 mt/year wind and solar power hydrogen production integrated project (hydrogen production plant section) completed its filing on December 29. The construction site is located in Shangdu County, Ulanqab City. The total project investment and self-owned funds both amount to 5.94 billion yuan, with a planned construction period from June 2024 to June 2026. It is reported that the project will mainly construct 25 new hydrogen production plants, each equipped with 8 sets of electrolyzers, totaling 200 sets of 1,000 Nm³/h alkaline electrolyzer water electrolysis hydrogen production units. Additionally, it will build one 6,000 cubic meter low-pressure buffer tank and approximately 47.6 km of reclaimed water transmission pipelines.
Diaobingshan Huadian Clean Energy Co., Ltd.:The Huadian Diaobingshan wind power hydrogen production coupled with 100,000 mt green methanol demonstration project has made new progress. The project's water electrolysis hydrogen production purification system has released a tender announcement. It is reported that the total project investment reaches 3.945 billion yuan, with extensive construction content covering a 450 MW wind farm and transmission and transformation project, 295 MW hydrogen production and storage facilities, an 80 MW/80 MWh ESS power station, and a 100,000 mt/year methanol synthesis unit. Upon completion, the project is expected to annually produce 19,000 mt of green hydrogen and 100,000 mt of green methanol. The project officially commenced construction on September 21 this year. Previously, tenders for 12 sets of 250 Nm³/h PEM electrolyzers and a 295 MW hydrogen production power supply system were completed. This current tender is specifically for the 295 MW hydrogen production purification system. In terms of hydrogen production technology, the project's hydrogen production scale is 295 MW, utilizing a hybrid (ALK)+(PEM) configuration. Specifically, it will apply the 3,000 Nm³/h large power high-efficiency alkaline electrolyzer from the "Huadian Hydrogen Energy" product series, along with a 500 Nm³/h PEM water electrolysis hydrogen production unit.
Jinta County Yue Shui Dian New Energy Co., Ltd.:The EPC general contracting tender for the Jinta Yue Shui Dian 7 MW PV off-grid hydrogen production, storage, and transmission integrated demonstration project recently announced the winning bid candidates. The top-ranked candidate is China Construction Third Engineering Bureau Second Construction Engineering Co., Ltd. (with its consortium member Luoyang Ruiz Petrochemical Engineering Co., Ltd.), with a winning bid price of 399.5062982 million yuan. It is reported that the project plans to establish a water electrolysis hydrogen production system, comprising one electrolyzer with a rated hydrogen production capacity of 1,000 Nm³/h, a separation and purification unit with a processing capacity of 1,000 Nm³/h, a hydrogen production power supply, a PLC control system, and other auxiliary equipment for hydrogen production. After purification treatment, the hydrogen purity will exceed 99.999%, with an average daily hydrogen production of approximately 500 kg. To match the hydrogen production scale, the project will select one compressor with an intake capacity of 500 Nm³/h and a spherical tank with a capacity of 2,000 m³ as hydrogen storage equipment, with an effective hydrogen storage capacity of about 1,960 kg.
CGN (Inner Mongolia) New Energy Investment Co., Ltd. Otog Banner Branch:The 1.5 million kW wind and solar power hydrogen production integration project passed the preliminary review by the Inner Mongolia Autonomous Region Energy Bureau. The total project investment is 7.5 billion yuan, planning to construct 1 million kW of wind power, 500,000 kW of PV, supporting 225,000 kW / 900,000 kWh ESS, with an annual hydrogen production scale of 49,900 mt. After the project is put into operation, the annual power generation is expected to reach 3.3 billion kWh, saving about 1 million mt of standard coal annually and reducing carbon dioxide emissions by about 2.76 million mt.
Bayannur Liyuan Alloy Material Co., Ltd.:The electrolytic water hydrogen production project in the Ganqimaodu Port Processing Park was filed. Construction location: Urad Middle Banner, Bayannur City; Total investment: 3.125 billion yuan, including self-owned funds: 937.5 million yuan, applying for bank loans: 2.1875 billion yuan; Planned construction period: May 2026 to May 2028. It is understood that the hydrogen production construction area of the project includes an electrolysis unit area, a hydrogen compression area, etc., and the hydrogen storage area includes hydrogen spherical tanks, liquid hydrogen spherical tanks, etc.
Shaanxi Hydrogen Energy Luyuan Technology Co., Ltd.:The procurement tender announcement for the hydrogen production power supply device and auxiliary equipment of the Yulin Zero-Carbon Industrial Park Hydrogen Energy (Hydrogen Production) Demonstration Project was released. It is understood that the thyristor rectifier power supply includes: one thyristor rectifier cabinet (24-pulse) rated DC current 9,000 A, rated DC voltage 650 V set/unit; one thyristor rectifier cabinet (24-pulse) rated DC current 9,225 A, rated DC voltage 654 V set/unit. Each rectifier is equipped with one electrolyzer. IGBT rectifier power supply: 1 set, supporting one 1,000 standard cubic meter ALK electrolyzer (7.0 MWA). IGBT rectifier power supply: 1 set, supporting one 500 standard cubic meter PEM electrolyzer (4.5 MWA). Delivery period: Delivery before March 10, 2026.
Inner Mongolia Huadian Tengger Green Energy Co., Ltd.:The high-tech industrial project for the Huadian Baotou Wind, Solar, Storage, and Hydrogen High-End Equipment Manufacturing Base (Phase I) industrial project submitted by the Baotou Intelligent Equipment Manufacturing Branch was filed. Construction location: Baotou Rare Earth High-Tech Zone, Baotou City; Total investment: 70,663.35 million yuan, including self-owned funds: 21,205.98 million yuan, applying for bank loans: 49,457.37 million yuan; Planned construction period: September 2025 to July 2030. According to reports, the Phase I project is planned to cover an area of approximately mu, focusing on high-end equipment manufacturing industries such as hydrogen energy, ESS, and recycling of decommissioned wind turbine blades. It will construct production facilities for industries including hydrogen energy and ESS environmental protection.
Mongolia Wuhai Haifeng New Energy Co., Ltd.:The project filing for the photovoltaic station of the Inner Mongolia Wuhai Xilaifeng Wind and Solar Power Hydrogen Production Integration Demonstration Project was revoked. It is understood that the project previously planned to build a 100 MW PV power generation system, construct a new 220 kV booster station in the new energy field area, and establish a new 220 kV hydrogen production step-down station in the hydrogen production area. The new energy booster station will be connected to the hydrogen production 220 kV step-down station via a single-circuit 220 kV line to supply power to the hydrogen production station. The hydrogen production station will be connected to the Xilaifeng substation through a 110 kV line. The project adopted an integrated grid connection method to connect to the power grid, with an online capacity not exceeding 20%.
Policy Review
1. The National Energy Administration issued the "Industrial Green Microgrid Construction and Application Guide (2026–2030)". The core content related to hydrogen energy in the document is as follows: Industrial green microgrids clearly include clean and low-carbon hydrogen production and utilization facilities, representing an integrated comprehensive energy system that incorporates hydrogen energy and other energy sources; Promote efficient multi-energy complementarity, coordinate hydrogen energy with solar, wind power, and other energy sources, and build a collaborative clean energy supply system for power and hydrogen supply; In terms of hydrogen production, orderly develop integrated "hydrogen production + hydrogen use" projects in regions rich in clean energy, and advance the large-scale purification of industrial by-product hydrogen; Regarding hydrogen storage and application, reasonably deploy diverse hydrogen storage, fuel cells, hydrogen internal combustion engines, and other facilities based on hydrogen sources and hydrogen load, encourage enterprises and industrial parks to pioneer and trial the green electricity–green hydrogen–green ammonia/green alcohol industry chain, explore distributed green ammonia production applications, and develop small skid-mounted, modular production units; In terms of technology and equipment R&D, promote the development and application of high-efficiency water electrolysis hydrogen production devices, high-efficiency fuel cell power generation facilities, and integrated flexible wind and solar power hydrogen production systems; In application scenarios, classify water electrolysis hydrogen production enterprises or industrial parks as large-scale adjustable application scenarios, specifying that water electrolysis hydrogen production systems can utilize wide-range regulation characteristics to quickly adjust operating loads while ensuring process safety, absorb peak renewable energy generation, and alleviate grid pressure. Previously, the General Office of the State Council had issued the "Manufacturing Industry Green and Low-Carbon Development Action Plan (2025–2027)". This "Guide" serves as a concrete implementation of that plan, focusing on energy conservation and carbon reduction goals in the industrial sector, and centering on the production, storage, application, and technological R&D of clean energy such as hydrogen energy, forming a policy synergy of "top-level plan + specific implementation guide", providing clear guidance for the large-scale and standardized development of the hydrogen energy industry in the industrial sector.
2. Inner Mongolia released the "Implementation Plan for the Development and Construction of Direct Green Electricity Connection Projects for Single Power Users in the Inner Mongolia Autonomous Region (Trial)". This implementation plan applies to the development and construction of direct green electricity connection projects for single power users in the Inner Mongolia Autonomous Region, including hydrogen-based green fuels. New hydrogen-based green fuel projects (green hydrogen, green hydrogen to green ammonia, green hydrogen to green methanol, green hydrogen to sustainable aviation fuel, etc.) can carry out direct green electricity connections. In principle, the project should be controlled by the same investment entity, operating as a market entity, and during the construction and operation period, it must be managed under the same legal person. It is also necessary to implement application scenarios and provide consumption agreements.
3. The European Commission approved a 4 billion euro special fund for electrolyzers, providing a 30% equipment cost subsidy for projects with a capacity ≥500MW/year, and setting a 2030 green hydrogen project electrolyzer efficiency target of ≥60% (LHV basis).
Enterprise Dynamics
Hubei Interly Electric Co., Ltd.:The ACME Oman National Green Ammonia Project, which Interly won, has entered an intensive delivery phase. The required hydrogen production power supply for the project is shipped in a skid-mounted container form, with a daily average of four to six sets being shipped, and is steadily advancing according to plan.
Shaanxi Yulin Energy Group Co., Ltd.:Signed the "Strategic Cooperation Agreement for the Yulin Dingbian Comprehensive Energy Base Project" with the People's Government of Dingbian County at the Yulin People's Building. Both parties will jointly build a green and low-carbon comprehensive energy demonstration base around "wind and solar power, thermal storage, hydrogen, and solid waste comprehensive utilization", constructing a circular economy industry chain that integrates energy reserves, industrial coupling, and local consumption, to help optimize the regional energy structure and improve energy security levels.
Weichai Power Technology Co., Ltd.:Participated in the 2026 International Consumer Electronics Show (CES) in Las Vegas, US, with its core product, a 200kW hydrogen fuel cell engine.
Shaanxi Xurui Clean Energy Group Co., Ltd.:The joint party committee of the Han City Hydrogen Industry Chain was officially established. The meeting read out the guiding opinions on the pilot work of the industry chain party building and the approval for the establishment of the joint party committee, as well as the implementation plan, and presented the plaque to the office of the joint party committee. Representatives from the Bureau of Industry and Information Technology, Economic Development Zone, and Xurui Group Company made exchange speeches.
China Huadian Corporation Ltd. Fujian Branch:Held a promotion meeting for the off-grid seawater hydrogen production technology demonstration project. The meeting emphasized that hydrogen energy has a large future development space and broad application prospects, serving as an important strategic direction for the company to cultivate and develop new quality productive forces and promote high-level scientific and technological self-reliance and strength.
Jilin Electric Power Co., Ltd.: During the China-South Korea Business Cooperation Agreement Signing Ceremony held amid the high-level visit from South Korea to China, Jilin Electric Power Co., Ltd. formally signed the "Green Fuel Procurement Memorandum of Understanding" with representatives of South Korean clean energy enterprises.

1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory test lifespan reaching 80,000 hours.
2. Johnson Matthey (UK) filed patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to platinum-based materials.
Technology Footprints/Technical Specifications
1. Research achievement by Liao Qiang's team at Chongqing University—an innovative design for the anode transport layer of PEM electrolyzers solves the bubble blockage problem under high current density.
1. The newly developed non-precious metal electrodes by Ansichuo New Energy exhibited outstanding electrochemical performance, achieving a hydrogen evolution overpotential of 180mV and an oxygen evolution overpotential of 245mV at 100mA·cm−2, while maintaining over 70% energy conversion efficiency and 99.9% hydrogen purity.
2. The research group of Shi Le from the College of Environmental and Resource Sciences at Zhejiang University, in collaboration with the group of Professor Weng Xiaole and the group of Professor Bruce E. Logan from Pennsylvania State University in the US, made a breakthrough in distributed electrolytic hydrogen production from non-traditional water sources, with the main content being the use of water vapor electrolysis to directly produce green hydrogen from non-traditional water sources.
3. The relevant research team from the School of Electrical Engineering and the State Key Laboratory of Electrical Insulation and Electrical Materials at Xi'an Jiaotong University successfully developed a Ru/Ti/Ti3C2Ox@NF bifunctional electrocatalyst for seawater electrolysis.

The group standard "Technical Specification for Green Hydrogen Production by Electrolysis Coupled with Wind and Solar Power and Energy Storage" (Number T/CIEP 0272—2025) was released and implemented by the China Industrial Environmental Protection Promotion Association. Zhongneng Dayou Energy Technology Co., Ltd. successfully developed a 100kW-level PEM electrolyzer hydrogen production multi-field coupling test equipment.
5. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layers (HP-PTL) for proton exchange membrane (PEM) electrolysis.
