






On October 9, the Inner Mongolia Huadian Zhalute Banner 500,000 kW Wind and Solar Power Hydrogen and Methanol Integrated Project was officially approved, marking the entry into the implementation phase of Huadian Group's large-scale green hydrogen-to-methanol project laid out in Tongliao City. The project, invested by Inner Mongolia Huadian East Inner Mongolia Energy Co., Ltd., involves a total investment of 2.5 billion yuan and aims to create a comprehensive green fuel production site integrating green electricity, hydrogen production, and methanol synthesis.
Project Core Indicators:
Technology Integration and Highlights: The project core adopts the integrated technical route of "hydrogen production from wind and solar power + methanol production from biomass," with its green attributes confirmed by the supporting 500,000 kW wind and solar power generation project and biomass gasification technology. The highlight lies in achieving seamless integration of green hydrogen production and green methanol synthesis—not only encompassing large-scale water electrolysis for hydrogen production but also converting green hydrogen and biomass carbon sources into easily storable and transportable green methanol through biomass gasification and methanol synthesis units, effectively solving the challenges of green hydrogen storage and transportation, and expanding the application scenarios and commercial feasibility of hydrogen energy.
Schedule and Investment: The project is expected to commence construction in June 2026 and be completed in December 2028, with a total construction period of approximately 30 months. The total project investment of 2.5 billion yuan reflects Huadian Group's determination to make large-scale strategic investments in the field of green hydrogen and its derivative fuels.
Regional Strategic Significance and Industrial Value:
As an important layout by Huadian in the Lubei Industrial Park, Zhalute Banner, Tongliao City, Inner Mongolia, the project fully utilizes the local abundant wind and solar resources and biomass resources. The annual production of 200,000 mt of green methanol can be widely used in shipping fuel, green chemical industry, and other fields, achieving large-scale substitution of traditional fossil fuels, with an estimated annual carbon reduction of millions of metric tons. The project deeply integrates the chains of green electricity, green hydrogen, and green methanol, strongly supporting the upgrade and development of the "wind, solar, hydrogen, storage, and chemical" industry cluster in the Inner Mongolia Autonomous Region, and providing a key pathway for achieving the national "dual carbon" goals in the heavy-duty transportation sector.
The successful filing of this project marks the beginning of China's green hydrogen industry accelerating its development from a single energy product toward an integrated, high-value-added direction of "electricity-hydrogen-methanol." In particular, the inclusion of the green methanol synthesis stage provides a more economical and convenient carrier for green hydrogen, indicating that China's green hydrogen industry is advancing toward the establishment of a cross-sectoral, cross-regional green energy supply chain system, offering the "Zhalute Banner Solution" for the nation's energy transition.
