Tracking of Green Hydrogen Projects—Huadian Engineering Wins Bid for Xinjiang Integrated Hydrogen Production, Storage, and Refueling Station EPC Project at 95.5871 Million, with an Annual Hydrogen Production Capacity of 2,000 mt

On October 25, 2025, the e-commerce platform of China Huadian announced the winning bid result for the EPC turnkey project of the Xinjiang Huadian Weihuliang New Energy Co., Ltd. hydrogen production, storage, and refueling integrated station. Huadian Heavy Industries Co., Ltd. won the bid with a bid price of 95.5871 million yuan, becoming the general contractor for the project.

Project Core Information

Project Scale: The project is located near the Hongyi Power Plant in Tianshan District, constructing one hydrogen production, storage, and refueling integrated station. The annual hydrogen production capacity reaches 2,000 mt, with a daily refueling capacity of 5 mt/day and a maximum refueling capacity of up to 6.4 mt/day.

Bid Competition: Among the winning bid candidates announced on October 19, Huadian Heavy Industries Co., Ltd. ranked first, and Shenyang Zhonglian Construction Engineering Co., Ltd. ranked second, with a bid price of 98.638 million yuan.

Key Scope of Project Performance

This EPC turnkey contract covers the entire process of project construction and acceptance, specifically including:

1. Design and Procurement: Responsible for the design of pipelines within the project unit's boundary and external heating water and demineralized water pipelines, as well as all procurement work except for owner-supplied equipment and materials.
2. Construction and Building: Includes civil works, building construction, equipment installation, fire protection facility construction, and also requires completion of construction roads (including land reclamation), vegetation restoration, temporary land use, and temporary facility setup.
3. Acceptance and Trial Operation: Responsible for specialized acceptance such as civil air defense and occupational disease prevention, organizing equipment commissioning, integrated trial operation, and a 96-hour full-load trial operation; during the trial operation, costs for water, electricity, and KOH within the 96-hour period are borne by the bid inviter, with any excess borne by the bidder.
4. Additional Services: Responsible for handling compliance procedures (with assistance from the bid inviter), supervision of supplier-provided equipment, construction drawing review, and also required to meet construction requirements such as technological innovation, high-quality projects, and autonomous region civilized demonstration site.
