China Huadian successively reached a consensus on deepening cooperation with the Yingkou Municipal People's Government and Shanghai Electric, anchoring the co-construction of hydrogen-based energy and new energy projects.

Recently, China Huadian Corporation Ltd. (hereinafter referred to as "China Huadian") intensively conducted high-level meetings, reaching consensus on deepening cooperation with the Yingkou Municipal People's Government of Liaoning Province and Shanghai Electric Group Company Limited within one week. The two meetings focused on regional energy industry synergy and upstream-downstream linkage in the industry chain, respectively, clarifying that will strengthen cooperation in key areas such as hydrogen-based energy's entire industry chain, offshore wind power, and the "Shagehuang" new energy base, injecting strong momentum for green transformation and high-quality development during the "Fifteenth Five-Year Plan" period.

Government-enterprise collaboration empowers the revitalization of Liaoning, deepening the hydrogen energy and new energy industries.

On December 10th, Ye Xiangdong, General Manager, Director, and Deputy Party Secretary of China Huadian, held talks with Yao Huaming, Secretary of the Yingkou Municipal Party Committee, at the group's headquarters. Both sides exchanged views on implementing the important speech spirit of General Secretary Xi Jinping during his inspection in Liaoning, deepening strategic cooperation, and promoting key project construction. Wu Jingkai, Deputy General Manager of China Huadian, and Wang Dianfeng, Vice Mayor of Yingkou, jointly participated in the talks.

Ye Xiangdong expressed gratitude for the long-term support from the Yingkou Municipal Party Committee and government. He pointed out that China Huadian always integrates enterprise development into national strategies and local layouts, achieving significant results in the layout of the hydrogen energy industry in Liaoning. Several projects have been selected for the first batch of hydrogen energy pilot projects in the energy sector by the National Energy Administration. Among them, the China Huadian Tieling 25MW new energy off-grid energy storage hydrogen production project in Liaoning, as the first demonstration project for large-scale wind power off-grid hydrogen production, has successfully filled the gap in the industry's technology. Facing the overall development situation of the "Fifteenth Five-Year Plan," China Huadian hopes to further expand cooperation space with Yingkou, focusing on key directions such as the development of the entire hydrogen-based energy industry chain, new energy resource development, and application scenario expansion. This will accelerate the cultivation of new quality productive forces and inject Huadian's momentum into Liaoning's marine economic construction and comprehensive revitalization.

Yao Huaming affirmed the contributions made by China Huadian to Yingkou's economic and social development. He emphasized that Yingkou is fully advancing the construction of new energy industry clusters, planning a total investment of 150 billion yuan to create project clusters such as offshore and onshore wind power, PV, and clean energy equipment manufacturing. Currently, core components like wind power main shafts and blades have achieved a "zero breakthrough" in "Yingkou manufacturing." The Yingkou Municipal Party Committee and government will continue to optimize the business environment, providing comprehensive guarantees for the landing, production, and effectiveness of China Huadian's projects in Yingkou, promoting mutual benefit and win-win cooperation between the two sides in key project construction and new energy industry chain synergy. Enterprise-enterprise linkage strengthens industry chain synergy, jointly exploring new tracks for energy transformation.

On December 16th, Jiang Yi, Chairman and Party Secretary of China Huadian, held talks with Wu Lei, Chairman and Party Secretary of Shanghai Electric, at the group's headquarters. Both sides exchanged views on implementing the spirit of the Central Economic Work Conference and cooperation in areas such as energy supply guarantee, clean energy development, and technological innovation. Wu Jingkai, Deputy General Manager of China Huadian, and Zhu Zhaokai, President of Shanghai Electric, along with Jin Xiaolong, Vice President, attended the talks.

Jiang Yi and Wu Lei introduced the development achievements of the "14th Five-Year Plan" period and the strategic plans for the "15th Five-Year Plan" period, respectively. Both parties agreed to further deepen industrial chain collaboration on the basis of existing good cooperation (Shanghai Electric had previously won the order for the complete set of main equipment, including the electric furnace and auxiliaries, for the 2×660,000 kW unit expansion project at Huadian Wangting). Key areas of collaboration include accelerating the development of major projects such as offshore wind power, large-scale new energy bases in "sand, Gobi, and desert" areas, and the integration of hydro, wind and solar energy in river basins. Shanghai Electric will leverage its technical advantages in 16-18 MW-class offshore wind turbines and its more than 30% share of domestic offshore wind power installations to provide core equipment support for Huadian. The two sides will also jointly promote pilot demonstrations of first-of-a-kind technologies, focusing on cooperation in next-generation coal power upgrades, new-type energy storage applications, and hydrogen-based energy projects, while expanding innovative scenarios such as green electricity-based hydrogen production and offshore wind power coupled with hydrogen production. Additionally, they will intensify efforts to explore international markets, ensure smooth coordination for the "15th Five-Year Plan" period, drive high-quality development through technological innovation, and contribute jointly to building a strong energy nation and achieving high-level technological self-reliance. The talks were also attended by China Huadian's Chief Assistant, Deputy Chief Engineers, and relevant department heads from both headquarters and subsidiary companies.

The successful holding of the two high-level meetings marks a comprehensive upgrade in China Huadian's cooperation across two key dimensions: government-enterprise collaboration and industrial chain synergy. Moving forward, China Huadian will continue to practice green development concepts through concrete actions, promote energy structure transformation through diversified cooperation models, and provide solid support for regional economic and social development as well as the national "dual carbon" goals.
