On December 2,

Beijing Low-Carbon Clean Energy Research Institute (hereinafter referred to as "Low-Carbon Institute") officially issued a public tender announcement for the procurement of a hundred-mt-scale green aviation fuel complete set of equipment, marking the entry of a key domestic project for biomass gasification coupled with green hydrogen to produce green fuels into the core equipment procurement stage. Its innovative green hydrogen application technology route and stringent equipment standards have attracted widespread attention in the energy equipment industry.

Innovative Technology Route Implementation: Green Hydrogen Becomes Key Raw Material for Aviation Fuel Production

The complete set of equipment under this tender is a core component of the Low-Carbon Institute's project for biomass gasification coupled with green hydrogen to produce green fuels. The project adopts an advanced technology route of "new energy hydrogen production + biomass gasification + methanol synthesis + aviation fuel synthesis," and is expected to have an annual production capacity of 60 mt of green aviation fuel.

It is understood that the core raw materials for this equipment are the upstream biomass gasification syngas and pure hydrogen produced by water electrolysis. Its production process achieves efficient coupled utilization of green hydrogen: in the Fischer-Tropsch synthesis unit, the syngas with CO₂ removed is mixed with green hydrogen at a specific hydrogen-to-carbon ratio, and catalyzed to generate hydrocarbons such as oil and wax; subsequently, through steps such as hydroisomerization dewaxing, hydrocracking, and fractionation, products including naphtha and high-grade green aviation fuel are finally separated. The unconverted column bottom heavy oil can be returned to the system for recycling processing, achieving maximum resource utilization.

Tender Launch for Four Core Unit Equipment: Full-Process Service and High Safety Standards Become Mandatory Requirements

The subject of this tender is a complete set of skid-mounted equipment with an annual capacity of 60 mt of green aviation fuel, covering four core units: PSA decarbonization, Fischer-Tropsch synthesis, hydrocracking-dewaxing, and fractionation, encompassing the key links of the entire green aviation fuel production process.

The tender documents specify stringent supply and service requirements. The bidder is not only responsible for the supply of all internal equipment, piping, valves, various control and protection systems, etc., within the battery limits of the skid-mounted equipment and up to one meter outside the battery limits, but also must provide full-process services including technical support, documentation and reports, packaging and transportation, on-site installation and commissioning, and personnel training. Particularly noteworthy is that all equipment must meet high standards of explosion-proof rating Zone 2 IICT4 or above, and dust and water protection rating IP65 or above, to adapt to the project's safe operation requirements.

Clear Delivery Cycle and Location: Independent Entities Limited to Participate in Bidding

Regarding delivery, the tender documents set clear time periods, requiring the winning bidder to deliver all equipment within 150 days after contract signing, and complete installation and commissioning within 60 days after equipment arrival. The overall delivery and commissioning cycle is compact, testing the winning bidder's supply chain and engineering service capabilities. The equipment delivery location is the southwest side within the Petrochemical Industry Park of Xifeng Industrial Park, Qingyang City, Gansu Province.

In addition, this tender has set clear restrictions on bidding entities, not accepting consortiums or agents, and only allowing equipment entities with independent supply capability and service qualifications to participate in the bidding, aiming to ensure the professionalism of equipment supply and the efficiency of project advancement.

As a typical project of domestic green hydrogen coupled with biomass to produce green aviation fuel, the successful implementation of this complete set of equipment will provide important equipment support for technological breakthroughs in China's green aviation fuel, and will also accumulate valuable experience for the large-scale application of hydrogen energy in the aviation energy sector.

Chapter 1 Open Tender

1. Tender Conditions

The name of this tender project is: Open Tender for the Purchase of a Hundred-Metric-Ton Green Aviation Fuel Complete Set of Equipment by the Low Carbon Institute, with project tender number: CEZB250111374. The bid inviter is the Beijing Low-Carbon Clean Energy Research Institute, and the project unit is the Beijing Low-Carbon Clean Energy Research Institute. The funding source is self-raised. The tender agent is China Energy Group International Engineering Consulting Co., Ltd. This project has met the tender conditions and is now undergoing domestic post-qualification open tender.

2. Project Overview and Tender Scope

2.1 Project Overview, Tender Scope, and Section (Package) Division: 2.1.1 Project Overview

The biomass gasification coupled with green hydrogen to produce green fuel project aims to utilize the innovative technical route of "new energy hydrogen production + biomass gasification + methanol synthesis + aviation fuel synthesis", and is expected to have an annual production capacity of 60 metric tons of green aviation fuel. The raw materials for the green aviation fuel unit are synthesis gas obtained from upstream biomass gasification and pure hydrogen produced by water electrolysis. The green aviation fuel unit includes a synthesis gas decarbonization unit, a Fischer-Tropsch synthesis unit, a wax/oil hydrotreating unit, and a product fractionation unit. The main function of the synthesis gas decarbonization unit is to remove CO2 from the synthesis gas; the main function of the Fischer-Tropsch synthesis unit is to mix the decarbonized synthesis gas (H2+CO) with hydrogen obtained from water electrolysis at a certain hydrogen-to-carbon ratio, and under certain temperature and pressure, catalyze it with a catalyst to generate hydrocarbon substances with different carbon number distributions (liquid hydrocarbons are oil, solid hydrocarbons are wax), while also producing water as a by-product and small amounts of oxygen-containing compounds such as alcohols and acids; the oil produced from Fischer-Tropsch synthesis enters the hydroisomerization dewaxing unit for hydrogenation reaction, and the wax produced from Fischer-Tropsch synthesis enters the hydrocracking unit for cracking dewaxing reaction; the products from the hydroisomerization dewaxing unit and the hydrocracking unit together enter the fractionation unit, where after stripping and atmospheric-vacuum fractionation, naphtha, aviation fuel, and tower bottom tail oil are obtained. The tower bottom tail oil is returned to the hydrocracking dewaxing unit to continue the reaction.

2.1.2 Tender Scope

The tender scope for this project involves the supply and design scope of one set of green aviation kerosene complete unit (comprising four sections: PSA decarbonization, Fischer-Tropsch synthesis, hydrocracking-dewaxing, and fractionation), with an annual production capacity of approximately 60 mt/year of green aviation kerosene. The bidder's supply and work scope include all equipment and internal components, piping, fittings, valves, instruments, control and protection systems (such as DCS, SIS, GDS), trace heating, electrical equipment, materials, technical support and services, provision of technical documents and reports, equipment packaging, transportation, on-site installation, commissioning, and training within the battery limits of the skid-mounted packaged equipment (four sections: PSA decarbonization, Fischer-Tropsch synthesis, hydrocracking-dewaxing, and fractionation) and within one meter outside the battery limits. All equipment must be designed and selected according to explosion-proof standards, with an explosion-proof rating of Zone 2 IICT4 or higher, and a dust and water protection rating of IP65 or higher.

2.1.3 Section Division: One section

2.1.3 Delivery Period: All equipment shall be delivered within 150 days after the contract signing, and the bidder shall complete installation and commissioning within 60 days after the equipment arrival.

3. Bidder Qualification Requirements

3.1 Qualification Conditions and Performance Requirements:

[1] Qualification Requirements: The bidder must be an independent legal entity or other organization legally registered and must provide valid supporting documents.

[3] Performance Requirements: From December 2020 to the bid submission deadline (based on the contract signing date), the bidder must simultaneously have the following performance records: 1. The bidder must have at least one supply or sales contract performance record involving fixed-bed hydrogenation reaction units (with reactor design pressure ≥4.5 MPa, and raw materials being syngas, CO2, or oil products), and the total value of each performance contract must exceed 1.5 million yuan; 2. The bidder must have at least one supply or sales performance record involving fractionation, distillation, or rectification units, and the total value of each performance contract must exceed 1.5 million yuan. The bidder must provide scanned copies of contracts proving the tender's performance requirements and scanned copies of any one invoice corresponding to each contract (the scanned contract copies must include at least: the contract's seal pages of both buyers and sellers, contract signing date, and key information pages; the provided VAT invoice scanned copies must clearly show the invoice code, invoice number, invoicing date, amount, and must include a valid screenshot of the invoice authenticity verification).

4. Acquisition of Tender Documents

4.1 Any interested bidder must, before purchasing the tender documents, go to the China Energy Investment Corporation (https://www.ceic.com) homepage, find the "Ecological Collaboration Platform" icon at the bottom of the page, click the icon to jump to the China Energy Investment Corporation Ecological Collaboration Platform, click the "Material Procurement" icon, and complete the supplier registration with China Energy Investment Corporation. Bidders who have already registered should not register again. 4.2 Purchasing Channel: Registered bidders should log in to the "Guoneng e-Bidding Bidder Business System" to complete the online purchase of the tender documents.

4.3 The tender documents will be available for purchase starting from 2025-12-02 16:00:00, and the purchase deadline is 2025-12-08 16:00:00.

4.4 The selling price for each set of tender documents is RMB 70 yuan per section (package) for Package 1, non-refundable after sale. The technical data deposit for Package 1 is 0 yuan, which will be refunded (without interest) when the technical data is returned.

5. Review of Tender Documents and Preparation of Bid Documents

This project adopts a fully electronic tendering method. The specific operation process is as follows:

2) Click the "Help Center" button in the upper right corner to download the "Tender and Bid System User Manual - Electronic Tender (Bidder Manual)".

3) Click the "Component Download" button in the upper right corner, and on the pop-up page, download and install the "Guoneng e-Bidding Driver Installation Package" and the "Guoneng e-Bidding Document Preparation Tool".

Note: The tender documents for this project are in a special format. Bidders must complete the above operations to review the tender documents.

    4) Bidders must obtain a CA digital certificate to complete the preparation of bid documents and the bidding for this project. 6. Submission and Opening of Bid Documents

    6.1 The deadline for submitting bid documents (bid submission deadline, the same hereinafter) and the bid opening time is 2025-12-23 09:00:00 (Beijing Time). Bidders should submit their electronic bid documents through the "Guoneng e-Bidder Business System" before the bid submission deadline. After successful bid opening, the Guoneng e-Bidder Business System encrypts the bid opening record sheet and the files uploaded by bidders in the "Bid Document Composition (Quotation Section)" of the bid document preparation tool, and simultaneously sends the encrypted bid opening record sheet to bidders for reference. After the commercial (excluding quotation) and technical bid evaluations are completed, the Guoneng e-Bidder Business System displays the bid opening record sheet and bid price documents, and sends the decryption key for bidders to verify the bid opening information.

    6.2 Bid documents delivered after the deadline will be rejected by the "Guoneng e-Bidder Business System".

    6.3 Bid Opening Location: The bid opening will be conducted publicly through the "Guoneng e-Bidder Business System", and no on-site bid opening ceremony will be held.

    7.1 Information Disclosure Description:

    (1) During the bid opening stage, information such as the qualifications, performance, and relevant certificates (if any) of the proposed project manager/project leader/project leader (chief designer)/chief supervision engineer required in the tender announcement will be disclosed to all participating bidders.

    (2) During the publicity stage for the winning candidate, the qualifications, performance, and relevant certificates (if any) of the proposed project manager/project leader/project leader (chief designer)/chief supervision engineer that meet the tender document requirements will be publicly disclosed to society.

    (3) Performance required in the tender announcement that has not been publicly disclosed (supplementally disclosed performance is considered as disclosed performance) will not be recognized during the bid evaluation stage.
