Chief Executive John Lee's Policy Address: Hong Kong to Establish an International Gold Trading Market

On September 17, Chief Executive of the Hong Kong Special Administrative Region, John Lee, delivered a policy address, clearly stating the intention to establish an international gold trading market.

First, it aims to promote the expansion of gold storage by the Hong Kong Airport Authority and financial institutions in Hong Kong, with the goal of exceeding 2,000 mt in gold reserves within three years, creating a regional gold reserve hub.

Second, it plans to encourage gold merchants to establish or expand refineries in Hong Kong and intends to collaborate with mainland China, processing and refining gold in the mainland before exporting it to Hong Kong for trading and settlement.

Third, it involves setting up a central clearing system for gold in Hong Kong, with an invitation extended to the Shanghai Gold Exchange (SGE) to participate, preparing for future connectivity with the mainland market. Silver Ingot Exports in August 2025 Up 28.4% YoY
