【SMM Stainless Steel Market】Canada Tightens Steel Import Quotas and Adds Tariffs to Protect Domestic Mills

Published: Nov 28, 2025 18:26
【SMM Stainless Steel Market】Canadian Prime Minister Mark Carney announced new measures to protect the domestic steel industry. Starting next month, Tariff-Rate Quotas (TRQs) for steel imports will be tightened: quotas for countries without free-trade agreements (like China, Turkey) will be cut to 20% of 2024 levels, while those with agreements (like South Korea, Vietnam) will be set at 75%. Imports exceeding these quotas face a 50% tariff. Additionally, a 25% tariff will be applied to specific steel derivative products (e.g., wind towers, fasteners) from all countries, including the US. These steps aim to boost domestic demand and prevent dumping as Canadian mills face lost access to the US market.

[SMM Analysis] The supply-demand imbalance of construction steel improved marginally this period
According to SMM statistics, total construction steel inventory this period was 8.3259 million mt, down 217,100 mt MoM (-2.54% MoM), shifting from increase to decline. Both mill inventory and social inventory destocked to varying degrees. Social inventory destocking accelerated notably as arrivals dropped. With the dock closure now lifted, subsequent concentrated arrivals of construction steel may lead to social inventory accumulation.

Brazilian iron ore shipments reached 189.4 million metric tons in the first half of 2026, marking a 2.4% year-on-year increase and generating $13.43 billion in export revenue. Concurrently, iron ore producer Samarco announced a massive R$13.8 billion investment to elevate its pellet production capacity from 15.1 million to 26 million metric tons by 2030. The strategic expansion aims to fully restore the company's output potential to levels seen prior to the 2015 Mariana dam collapse.
