Recently, the "14th Five-Year Plan" High-Quality Development Inspection Team visited Delingha City, located in the Qaidam Basin. This rising heavy-weight town for plateau new energy industries is building Qinghai into a highland for the clean energy industry, supported by a diversified layout of "wind, solar, hydrogen, and energy storage," key projects, leading enterprises, and industrial clusters, providing a model for the nation's green and low-carbon transformation.

I. Core Development Positioning and Layout

As a key plateau new energy industry town, Delingha focuses on the integrated development of "wind, solar, hydrogen, and energy storage." Leveraging the resource endowment of the Qaidam Basin and undertaking national first-batch large-scale wind and solar power base projects as well as Qinghai Province's "unveiling the list and appointing the best" key initiatives, it has formed a full-chain development pattern from energy production and equipment manufacturing to industrial chain extension, aiding Qinghai in building a national clean energy industry highland.

II. Benchmark Demonstration Project: Huadian PV+Hydrogen+ESS Comprehensive Energy Project

The 1,000 MW PV+ESS and 3 MW PV hydrogen production project by Huadian (Haixi) New Energy Co., Ltd. is a core demonstration project, bearing multiple labels of "first" and "largest":

Scale and Capacity: It has a total installed capacity of 1,000 MW, supported by a 1,080 MWh energy storage system (the largest ESS project by capacity upon its commissioning in 2024) and a 3 MW PV hydrogen production system. It annually produces 2.2 billion kWh of green electricity, sufficient to meet the yearly electricity demand of 2 million households, and produces 153 mt of hydrogen per year.

Technical Significance: As the nation's first high-altitude PV+hydrogen+ESS project and Qinghai's first implemented PV hydrogen production project, it is building the "Huadian Qinghai Hydrogen" brand, providing a technical model for the comprehensive utilization of clean energy in high-altitude regions.

III. Leading Enterprises Driving Industrial Clusters

1.Qinghai Huahui New Energy Co., Ltd.

Business and Capacity: Integrating production, installation, and service, it possesses the manufacturing capacity for 1,000 sets of 3 MW wind turbine towers and 150,000 sets of solar thermal intelligent brackets annually, with its products covering key aspects of new energy power station construction.

Innovation and Influence: Leveraging the "Qinghai Provincial Engineering Technology R&D Center," it engages in industry-university-research collaboration and holds nearly 40 patents (one publicly disclosed in the US and one authorized in Australia). It adopts an "integrated" service model to enhance efficiency and reduce costs, with its industrial chain influence extending to regions such as Gansu, Xinjiang, and Tibet.

2.Qinghai CRRC Sifang Institute New Energy Technology Co., Ltd.

Positioning and Business: Established in December 2023, it serves as CRRC Group's localized equipment manufacturing center, with core businesses including the manufacturing of peak shaving energy storage system equipment for wind and solar power plants, integrated testing, and localized after-sales services.

Future Plans: It is expected to achieve the "Qinghai Use, Qinghai Make, Qinghai Produce" model for the entire wind turbine industry chain, attracting supporting enterprises such as cable, wiring harness, and core component manufacturers to establish operations. Through "complementing and extending the chain," the aim is to create the most comprehensive new energy equipment industrial cluster base in Qinghai Province.

IV. Development Significance and Value

Through the development path of "technology demonstration + equipment manufacturing + cluster synergy," Delingha not only promotes the efficient development of local clean energy resources but also builds a diversified and synergistic industrial ecosystem encompassing "wind, solar, hydrogen, and storage." This provides replicable and scalable practical experience for green and low-carbon transformation nationwide, especially in high-altitude, resource-rich regions.
