Yuneng Group and Dingbian County Signed an Agreement to Jointly Build an Integrated Energy Base, Focusing on the Integration of Wind, Solar, Thermal, Storage, and Hydrogen.

On January 13, 2026, Shaanxi Yulin Energy Group Co., Ltd. (hereinafter referred to as “Yuneng Group”) and the Dingbian County People's Government formally signed the “Strategic Cooperation Agreement for the Yuneng Dingbian Comprehensive Energy Base Project” at the Yulin People's Mansion. The two parties will focus on “wind and solar power, thermal power, energy storage, hydrogen, and solid waste comprehensive utilization” to jointly build a green, low-carbon comprehensive energy demonstration base, establish a circular economy industry chain integrating energy reserves, industrial coupling, and local consumption, and contribute to optimizing the regional energy structure and enhancing energy security levels.

Cui Yuan, Director of the Yulin Municipal National Development and Reform Commission (NDRC), attended the signing ceremony and delivered a speech. Ji Shiping, Secretary of the Dingbian County Committee, and Gao Zhijun, Secretary of the Party Committee and Chairman of Yuneng Group, delivered remarks respectively. Li Shengyuan, Deputy Secretary of the Dingbian County Committee and County Mayor, presided over the ceremony. Zhao Hongqi, Deputy Secretary of the Party Committee and General Manager of Yuneng Group, introduced the project details. Dang Yufei, Standing Committee Member of the Dingbian County Committee and Executive Deputy County Mayor, and Yang Qian, Member of the Party Committee and Deputy General Manager of Yuneng Group, signed the agreement on behalf of both parties. Yang Hongmei, Standing Committee Member of the Dingbian County Committee and Deputy County Mayor, read the notice on the establishment of the project preparation leading group. Relevant department heads from the government and enterprise, as well as enterprise representatives, attended the meeting.

Cui Yuan pointed out that this signing is an important measure to deepen enterprise-local collaboration. Yuneng Group possesses strong technical and industrial capabilities, while Dingbian County boasts prominent geographical location and resource advantages, providing a solid foundation for cooperation. He expressed hope that both sides would accelerate project implementation based on the principle of “mutual benefit, win-win, and collaborative development,” seize the opportunities of the “16th Five-Year Plan” period to extend the industry chain and foster industrial clusters, and stated that the Municipal NDRC would fully support service guarantees to explore pathways for building a new-type energy system.

Ji Shiping stated that jointly building a comprehensive energy demonstration base is key to promoting green transformation and establishing a multi-energy complementary system. Dingbian County will establish a dedicated team to implement list-based management, leverage its geographical and resource advantages to integrate with Yuneng Group's technology, capital, and management experience, adopt an entire industry chain mindset to plan “wind and solar power, thermal power, energy storage, hydrogen, and solid waste utilization,” optimize “one-stop” services and factor support, and ensure the project achieves results at an early date.

Gao Zhijun emphasized that Yuneng Group is focusing on building a new-type energy system and ensuring regional energy security, noting that Dingbian County is a key strategic pivot for Yulin's energy industry. This cooperation will release Dingbian's resource potential and expand Yuneng's industry chain advantages. The Group will leverage its resource and technical strengths, improve collaboration mechanisms, promote agreement implementation, and empower the upgrading of the regional energy industry.

According to the agreement, the two parties will focus on the core pathways of “integrated wind and solar power, thermal power, energy storage, and hydrogen” and “multi-energy complementarity + industrial integration,” prioritize advancing high-efficiency clean coal power and large-scale new energy demonstration projects, create application scenarios such as zero-carbon parks and smart energy management, and accelerate the establishment of a modern, green, low-carbon, efficient, and smart comprehensive energy demonstration base.
