






Recently, the public tender announcement for the EPC general contracting project of Chengde Aerospace Tianqi Wind and Solar Power with Hydrogen Integration Multi-energy Complementary Demonstration Project was released. The project is located in Weichang Manchu and Mongol Autonomous County, Hebei province, with a total scale of 500MW, covering wind power generation, photovoltaic power generation, hydrogen production station, and supporting facilities. It has now met the tender conditions and officially launched the EPC general contracting tender, accepting consortium bids.
According to the tender announcement, the Chengde Aerospace Tianqi Wind and Solar Power with Hydrogen Integration Multi-energy Complementary Demonstration Project is tendered by Qiyuan Weichang Manchu and Mongol Autonomous County New Energy Technology Co., Ltd. (project owner). The main construction content includes 300MW wind power generation, 200MW photovoltaic power generation, and a hydrogen production station, along with the construction of booster stations, external transmission lines, and other supporting facilities, forming a multi-energy complementary demonstration model of "wind and solar power generation + hydrogen production + energy storage", promoting the regional energy structure towards clean and low-carbon transformation.
This tender project is divided into one section, with the tender scope covering the entire life cycle of the project, including but not limited to survey and design, equipment and material procurement, construction and installation, commissioning and startup until grid connection, as well as various coordination works during the construction process (including grid connection procedures), completion acceptance, and specialized inspections, etc. Detailed requirements are subject to the tender documents.
The announcement specifies that bidders must meet multiple qualification requirements. In terms of qualifications, they must possess Grade I or above general contracting qualifications for electric power engineering construction, Grade II or above qualifications for installation and testing categories under the "License for Installation (Repair, Testing) of Electric Power Facilities", and hold a valid safety production license. For personnel, the project leader must have a Level I registered constructor qualification in mechanical and electrical engineering and a valid safety production assessment certificate (Category B), and should not be serving as a project manager in other projects. Additionally, bidders must be legally registered enterprises within China, not listed on the "Credit China" website as dishonest executors or major tax violation dishonest entities, and different suppliers with the same legal representative or direct controlling or management relationships shall not bid simultaneously. This tender accepts consortium bids, providing an opportunity for consortia with comprehensive strength to participate in the project.
The tender document acquisition time is from 9:00 to 17:00, Beijing Time, from November 20 to November 26, 2025. Potential bidders need to log in to the China Tendering & Bidding Public Service Platform (www.365trade.com.cn) to purchase, with each set priced at 1,000 yuan, non-refundable. The deadline for submission of tender documents and the bid opening time are both 14:30 on December 10, 2025 (Beijing Time). Tender documents must be sealed and delivered to the Bid Opening and Evaluation Meeting Room, 1st Floor, Building 9, International Communication Technology Park, No. 19 Chegongzhuang West Road, Haidian District, Beijing before the deadline on the bid opening day. Tender documents delivered late or not in compliance with the regulations will not be accepted.
