This week, public information showed thatSany Hydrogen Energy successfully completed the delivery of two major projects: the Shenzhen Energy Otog Banner project and the Jidian Yancheng Green Hydrogen Production, Storage, Transportation, Refueling, and Application Integrated project. Sany Hydrogen Energy supplied 12 alkaline electrolyzers, each with a capacity of 1,000 Nm³/h, for the Shenzhen Energy Otog Banner Wind-Solar Hydrogen Production Integrated Synthetic Green Ammonia Project; it also supplied 8 alkaline electrolyzers, each with a capacity of 1,000 Nm³/h, for the Jidian Yancheng Green Hydrogen Production, Storage, Transportation, Refueling, and Application Integrated Demonstration Project.
Previous delivery updates:
Accelera, a subsidiary of Cummins, delivered a 35-megawatt (MW) proton exchange membrane (PEM) electrolysis system to Linde Group's under-construction green hydrogen plant in Niagara Falls, New York.
The 10 Nm³/h hydrogen production equipment and 10 kW fuel cell combined heat and power system supplied by Guofu Hydrogen Energy to the Morocco Center of Excellence for Clean Hydrogen were successfully shipped.
Peric Hydrogen Energy Technology Co., Ltd. (Handan), under the 718th Research Institute of China State Shipbuilding Corporation Limited, completed the final loading and shipment of ten 1,000 Nm³/h electrolyzers, totaling 50 MW, which formally departed from Lianyungang Port for Piraeus Port, Greece.
The 10,000 Nm³/h electrolyzer awarded for the Sany Hydrogen Energy Shenzhen Energy Otog Banner Wind-Solar Hydrogen Production Integrated Synthetic Green Ammonia Project was successfully shipped.
Thirteen sets of 1,000 Nm³/h electrolyzers independently developed by CRRC Zhuzhou Institute Co., Ltd. were officially shipped and are being delivered to the Guohua Cangzhou "Green Port Hydrogen City" project.
The 50 Nm³/h water electrolysis product supplied by Guofu Hydrogen Energy for the TNB-PCSS green hydrogen demonstration project of Malaysia's national power grid has been successfully shipped to Shanghai Port.
Winshi Hydrogen's AEM hydrogen production system was successfully shipped to Austria.
As of September 25, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85 MW of alkaline electrolyzers in Q2 (data sourced from public information and SMM survey statistics).
Electrolyzer project updates:
Tieling Carbon Cycle Biotechnology Co., Ltd.:The Tieling Carbon Cycle Biomass to Green Alcohol Co-production of Protein Project entered the filing stage.The project is designed for an annual production of 100,000 mt of green bio-methanol, with a planned annual output of 300,000 mt of green alcohol. All the green methanol produced will be used for methanol protein production, ultimately forming an annual production capacity of 92,200 mt of methanol protein.
Inner Mongolia Qinjin Equipment Manufacturing Co., Ltd.:The Green Electricity Hydrogen Production - 2 Million mt Green Electric Furnace Zero-Carbon Short Process Casting Project was refiled. It plans an annual output of 2 million mt of EAF (electric arc furnace) + LF (ladle furnace) short-process casting products, covering the entire process of casting heating, forging, and heat treatment. It will also support the construction of 2×500,000 mt green hydrogen shaft furnace direct reduced iron, 50,000 mt high-purity/ultra-pure iron, and atomized powder production lines, forming an industrial closed loop of "green hydrogen - steel - new materials".
Saihong Environmental Engineering Co., Ltd.:The 100,000 mt/year Biomass Green Methanol Manufacturing Project was refiled. Designed for an annual production of 100,000 mt of green methanol, it adopts biomass (Arundo donax) gasification synthesis technology and will support the construction of a 60,000-mu Arundo donax planting base (located on tidal flats and saline-alkali land around Tianjin).
Shaanxi Hydrogen Energy Luyuan Technology Co., Ltd.:The Yulin Zero-Carbon Industrial Park Hydrogen Energy (Hydrogen Production) Demonstration Project entered the filing stage. Phase I is designed for an annual production of 3,000 mt of green hydrogen, supporting the construction of a 5,000 Nm³/hour electrolyzer testing platform.
Liaoning Hongyanhe Nuclear Power Co., Ltd.:The Hongyanhe Hydrogen Energy Industrial Park Nuclear Energy Hydrogen Production Demonstration Project entered the safety assessment stage. Utilizing the "nuclear power waste heat + water electrolysis for hydrogen production" technology, it uses waste heat from nuclear power units for seawater desalination and hydrogen production to reduce energy consumption costs. The project integrates alkaline electrolyzer (ALK) and proton exchange membrane (PEM) technologies and plans to support the construction of a 5,000 Nm³/hour electrolyzer testing platform to verify the economics of multiple technology routes.
Goldwind Green Energy Hydrogen Technology (Xing'an League) Co., Ltd.:The Goldwind Wind Power Hydrogen Production (Phase I) Project entered the environmental impact assessment stage. It mainly involves the construction of one water electrolysis hydrogen production plant, one hydrogen gas holder, and other supporting facilities. The water electrolysis plant will be equipped with 32 sets of 1,000 Nm³/h electrolyzers, with a maximum production efficiency of 32,000 Nm³/h, an average production efficiency of 18,750 Nm³/h, and an annual hydrogen production of 10,000 mt.
Policy Review
1. The first hydrogen energy standard for the energy industry, NB/T 11810-2025 "Code for Preparation of Renewable Energy Power Hydrogen Production Engineering Planning Reports," compiled under the direction of the HydroChina Corporation, was officially released and will take effect on December 30, 2025.
2. The European Commission approved a €4 billion electrolyzer special fund, providing a 30% equipment cost subsidy for projects with an annual capacity of ≥500 MW, and set a 2030 efficiency target for green hydrogen project electrolyzers of ≥60% (LHV basis).
3. The European Commission issued the "Clean Industrial Agreement National Aid Framework," which explicitly requires member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensures public resources are directed toward low-carbon technologies through details such as fund allocation ratios and project timelines.

Beijing Qingwei Membrane Technology Co., Ltd.:Successfully held the unveiling ceremony for a new-type anion exchange membrane production line at its production site in the Daxing International Hydrogen Energy Demonstration Zone.
China Shipbuilding Peric Hydrogen Energy Technology Co., Ltd.:Participated in the application for the national major science and technology project "Hundred-Megawatt-Level Wind-Solar-Hydrogen Green Fuel Flexible Load Regulation and Grid Flexible Interaction Demonstration Project," which was approved by the Ministry of Science and Technology.
Shanghai Qingsheng Chuanghe Energy Technology Co., Ltd.:The world's first offshore thousand-square-meter PEM electrolyzer and hydrogen production system, jointly developed by Shenergy Group, Shanghai Hydrogen Sunrise New Energy Technology Co., Ltd., and its subsidiary Shanghai Qingsheng Chuanghe Energy Technology Co., Ltd., completed full-power testing.
Shanghai Hydrogen Era Technology Co., Ltd.:Successfully included in the "2025 Shanghai Specialized, Refined, Distinctive, and Innovative Small and Medium-sized Enterprises List" and the "2025 Shanghai Innovative Small and Medium-sized Enterprises List" released by the Shanghai Municipal Commission of Economy and Informatization.
Inner Mongolia Kubuqi Hydrogen Fertilizer Technology Co., Ltd.:50% equity transfer information, with a transfer base price of 1 yuan, a deposit of 10,000 yuan, and a listing period from October 22, 2025, to November 18, 2025. The transferor is SPIC Group Inner Mongolia Energy Co., Ltd.

1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory-tested lifespan of 80,000 hours.
2. Johnson Matthey (UK) filed patent WO2025109876, disclosing an Fe-Ni-Mo ternary non-precious metal catalyst formula with activity close to platinum-based materials.
Technology Footprints/Specifications
1. China Association for Promoting International Development (CAPID) officially released the group standard "Multi-Pulse Thyristor Rectifier for Water Electrolysis Hydrogen Production" (Standard No. T/CAPID013—2025). The standard specifies the technical requirements, test methods, inspection rules, labeling, packaging, transportation, and storage of multi-pulse thyristor rectifiers for water electrolysis hydrogen production.
2. The group standard "Technical Specification for Wind-Solar-ESS Green Electricity Coupling Electrolysis Hydrogen Production" (No. T/CIEP 0272—2025) was released and implemented by the China Industrial Environmental Protection Promotion Association. Zhongneng Dayou Energy Technology Co., Ltd. successfully developed a 100 kW-level PEM electrolyzer hydrogen production multi-field coupling test equipment.
3. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layer (HP-PTL) for proton exchange membrane (PEM) electrolysis.
4. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially launched and put into application demonstration at the Microgrid Union Wi-Fi Smart Terminal Industrial Park. This achievement marks a major breakthrough in China's core equipment localization in the field of hydrogen emergency power sources.
5. Tongda Electromagnetic Energy Co., Ltd. independently developed and manufactured China's first off-grid medium-voltage DC 20 kV direct-hanging hydrogen production power supply (also known as "Hydrogen Yuan 1"), which was successfully applied.
6. Nel Hydrogen (Norway) released the new-generation PEM electrolyzer HySyner500, with current density increased to 5 A/cm² and material cost per unit capacity reduced by 22%.
7. The sea trial of the offshore wind power PEM hydrogen production and storage system delivered by Shanghai Qingsheng Chuanghe Energy Technology Co., Ltd. was successfully conducted at the offshore test site in Sanya Yazhou Bay.
8. Hunan Longshen Hydrogen Energy Technology Co., Ltd. launched a PEM water electrolysis sheet extrusion coater, significantly reducing the cost of expensive catalyst raw materials.
9. The kick-off meeting for the landmark project "Split Module-Type Seawater Direct Electrolysis Hydrogen Production Without Desalination Technology and System Equipment" under the Guangdong Provincial Key R&D Program "New-Type Energy Storage and New Energy" was grandly held at Shenzhen University.
