Tracking Green Hydrogen Projects: China Energy Engineering Group Songyuan Green Hydrogen, Ammonia, and Methanol EPC Project Winter Tender

On September 25, the EPC project for the China Energy Engineering Group (CEEG) Songyuan Hydrogen Energy Industrial Park (Green Hydrogen-Ammonia-Methanol Integration) issued a tender for winter construction procurement. Previously, on September 23, the project had issued a tender for nitrogen compressor equipment, marking a critical advancement phase in the project's construction. The project is developed by CEEG Green Hydrogen-Ammonia New Energy (Songyuan) Co., Ltd., with China Power Engineering Consulting Group Northeast Electric Power Design Institute Co., Ltd. serving as the EPC contractor. With a total investment of 29.6 billion yuan, it is a large-scale hydrogen-based chemical benchmark project under Jilin Province's "Hydrogen-Powered Jilin" strategy.

Project Core Information

  • Project Site Selection: The project is constructed at two locations: the new energy power plant site is located in Qianguo County, Songyuan City, and the hydrogen-ammonia-methanol chemical plant site is located in the Jilin Songyuan Petrochemical Industrial Circular Economy Park.
  • Construction Scale:
    1. Core Production Facilities: An annual production capacity of 45,000 mt of hydrogen via water electrolysis, 200,000 mt of synthetic ammonia, and 20,000 mt of synthetic methanol, with a long-term plan for an annual output of 600,000 mt of green synthetic ammonia.
    2. Supporting Facilities: Construction of 800 MW of wind and solar power (750 MW wind power, 50 MW/60 MWp PV), two 220 kV booster stations, one 220 kV step-down station and related transmission lines, an electrochemical ESS, a production line for 50 sets of 1000 Nm³/h alkaline water electrolysis equipment, and four integrated refueling stations.

Technology Integration and Highlights

  1. Key Technology Applications: The project employs globally leading technologies such as flexible synthetic ammonia technology and ultra-light grid connection technology, while also utilizing CEEG's proprietary wind-PV-hydrogen-ammonia matching software for scheme design.
  2. Industry-Academia-Research Integration: The project developer established a joint hydrogen energy technology R&D center with the Peking University Molecular Engineering Sunan Institute, engaging in deep cooperation in the fields of hydrogen energy and new-type energy storage to promote the commercialization of technological achievements.
  3. Project Accreditation: On March 30, 2024, the project was selected as one of the first batch of green and low-carbon advanced technology demonstration projects by the National Development and Reform Commission (NDRC), gaining national recognition for its technological advancement and low-carbon attributes.

Tendering and Construction Model

  • Tendering Status: Current tenders include winter construction procurement and nitrogen compressor equipment procurement. The winter construction procurement is for engineering subcontracting, and joint bids are not accepted for the nitrogen compressor equipment procurement.
  • Construction Model: The project adopts an overall EPC contracting model. After project completion and handover, the bid inviter's rights will be transferred to the project owner, CEEG Green Hydrogen-Ammonia New Energy (Songyuan) Co., Ltd.

Regional Strategic Significance and Industrial Value

  1. Promoting Regional Industrial Upgrade: As one of Jilin Province's first large-scale hydrogen-based chemical projects under the "Hydrogen-Powered Jilin" initiative, the project enhances the local hydrogen energy industry chain layout, supporting western Jilin in building a national-level large-scale renewable energy hydrogen production supply base and a diversified green hydrogen-based chemical demonstration base.
  2. Promoting Energy Structure Transformation: By producing hydrogen from wind and solar power, the project achieves the conversion from "green electricity" to "green hydrogen," which is then used to produce chemical products like ammonia and methanol, replacing traditional fossil fuels, significantly reducing carbon emissions in the chemical industry, and contributing to the "dual carbon" goals.
  3. Driving Industrial Cluster Development: The project covers the entire chain from new energy power generation, hydrogen production via water electrolysis, and equipment manufacturing to chemical product production and integrated refueling, potentially driving the agglomeration of upstream and downstream industries, creating employment opportunities, and promoting green, high-quality economic development in Songyuan City and surrounding areas.
