On September 30, Huadian Liaoning Energy Development Co., Ltd. announced the bid evaluation results for the PC contract of the Huadian Tiaobingshan 450,000 kW Wind Power Hydrogen Production Coupling Green Methanol Integrated Demonstration Project in Liaoning. China Huadian Engineering Co., Ltd. and PowerChina Nuclear Engineering Co., Ltd. were ranked as the first and second preferred bidders, respectively.

• First Preferred Bidder: China Huadian Engineering Co., Ltd., with a bid price of 3,291.968566 million yuan;

• Second Preferred Bidder: PowerChina Nuclear Engineering Co., Ltd., with a bid price of 3,298.102654 million yuan.

Project Overview and Key Tender Information

This PC contract project is located in Tiaobingshan City, Tieling, Liaoning Province, and is a key component of the Huadian Tiaobingshan 450,000 kW Wind Power Hydrogen Production Coupling Green Methanol Integrated Demonstration Project. The project's construction covers the entire chain from energy supply to hydrogen production and methanol synthesis, specifically including: a 450 MW wind farm, power transmission lines and step-down substations, grid connection systems, water electrolysis hydrogen production and hydrogen filling areas, a 100,000 t/a methanol synthesis and distillation unit, a 150,000 t/a carbon dioxide compression and purification unit, as well as supporting facilities such as a comprehensive building, central laboratory, central control room, hydrogen storage and loading/unloading facilities, and utilities for water, electricity, and gas.

Project Performance Period: From September 28, 2025, to June 20, 2027.

Tender Scope: This PC contract (No. CHDTDZ059/19-ZB-01201) encompasses all work for the wind power section (excluding wind turbine procurement), chemical section, transmission line section, and grid connection system section, including equipment procurement, installation and commissioning, construction works, land lease coordination, permit acquisition, trial operation and handover, and warranty services, with the goal of achieving the National Quality Engineering Gold Award. Specific details include:

(1) Wind Power Section

• 450 MW wind farm;

• Step-up substation and energy storage system;

• Power transmission lines and step-down substations (from the wind farm to the hydrogen-methanol line, and the 220 kV hydrogen-methanol step-down substation);

• Grid connection system (from the grid tie-line to the 66/10 kV backup power line on the chemical side, and the 220 kV tie-line from the hydrogen production step-down substation to the Tiaobingshan substation).

(2) Hydrogen-Methanol Section

• Water electrolysis hydrogen production and hydrogen filling area;

• Carbon dioxide compression, purification, and storage (including the pipeline supporting project from the plant area of SDIC Bioenergy (Tieling) Co., Ltd. to the carbon dioxide purification unit);

• 100,000 t/a methanol synthesis and distillation system;

• Supporting facilities such as the comprehensive building, central laboratory, central control room, hydrogen storage and loading/unloading facilities, and utilities for water, electricity, and gas.

This project does not accept consortium bids.
