Tracking of Green Hydrogen Projects—Modification of Filing Completed for the Integrated Wind and Solar Power to Hydrogen Project in Hainan Area of China General Nuclear Power Group (Hydrogen Production Part), with Adjustments Made to Project Entity, Invest

On December 3, the alteration project for the CGN Solar Energy Development Co., Ltd. Hainan District Wind and Solar Power Hydrogen Production Integration Project (Hydrogen Production Part) was officially completed for filing. Significant adjustments were made to core indicators such as the implementing entity, total investment amount, and hydrogen production scale, marking important changes in the project's construction plan.

According to the filing information, the project's construction location remains unchanged, still situated in the Low-Carbon Industrial Park, Wuhai High-Tech Industrial Development Zone, Hainan District, Wuhai City. However, the project implementation entity has been changed. Before the change, the project unit was CGN Solar Energy Development Co., Ltd.; after the change, the project unit was adjusted to CGN (Wuhai Hainan District) New Energy Co., Ltd., achieving a localized and specialized layout for the project operation entity.

Regarding the project construction scale and core equipment configuration, the differences before and after the change are quite noticeable. Before the change, the project planned to build a hydrogen production plant with a capacity of 32,000 Nm³/h, with core equipment consisting of 20 units of 1,200 Nm³/h alkaline water electrolysis hydrogen production equipment and 8 units of 1,000 Nm³/h alkaline water electrolysis hydrogen production equipment, accompanied by gas-liquid separation and hydrogen purification devices, capable of producing high-grade hydrogen with a purity of up to 99.999%. After the change, the project's hydrogen production scale was adjusted to 28,000 Nm³/h, and the equipment configuration was uniformly optimized to 28 units of 1,000 Nm³/h alkaline water electrolysis hydrogen production equipment, while retaining complete gas-liquid separation and hydrogen purification devices to ensure the hydrogen product purity remains stable at the high level of 99.999%. The uniformity in equipment selection will also facilitate subsequent operation and maintenance management.

In terms of the project investment amount, this change also showed a significant increase. Before the change, the total project investment was 334.3227 million yuan; after the change, the total investment increased to 404.1188 million yuan, an increase of nearly 70 million yuan. This adjustment is expected to provide more sufficient funding guarantees for equipment upgrades, supporting facility improvements, and construction quality enhancement.

Furthermore, the project's construction cycle planning remains stable, with construction expected to officially commence in August 2025 and all construction work anticipated to be completed and operational by August 2026, resulting in an overall construction period of 12 months.

As a key wind and solar power hydrogen production integration project in the region, this filing change represents both a scientific adjustment based on actual conditions and is expected to have a significant impact on the layout and development of the local hydrogen energy industry. Upon completion, the project will further contribute to regional clean energy transition and the construction of a low-carbon industrial system.
