【SMM氢能政策速递】国家能源局、工业和信息化部、国务院国资委、市场监管总局:发布《关于推进能源装备高质量发展的指导意见》

国家能源局、工业和信息化部、国务院国资委、市场监管总局等四部门近日联合印发《关于推进能源装备高质量发展的指导意见》(国能发科技〔2025〕78号),为能源装备产业高质量发展指明方向。

这份文件明确提出,到2030年,我国能源关键装备产业链供应链将实现自主可控,高端化、智能化、绿色化发展取得显著成效。在能源存储装备部分,氢能被列为重点发展领域,涉及制氢、储运、应用全链条技术装备。四部门明确要通过技术创新和产业升级,推动氢能装备规模化应用,助力新型能源体系建设。

一、氢能制取技术突破

《指导意见》在氢能装备部分首先聚焦制取环节,明确要加快突破电解水制氢装备。文件要求开发高可靠、长寿命、高效率,并适应波动性电源输入的电解水制氢装备。
这一技术方向旨在促进可再生能源电力就地消纳和利用。规模化离网制氢技术被列为重点开发对象,为风光等不稳定可再生能源的消纳提供解决方案。绿氢制备装备的突破将直接助力交通运输、工业等领域的深度脱碳。

二、储运装备多元化发展

储运环节是氢能产业链的关键瓶颈,《指导意见》提出了多元装备体系建设路径。
在材料方面,文件要求开发大口径抗氢脆高钢级管道材料、高性能碳纤维材料和新型复合材料。这些材料技术的突破对降低氢能储运成本至关重要。

技术攻关方面,四部门要求加强固态、液态、深冷高压复合、有机液体等储运技术和临氢长输管道连接技术攻关。这将为不同场景提供多种储运解决方案。具体装备研制目标包括高压管束集装箱、高压大排量氢气压缩机、低能耗氢液化膨胀机等,最终构建高压气态、低温液态、固态储氢协同的多元装备体系。

三、氢能应用领域拓展

《指导意见》为氢能应用描绘了广阔前景,涉及工业、电力、交通等多个领域。在能源领域,文件要求攻克长时氢储能和氢电协同等关键技术。氢储能被视为解决可再生能源波动性和长时储能需求的重要技术路径。工业应用方面,将突破富氢竖炉、掺氢/纯氢燃气轮机和大功率、高稳定性燃料电池等关键装备。这些装备将推动工业过程的低碳化。
Hydrogen-based fuels were also highlighted, with the document calling for intensified research and development in key technologies such as carbon dioxide hydrogenation to produce methanol, ammonia combustion, high-efficiency catalysts, and flexible synthesis. This will promote the penetration of hydrogen energy into sectors like chemicals and fuels.

IV. Policy Support and Safeguard Measures

To ensure the achievement of the goals, the Guiding Opinions propose measures to optimize the industrial innovation ecosystem from seven aspects.
In terms of policy support, the document specifies the use of relending and fiscal discount policies, expanding medium and long-term loans for the manufacturing sector, and utilizing ultra-long-term special government bond funds to support large-scale equipment renewal and technological transformation in key energy areas. Additionally, the document encourages the first application of innovative products and the establishment of a high-level standard system. These measures will help innovative products overcome the "valley of death" from the laboratory to the market.

Relevant officials from the Department of Science and Technology of the National Energy Administration stated that relevant departments will strengthen strategic planning, coordination, and supervision according to their respective responsibilities, while local governments will simultaneously formulate differentiated implementation plans.
