Recently, China Huaneng Group Jilin New Energy Development Co., Ltd. issued a tender announcement for green certification consulting services for the Taonan Wind and Solar Power Hydrogen Production and Methanol Synthesis Integrated Demonstration Project (Tender No.: HNZB2025-12-3-069).

3. Bidder Qualification Requirements

3.1 General Conditions

The bidder must be a qualified supplier in the China Huaneng Group supplier database, must not be within a penalty period suspending participation in procurement activities, and must meet the business participation permissions for suppliers.

(Supplier business participation permissions: Level 1 suppliers are divided into Level 1 centralised procurement suppliers and headquarters department suppliers. Level 1 centralised procurement suppliers can provide procurement services to all units within the scope of China Huaneng Group; China Huaneng Group headquarters department suppliers can provide procurement services to all headquarters departments of China Huaneng Group. Level 2 suppliers can provide procurement services to all secondary units of China Huaneng Group and their subordinate enterprises. Non-database qualified suppliers wishing to participate in open tendering within the database must apply to become qualified suppliers according to the China Huaneng supplier onboarding process before they are eligible to participate in open tender procurement activities within the database).

3.2.2 Performance Requirements: From January 1, 2022, to the present (based on the contract signing date), the bidder must have at least one consulting service performance record in the field of carbon accounting compilation. Scanned copies of the performance contract must be attached (the contract must include pages reflecting the contract content and the signature and seal pages) as performance proof materials. For each performance record, at least one settlement VAT invoice or a stage payment/receipt invoice must be provided (appropriation vouchers may be provided for institutional projects). Otherwise, the performance will be treated as invalid.
