Tracking Green Hydrogen Projects—Total Investment of 30.684 Billion Yuan! Feasibility Study Review Approved for the 3 Million kW Wind and Solar Power Hydrogen Production Project in Zhengxiangbai Banner, Inner Mongolia

The feasibility study report for the "Zhengxiangbai Banner 3,000 MW Wind and Solar Power Hydrogen Production Integration Project," jointly compiled by China Chemical Engineering Donghua Company, was recently unanimously approved by an expert panel in Xilinhot City. This marks a significant milestone in the project's preliminary work. Upon completion, the project is expected to play a vital role in promoting the green and low-carbon transformation of the energy structure in the Inner Mongolia Autonomous Region and even nationwide.

It is reported that on December 27, 2024, the Inner Mongolia Autonomous Region Energy Bureau issued the "Notice on the Implementation of the Zhengxiangbai Banner Wind and Solar Power Hydrogen Production Integration Project by Inner Mongolia Gemeng Nuo Jin New Energy Co., Ltd." (No. 851, Nengyuan Kejizi [2024]), formally granting the project construction indicators. With a total investment of 30.684 billion yuan, the project investor is Inner Mongolia Gemeng Nuo Jin New Energy Co., Ltd.

As an off-grid wind and solar power hydrogen production project, the hydrogen production site is located in the Duolun County Economic Development Zone, while the new energy site is in Zhengxiangbai Banner, Xilingol League. The project's new energy capacity reaches 3,000 MW, comprising 2,500 MW of wind power and 500,000 kW of PV, with a designed hydrogen production capacity of 134,000 mt/year. The supporting electrical energy storage accounts for 15% of the new energy capacity, with a storage duration of 4 hours, reaching a scale of 450,000 kW/1.8 million kWh, and a hydrogen storage capacity of 165 mt.

The project will be constructed in two phases. Phase I is scheduled to commence in June 2025 and be operational by June 2026, with a new energy capacity of 1,400 MW (1,200 MW wind power, 200,000 kW PV), an annual hydrogen production of 62,000 mt, equipped with 210,000 kW/840,000 kWh of electrical energy storage, a hydrogen storage capacity of 70 mt, and an investment of 16.035 billion yuan. Phase II will start in October 2025 and be operational by December 2026, with a new energy capacity of 1,600 MW (1,300 MW wind power, 300,000 kW PV), an annual hydrogen production of 72,000 mt, equipped with 240,000 kW/960,000 kWh of electrochemical energy storage, a hydrogen storage capacity of 95 mt, and an investment of 14.649 billion yuan.

In terms of technology and resource utilization, China Chemical Engineering Donghua Company, leveraging its technical expertise and engineering experience in the green energy sector, is responsible for the integrated design of the project's hydrogen production, hydrogen storage, ammonia synthesis, methanol synthesis, and hydrogen transportation. The technical plan aligns with national new energy and hydrogen policies, demonstrating significant advantages in the synergistic coupling of wind and solar power-hydrogen-ammonia/methanol, optimization of water electrolysis hydrogen production systems, maximization of energy efficiency, and full life cycle cost control. The water for hydrogen production utilizes reclaimed water supplied by the Duolunnuoer Water Conservancy Group Co., Ltd. wastewater treatment plant. Hydrogen usage scenarios include supporting ammonia and methanol production projects, hydrogen fuel cell power generation, and hydrogen fuel cell vehicle applications.

Relevant units in Xilingol League and the banner fully affirmed the feasibility study report results and expressed their commitment to providing continuous factor support and policy assistance. China National Chemical Engineering Donghua Company stated that it will take this review meeting as a starting point, fully incorporate the expert panel’s opinions, complete the revision and optimization of the feasibility study report as soon as possible, refine the technical plan to high standards, actively advance follow-up work, and strive to build the project into a benchmark green hydrogen project, injecting "hydrogen" momentum into the green development of the grasslands beyond the Great Wall.

The advancement of this project not only aligns with the goal of "building a green hydrogen production and application base and promoting hydrogen application across multiple fields" outlined in the Inner Mongolia Autonomous Region’s 14th Five-Year Plan for the Hydrogen Energy Industry Development, but will also achieve local consumption of new energy through off-grid hydrogen production, providing an important practical example for addressing the challenges of new energy integration and building a new-type power system.
