Vietnam to Limit Rare Earth Raw Material Exports, Build Value Chain by 2026

[SMM Express: Vietnam to Restrict Export of Rare Earth Raw Materials] The Ministry of Agriculture and Environment (MAE) of Vietnam is expected to submit a national rare earth strategy to the government in early 2026, aiming to establish a closed-loop manufacturing value chain, minimize the export of rare earth raw materials, and maximize national interests. The ministry revealed at a parliamentary meeting on December 1 that Vietnam possesses one of the world's largest rare earth reserves, with ore deposits distributed across 21 regions. Key mining areas have been designated, and strict management procedures have been formulated. The meeting also discussed amendments to the Geology and Minerals Law, with the draft including a dedicated chapter on rare earths and clarifying relevant regulations. According to the plan, Vietnam will define the responsibilities of the Ministry of National Defense, the Ministry of Public Security, and other departments in rare earth mining assessment and national planning. Special mining zones will be designated to meet national defense and security needs. Additionally, drawing on the experience of China, Japan, and the United States in managing sensitive resources like rare earths, Vietnam is considering classifying rare earth-related technologies and data as state secrets, strengthening legal oversight to enhance national strength.

[SMM Rare Earth Weekly Review: Mine prices edge up slightly, Pr-Nd consolidates, medium-heavy rare earth diverges] Lanthanum oxide was quoted at 5,200-5,800 yuan/mt, flat on the week; cerium oxide was quoted at 14,000-14,500 yuan/mt, flat on the week; Pr-Nd oxide was quoted at 728,000-732,000 yuan/mt, rising overall on the week. Early in the week, driven by futures prices stopping falling and rebounding, spot suppliers strengthened their willingness to hold prices firm and raised their quotes, tightening low-priced supply in the market and prompting a slight price rebound. Subsequently, as futures weakened, wait-and-see sentiment in the market intensified, and suppliers' resolve to hold prices firm loosened, with quotes undergoing a slight correction. However, plant quotes remained firm and low-priced supply was hard to find. Downstream enterprises were cautious in inquiries and procurement, and with quarterly locked-price long-term contract deliveries underway, spot order procurement volumes pulled back noticeably, leaving actual transactions in a stalemate.
