Tracking Green Hydrogen Projects: Guofu Hydrogen Energy and China Coal Green Energy Jointly Promote the Ulanqab Wind and Solar Power Hydrogen Production Project

On October 14, 2025, Guofu Hydrogen Energy and China Coal Green Energy reached a strategic cooperation regarding the integrated wind and solar power to hydrogen project in Ulanqab, Inner Mongolia. By leveraging their complementary strengths, the two parties will advance the integration of green hydrogen "production, supply, and sales," targeting an annual sales volume of 20 kt of green hydrogen.

I. Overview of the Cooperation Core

1.Cooperation Entities and Timing: The cooperation involves Guofu Hydrogen Energy (a top-tier enterprise in the entire hydrogen industry chain) and China Coal Green Energy (a specialized new energy platform under China National Coal Group). They reached a cooperation consensus on the Ulanqab wind and solar power to hydrogen project on October 14, 2025, and will subsequently promote the linkage of a framework agreement for green hydrogen purchase and sales cooperation.

2.Cooperation Objectives: The objective is set at an annual sales volume of 20 kt of green hydrogen. The hydrogen production plant will be constructed in phases, with the first phase having a capacity of no less than 10 kt. Plans include the simultaneous planning of large-scale hydrogen production facilities, hydrogen storage infrastructure, core electrolysis equipment, and an investment in a hydrogen liquefaction plant.

II. Strengths and Division of Labor

The two parties exhibit significant strategic complementarity, with a clear division of labor and close coordination:

1.China Coal Green Energy

Core Strengths: Excels in green electricity resource integration and project coordination, responsible for the investment and construction of wind power, PV, and other green electricity systems, capable of providing stable green power support for the hydrogen production project.

Primary Responsibilities: Undertakes the investment and construction of the wind and solar power generation system and the green electricity for hydrogen production power system, ensuring the stability of green electricity supply for the project.

2.Guofu Hydrogen Energy

Core Strengths: Covers the entire hydrogen industry chain including "production, storage, transportation, refueling, and application," possessing capabilities in technology R&D, core equipment manufacturing (green electricity to hydrogen systems, electrolyzers), and connecting green hydrogen utilization scenarios.

Primary Responsibilities: On one hand, supplies key equipment such as green electricity to hydrogen systems and electrolyzers; on the other hand, undertakes green hydrogen sales demand and participates in expanding green hydrogen utilization.

III. Significance of Cooperation and Future Plans

1.Project Significance: Not only does it assist Ulanqab in establishing a large-scale demonstration benchmark for wind and solar power to hydrogen, but it also provides a replicable practical pathway for the high-quality development of the hydrogen energy industry through "complementary advantages + full-chain synergy."

2.Future Plans: The two parties will continue to deepen the dimensions of cooperation, promote the project's early commissioning and effectiveness, improve the full-chain layout of "wind and solar power generation - green electricity hydrogen production - storage, transportation, and liquefaction," and inject green momentum into the national "dual carbon" goals.
