As a key technology demonstration platform under China Energy Investment Group, the obstruction in tendering critical equipment for this project reveals the practical challenges currently faced by the green hydrogen industry chain in specific technical segments.
Project Core Positioning and Technical Objectives:
Functional Positioning: Located in the Alashan League High-Tech Development Zone, the core objective of the project is to establish a "new energy + multi-form ESS + diversified consumption" research and demonstration base, rather than a mere hydrogen production project. Its focus lies in researching multi-energy complementary synergistic control technologies and establishing an economic evaluation system for multiple types of energy including electricity, heat, hydrogen, and ammonia.
Hydrogen Energy Segment Planning: The planned maximum hydrogen production capacity is 2,500 Nm³H₂/h, accompanied by a synthetic ammonia facility with an annual production of 1,000 mt, aiming to extend the value chain from "green electricity" to "green hydrogen" and then to "green ammonia".
Tender Termination Event Retrospective and Analysis:
Timeline: The tender for this hydrogen production power supply equipment procurement was initiated on January 21 this year. However, the announcement on February 26 indicated no winning bid candidates, and the announcement on March 3 confirmed no bid winner. It was ultimately terminated on September 19.
Reason Analysis: The announcement explicitly stated "Due to the unsuccessful tender, the bid inviter is adjusting the procurement strategy." This suggests that during the tender process, perhaps no bid proposals could fully meet the project's high technical requirements for the hydrogen production power supply equipment (e.g., the need to adapt to fluctuating new energy input, meet specific efficiency and stability standards, etc.), or the number/qualifications of bidders did not meet expectations, leading to the inability to proceed with the procurement and necessitating a re-evaluation of the strategy.
The implication of this event is that the development of China's green hydrogen industry is not merely a competition around main equipment like electrolyzers; the maturity and supply chain support of supporting equipment such as dedicated power supplies and control systems are equally crucial.
