Liuzhi Special Zone Focuses on Project Advancement to Drive High-Quality Development, Achieving Major Breakthroughs in Hydrogen Energy Industry

On November 6, Liuzhi Special Administrative Region held a press conference on vigorously promoting projects to advance high-quality development, reporting on the region's related work progress in 2025. At the conference, the nation’s first commercial hydrogen-powered locomotive sounded its whistle to commence operations, and multiple 49-mt‑class hydrogen-powered heavy trucks and hydrogen fuel cell buses departed in sequence from Luxi Park, marking a critical breakthrough for Liuzhi Special Administrative Region in the new energy sector and injecting new momentum into regional high-quality development.

Since 2025, Liuzhi Special Administrative Region has adhered to the "project supremacy" concept, treating project construction as a "solid support" for high-quality economic and social development, and has continued to focus on "planning, investment, construction, management, and utilization." Project planning and reserves have achieved notable results, with the project inventory accumulating over 280 new projects and a total investment exceeding 40 billion yuan. By establishing task forces to seek higher-level support, the region secured approval for 38 projects with allocated funds totaling 295 million yuan for the year.

Project construction progressed steadily, with 119 ongoing projects each valued at over 5 million yuan, representing a total investment of 44.273 billion yuan and completed investments of 5.68 billion yuan. Approval procedures were strictly managed, with 29 projects undergoing elevated review by the National Development and Reform Commission (NDRC) and 39 projects approved, effectively ensuring investment quality and efficiency.

Industrial development showed a diversified trend. In the new-type industrialization sector, industry chain projects such as Meijin’s comprehensive utilization of coal, coke, and hydrogen, and Jinlanshengjin’s nitro water-soluble fertilizer accelerated their construction. The Zheqian Textile Green Textile Project was established in Mugang Park, set to become the largest textile production site in Southwest China. In the first three quarters, investment in new-type industrialization projects reached 2.647 billion yuan. In new-type urbanization efforts, the North Ring Road commenced construction, 34.43 km of underground pipelines were upgraded, and 574 units of public housing underwent improvements. Modern agriculture drove the cultivation of more than 4,000 mu of morchella, while ecological animal husbandry achieved a breakthrough by accessing markets in Hong Kong and Macao. In cultural tourism, the Laowang Mountain tourism brand garnered over 500 million views, and supporting facilities resumed construction. Meanwhile, the Liu'an and Naqing expressways were completed and opened to traffic, and multiple highway upgrade and expansion projects advanced in an orderly manner, continuously improving infrastructure.

To ensure project implementation, Liuzhi Special Administrative Region established the "5+3" Major Project Promotion Mechanism and implemented a "1+2+8+N" work system, with county-level leaders spearheading services for 45 "category 5" projects, conducting monthly reviews and supervision. A regional project construction task force was formed to build a full-cycle service system, and project outcomes were incorporated into high-quality development assessments to strengthen performance orientation.

Liuzhi Special Administrative Region stated that it would maintain the drive to "vigorously promote projects for high-quality development," pursuing new breakthroughs in project construction with greater determination, more concrete measures, and better services, thereby injecting strong momentum into the region’s modernization.
