Tracking of Green Hydrogen Projects: Environmental Impact Assessment Accepted for Liaoyuan Tianying's 180,000 mt Green Methane Project, a Core Component of the "Integrated Wind and Solar Power, PV+ESS, Hydrogen, Ammonia, and Alcohol" System

Recently, the Department of Ecology and Environment of Jilin Province published the acceptance notice for the environmental impact report of the Liaoyuan Tianying Hydrogen Energy Technology Co., Ltd. project for the efficient utilization of carbon dioxide to produce 180,000 mt of green methane annually (Phase I). As the green hydrogen and green methane production component of the "wind and solar power + ESS + hydrogen + ammonia + methanol integration" project series, this project involves a total investment of 4.5 billion yuan. Upon completion, it will help Liaoyuan establish an entire industry chain green energy industrial system.

Project Overview: Total Investment of 4.5 Billion Yuan, Expected Annual Output of 62,000 mt of Green Methane

According to the published information, the project is located within the Chemical Industry Park of the Liaoyuan High-tech Industrial Development Zone and is invested in and constructed by Liaoyuan Tianying Hydrogen Energy Technology Co., Ltd. The main construction content includes methane production facilities with an annual capacity of 180,000 mt, hydrogen production facilities with a capacity of 104,000 Nm³/h, two carbon capture facilities each with a capacity of 32,000 Nm³/h, and supporting public/auxiliary utilities. After completion, the project will capture carbon dioxide from the boiler flue gas of an existing biomass power generation project and use it in a green methane synthesis reaction with self-produced hydrogen. Although the theoretical annual production potential is 180,000 mt, the expected achievable annual output of green methane is 62,000 mt due to the gap between actual capacity and facility scale.

Leveraging Integrated Layout to Establish the Entire Chain from Green Electricity to Green Fuel

Looking back at the cooperation background, on October 19, 2023, China Tianying and the Liaoyuan Municipal People's Government signed an investment cooperation framework agreement, reaching a deep cooperation consensus focusing on green remediation of abandoned mine pits (gravity energy storage) and the "wind and solar power + ESS + hydrogen + ammonia + methanol integration" project. China Tianying plans to build the Jilin Tianying Chemical Project Base in the Liaoyuan High-tech Industrial Development Zone, fully promoting this series of integrated projects. It encompasses multiple core components including wind power generation, biomass power generation, green hydrogen production, green methanol synthesis, and green methane synthesis.

Each component has a clear function: the wind power generation project acts as the "green electricity engine" providing green electricity support; the biomass power generation project serves as the "comprehensive energy supplier," outputting biomass electricity, steam, and green carbon; green hydrogen production supplies raw materials for subsequent synthesis processes; the green methanol and methane synthesis projects produce the final green fuel products. The entire integrated project establishes the entire industry chain from green electricity to green methanol and green methane. The innovative large-scale, peak shaving chemical system can adapt to the fluctuating characteristics of wind power, offering the dual significant advantages of chemical energy storage and clean production.

Grand Overall Plan with Multi-Facility Coordination to Ensure Project Operation

Regarding the overall project plan, the "wind and solar power + ESS + hydrogen + ammonia + methanol integration" project series will construct 2.6 GW of new energy power generation facilities (primarily wind power), electrolysis-based hydrogen production facilities with a capacity of 400,000 Nm³/h, methanol production facilities with an annual capacity of 170,000 mt, 2 x green methane production facilities each with an annual capacity of 180,000 mt, along with supporting biomass power generation facilities and public/auxiliary utilities. This will form a green energy production system characterized by multi-facility coordination and entire chain linkage, providing important support for the regional energy structure transformation and the achievement of the "dual carbon" goals.
