On December 16, the commissioning of Phase I and launch of Phase II of the Songyuan Hydrogen Energy Industrial Park (Green Hydrogen Ammonia Methanol Integration) Project, also known as "Qing Hydrogen No.1" – the world's largest green hydrogen ammonia methanol integrated project – was held in Songyuan City, Jilin Province. This project not only set four world records but also solved the coupling challenges between new energy and chemical production, injecting strong momentum for China's hydrogen energy industry to transition from demonstration exploration to large-scale commercial application. It also marks the official debut of the "Qing Hydrogen No.1" integrated hydrogen energy solution independently developed by China Energy Engineering Group.​

Four World Records Break New Ground, Technological Innovation Leads the Industry​

With technological breakthroughs, Phase I of the Songyuan Project has set new industry benchmarks by successfully achieving four world records: "Largest Scale, Largest Hydrogen Storage Capacity, Widest Load Range Flexible Process, and Largest Scale Alkaline Electrolysis Hydrogen Production Equipment." The project adopts an innovative technical route of "Direct Renewable Power Supply + Energy Storage for Peak Shaving + High-Efficiency Electrolysis Hydrogen Production System + Dynamic Ammonia Synthesis Integration," accurately solving the world-class challenge of dynamic coupling between fluctuating renewable energy and stable chemical production. It fills the gap in China for flexible production of green hydrogen, ammonia, and methanol directly coupled with renewable power.​

It is reported that the project has generated over 100 patents, proprietary technologies, and standards, achieving 100% localization of key core equipment and establishing a complete solution path for large-scale, high-capacity production of green hydrogen, ammonia, and methanol. This technological system not only significantly improves the economics of renewable power projects and effectively addresses the curtailment of wind and solar PV power but also holds milestone significance for ensuring national energy security, paving the way for large-scale production of green hydrogen, ammonia, and methanol, and promoting the development of the green chemical industry.​

"Qing Hydrogen No.1" Brand Launch, Creating a "National Name Card" for Hydrogen Energy​

During the event, China Energy Engineering Group officially launched the "Qing Hydrogen No.1" integrated hydrogen energy solution product brand. Adhering to a development philosophy of "Innovation, Green, Digital-Intelligence, Integration," this brand was jointly developed by China Energy Engineering Group in collaboration with leading industry enterprises, equipment manufacturers, universities, and research institutes. Through the "Wind-Solar-Hydrogen-Ammonia-Methanol Integration" model, it covers the entire industry chain from hydrogen production, hydrogen storage, hydrogen-based chemicals, and hydrogen energy equipment to technology R&D.​

As a "national name card" for China's integrated hydrogen energy solutions going global, "Qing Hydrogen No.1" enhances the efficiency of the entire process from power generation to ammonia synthesis through system optimization, directly contributing to cost reduction for green hydrogen and its derivatives. It has already reduced the cost of green ammonia to a level close to that of traditional "blue ammonia," opening a feasible path for the large-scale, commercial application of green hydrogen-based energy. Simultaneously, it fosters a hydrogen energy industry ecosystem characterized by full-chain collaboration and integrated development.​

Phase I Capacity Highlights Emission Reduction Value, International Certification Opens Global Market​

The Songyuan Project commenced construction in September 2023. It is planned to be built in phases, involving 3,000 MW of new energy power generation capacity and 800 kt of green synthetic ammonia and green methanol. The first phase involves the construction of 800,000 kW of new energy power generation, including 750,000 kW of wind power and 50,000 kW of PV. Upon commissioning, it will produce 45,000 mt of green hydrogen, 200,000 mt of green ammonia, and green methanol annually, delivering significant environmental benefits—equivalent to saving approximately 600,000 mt of standard coal and reducing carbon dioxide emissions by 740,000 mt each year, achieving local consumption of green electricity and high-value-added conversion.

A green certification plaque awarding ceremony was held simultaneously at the event, where Bureau Veritas presented the project with the ISCC EU green certification. This signifies that the project's life cycle carbon management system, green production technology, and product standards fully comply with the EU Renewable Energy Directive, successfully obtaining an "international passport" to enter the global green energy market. Previously, the project was selected for the National Development and Reform Commission (NDRC)'s first batch of green and low-carbon advanced technology demonstration projects, the National Energy Administration's first batch of green liquid fuel technology research and industrialization pilots, and the hydrogen energy project pilot in the energy sector, gaining national-level policy recognition.

A relevant official from China Energy Engineering Corporation (CEEC) stated that the Songyuan project is a landmark achievement in deepening central-local cooperation and supporting the comprehensive revitalization of Northeast China, as well as a key milestone in the company's transformation into an integrated energy solutions provider. With the commissioning of the first phase and the launch of the second phase, the project will further promote hydrogen technology iteration and cost reduction, providing the "CEEC Solution" for China's efforts to build a new-type energy system and achieve the "dual carbon" goals, while also helping Chinese hydrogen technology and products enter the global market.
