Tracking Green Hydrogen Projects: Shanghai's 100,000 mt Green Methanol Project Receives Dual Certification for the Entire Process

On October 9, the 100,000 mt-grade green methanol project in Shanghai officially obtained dual certification for both ISCC EU and ISCC PLUS, marking the entry into the commercial application phase of the green fuel project jointly promoted by four municipal state-owned enterprises, namely Shenergy Group, Shanghai Chengtou Group, Huayi Group, and Shanghai International Port Group. As the first local green methanol capacity project in Shanghai, it integrates waste resources and green chemical technology to provide stable green fuel bunkering services for international shipping vessels at Shanghai Port, strongly supporting the construction of the Shanghai International Shipping Center.

Project Core Indicators:

  • Scale and Size: The project is planned to produce 100,000 mt of green methanol annually, making it the largest project in China in terms of capacity for producing green methanol from bio-natural gas, and also the largest single project globally that uses waste resources such as municipal wet waste from a single city as raw material. The certification scope covers the raw material end (the biomass base in Langxia Town, Jinshan District and the Laogang Ecological and Environmental Protection Base), the production end (Huayi Group), as well as the trade, storage, and bunkering ends (Shenergy Group and Shanghai International Port Group), forming an integrated layout across the entire chain.

  • Certification and Carbon Reduction Benefits: The project has obtained full-process dual certification for raw material supply, methanol production, and trade, storage, transportation, and bunkering under ISCC EU and ISCC PLUS. The average carbon emission intensity achieves a carbon reduction rate of over 80% compared to methanol produced from fossil fuels (94 gCO₂eq/MJ), ensuring the green attributes of the product and its eligibility for international market access.

Technology Integration and Highlights: The project explicitly adopts a "turning waste into treasure" model by converting Shanghai's wet waste and agricultural waste into green methanol, achieving a closed-loop industry chain from waste treatment to high-end green fuel. The core highlight lies in the integration of full-process certification—covering not only raw material collection, biomass processing, and methanol production but also extending to trade, storage, transportation, and bunkering—providing a localized and scalable foundation for green methanol supply at Shanghai Port. This model effectively reduces dependence on external fuel and enhances Shanghai's competitiveness in the international green shipping fuel market.

Regional Strategic Significance and Industrial Value:
As an important driver for the construction of Shanghai's "Five Centers," the project is located in Jinshan District and the Laogang Base, leveraging the city's abundant waste resources and the advantages of its port location. The 100,000 mt of green methanol can meet the bunkering needs of international shipping vessels, with an estimated significant annual carbon reduction, directly promoting the green transformation of the Shanghai International Shipping Center and the implementation of the "dual carbon" actions. The project not only establishes a "stabilizer and ballast" for the green fuel trading market but also demonstrates a city-level pathway for waste resource utilization through full-chain certification, providing a "Shanghai Solution" for port cities nationwide and globally.

The successful certification of this project reflects the current trend in the green methanol industry, shifting from single production to an integrated and internationalized development across the entire process of "raw material–production–storage and transportation–bunkering." In particular, the inclusion of full-chain certification indicates that China's green fuel industry is beginning to break through standards and market barriers, advancing toward the construction of a cross-border hydrogen-based energy supply chain and offering a replicable business model for decarbonizing shipping in the Yangtze River Delta region and globally.
