【SMM Aluminium Flash News】US-Malaysia and US-Thailand Sign MoUs to Boost Critical Mineral Supply Chains

On October 26, 2025, following U.S. President Donald Trump’s arrival in Malaysia, the United States signed separate Memoranda of Understanding (MoUs) with the governments of Malaysia and Thailand on Cooperation to Diversify Global Critical Mineral Supply Chains and Promote Investment. These MoUs aim to promote trade and investment cooperation among the parties in the fields of critical minerals and rare earth elements, covering areas such as exploration, extraction, processing and refining, manufacturing, as well as recycling and recovery. Within the same framework, the United States, Malaysia, and Thailand also expressed their support for the transition towards more efficient and secure markets for critical minerals and rare earths, with the goal of strengthening the security and prosperity of the critical mineral and rare earth supply chains between the US and Southeast Asian states. It is noteworthy that aluminum is included in the United States’ List of Critical Minerals, while Malaysia, under its National Mineral Industry Transformation Plan (2021–2030), identifies bauxite (excluding aluminum) as a strategic mineral. In contrast, Thailand currently does not have a corresponding list of critical minerals.

[Domestic and Overseas Aluminum Prices Weaken in Tandem as Geopolitical Easing Puts Overall Pressure on Aluminum] The US Fed's dot plot released a hawkish pivot, turning the global macro front bearish. Recent oil price declines have also indirectly supported a stronger US dollar, exerting downward pressure on aluminum prices. In China, destocking continues to accelerate, but absolute inventory remains at elevated levels. With no new macro bullish catalysts, SHFE aluminum followed LME aluminum under pressure. It is expected that aluminum prices will remain in the doldrums in the short term.

Rio Tinto's $1.5B Low-Carbon Aluminum Expansion in Quebec Nears Completion, Targets 2026 Full Production
According to foreign media reports, mining giant Rio Tinto's $1.5 billion expansion project at its Arvida aluminum smelter in Quebec has now entered the commissioning phase. The project adopts AP60 low-carbon aluminum technology and is expected to reach full production by the end of 2026. By then, 96 new-type electrolysis cells will be added, boosting annual primary aluminum capacity by 160,000 mt, and the AP60 process will be capable of producing up to 220,000 mt of low-carbon aluminum per year.
