On September 24, 2025, President Xi Jinping delivered a video speech at the United Nations Climate Change Summit, announcing China's new round of Nationally Determined Contributions. This marks a more solid step by China in addressing climate change, providing Chinese solutions and strength for global climate governance.

Core Objectives:

  • Greenhouse Gas Emission Reduction Target: By 2035, China aims to reduce its economy-wide net greenhouse gas emissions by 7%–10% from the peak level, striving to achieve even better results. This is the first time China has proposed an absolute emission reduction target covering the entire economy and all greenhouse gases.
  • Energy Transition Target: The share of non-fossil energy in total energy consumption will reach over 30%, with the total installed capacity of wind and solar power reaching more than six times the 2020 level, striving to achieve 3.6 billion kW. This represents a further enhancement of the relevant indicators from the previous 2030 target.
  • Ecological Construction Target: Forest stock volume will reach over 24 billion m³.
  • Transportation Sector Target: New energy vehicles (NEVs) will become the mainstream of new vehicle sales.
  • Market Mechanism Target: The national carbon emission trading market will cover major high-emission industries.
  • Social Adaptation Target: A climate-resilient society will be basically established.

Strategic Significance and Global Value: This year marks the 10th anniversary of the Paris Agreement. The newly announced Nationally Determined Contributions are targets formulated by China in accordance with the requirements of the Paris Agreement, reflecting its utmost efforts. President Xi Jinping pointed out that the green and low-carbon transition is a trend of the times, and the international community should grasp the right direction, maintain confidence without wavering, continue actions without stopping, and sustain efforts without weakening. This move by China not only charts the course for its green and low-carbon transition during the 15th and 16th Five-Year Plan periods but also demonstrates its firm determination to actively address climate change with unwavering direction and undiminished efforts. At the same time, by proposing clear quantitative and qualitative indicators, it systematically constructs an action plan covering multiple dimensions, including energy and industrial transformation, and policy tool innovation, injecting significant certainty and stability into global climate governance. This will help promote international cooperation in addressing global climate change and jointly achieving the long-term goals of the Paris Agreement.
