This marks the entry of this large-scale green fuel base project with a total investment of 32 billion yuan into the substantive construction stage.
I. Core Information of the First Phase Project
- Construction Entity and Location: The first phase project is constructed by China Energy Engineering Group Bochuang Green Fuel (Shenyang) Co., Ltd., and is located in the Northern Chemical Industry Park of Chaoyang Industrial Park, Kangping County, Shenyang.
- Capacity and Technical Route: The project has a total scale of an annual output of 100,000 mt of green methanol. It adopts the innovative technical route of "biomass gasification to produce syngas coupled with new energy electrolysis for green hydrogen production," achieving the synergistic conversion of agricultural and forestry waste with green electricity and green hydrogen, completely eliminating reliance on fossil fuels.
- Supporting Facilities Plan: According to public information, the first phase project is equipped with 500,000 kW of wind power installed capacity, will consume approximately 600,000 mt of biomass annually, has a total investment of about 6.4 billion yuan, and has a construction period from 2025 to 2027.
II. Overall Project Layout and Investment Scale
This project belongs to the China Energy Engineering Shenyang Wind and Solar Power Hydrogen Production Integrated with Biomass Green Alcohol/Oil Base Project. The overall intended investment is 32 billion yuan, and the location is also in Kangping County. It is positioned as a national-level green fuel demonstration project and is a core supporting project for Shenyang's construction of the "Northern Hydrogen Capital" and "ESS Capital."
- Capacity Plan: The project plans to build an annual production line of 500,000 mt of biomass green alcohol/oil, of which the first phase involves 100,000 mt of green methanol, and the second phase plans to construct 400,000 mt of green aviation fuel and related supporting industries, forming a complete biomass green fuel industry chain.
- Energy and Raw Material Support: The overall project is equipped with 2 GW of centralized wind power to provide a green electricity guarantee for green hydrogen production. It is expected to consume approximately 3 million mt of biomass raw materials annually, enabling the efficient utilization of regional agricultural and forestry waste and achieving a win-win situation for both environmental protection and income generation.
III. Project Preliminary Cooperation Background
In March 2025, China Energy Engineering Group Zhongdian Engineering Co., Ltd. signed a cooperation agreement for the China Energy Engineering Shenyang Green Fuel Base Project with Kangping County, Shenyang. The project has been included in the Liaoning Province "14th Five-Year Plan" for energy development and the National Green and Low-Carbon Advanced Technology Demonstration Project. Upon completion, it will become one of the largest clean energy bases in north-east China, capable of replacing 1 million mt of standard coal and reducing carbon dioxide emissions by approximately 2.5 million mt annually.
