September 8, 2025 News: Public Notice on the Proposed Review Status of the Environmental Impact Assessment Report for the Construction Project of 4×51000KVA Fully Enclosed High-Carbon Ferrochrome DC Furnaces and Auxiliary Facilities by Fengzhen Xinsheng New Materials Co., Ltd.

In accordance with the relevant provisions of the environmental impact assessment approval procedures for construction projects, after review, our bureau intends to issue approval opinions for the environmental impact assessment documents of one construction project on August 18, 2025. To ensure the seriousness and fairness of this review, the basic information of the environmental impact assessment documents for which approval opinions are proposed is hereby publicized. The publicity period is five working days starting from August 18, 2025.

Notice of hearing rights: Pursuant to the Administrative Licensing Law of the People's Republic of China, applicants and interested parties may request a hearing on the proposed approval opinions for the environmental impact assessment documents of the following construction projects within five days from the date of publicity.

The project is located on the reserved vacant land within the plant area of Inner Mongolia Xintaiyuan New Materials Co., Ltd. in the West Park of Fengzhen Circular Economy Development Zone, Ulanqab City, Inner Mongolia Autonomous Region. This project involves the construction of four 51000KVA fully enclosed high-carbon ferrochrome DC furnaces and two 600,000 mt/year chain grate-rotary kiln chrome ore pre-reduction pellet production lines. It also includes the construction of a 15MW steam turbine power generation unit utilizing waste gas from the submerged arc furnaces and a 12MW waste heat power generation unit with its auxiliary facilities. Upon completion, the project will produce 505,000 mt of high-carbon ferrochrome annually.

(1) Strictly implement waste gas pollution control measures. In accordance with the requirements of the EIA report, strictly implement various pollution prevention measures. Dust from unloading areas, raw material warehouses, material transfer points, furnace top feeding points, batching and mixing points, raw and auxiliary material silos, and crushing and finishing exhaust gases shall be treated by bag filters. The rotary kiln shall be treated by cyclone dust collectors + high-temperature resistant bag filters + SCR denitrification + limestone-gypsum desulfurization measures. The cooler shall be treated by cyclone dust collectors + high-temperature resistant bag filters. Iron and slag tapping and casting flue gases, as well as waste slag treatment system exhaust gases, shall be treated by cyclone dust collectors + bag filters. Boiler flue gases shall be treated by SCR denitrification facilities. The project's waste gas emissions shall strictly comply with the emission standard limits proposed in the EIA report.

Enhance the control of fugitive emissions. Through enclosed plant design, improve collection efficiency, and standardize fugitive emission prevention measures in processes such as material feeding, batching, and discharging to avoid adverse environmental impacts.

(2) Strictly implement wastewater pollution control measures. Production wastewater generated by the project must be fully recycled as required by the Environmental Impact Assessment Report. Domestic sewage and laboratory wastewater shall be treated in septic tanks before being transported to the West Park Wastewater Treatment Plant of Ulanqab Fengzhen Circular Economy Development Zone.

(3) Strengthen noise pollution control. Select low-noise equipment and implement vibration reduction, noise elimination, and sound insulation measures for high-noise sources to ensure that noise emissions at the plant boundary comply with the Class 3 standard of the "Emission Standard for Industrial Enterprises Noise at Boundary" (GB 12348-2008).

(4) Implement comprehensive utilization and disposal measures for solid waste. Solid waste generated by the project shall be treated as required by the Environmental Impact Assessment Report, with proper comprehensive utilization and disposal. Establish temporary solid waste storage sites in strict accordance with the "Standard for Pollution Control on the Storage and Landfill of General Industrial Solid Waste" (GB 18559-2020) and the "Standard for Pollution Control on Hazardous Waste Storage" (GB 18597-2023), and standardize the management and operation of these sites. The company shall establish a comprehensive transfer ledger, collect and properly dispose of waste as required, and strictly implement the hazardous waste transfer manifest system. Implement zonal anti-seepage measures in the plant area, establish a sound groundwater and soil monitoring system, strengthen operational maintenance, and effectively implement soil and groundwater pollution prevention measures.

(5) Implement the environmental management and monitoring plan proposed in the Environmental Impact Assessment Report. Set up standardized pollutant discharge outlets with corresponding signage as required. Exhaust gas discharge outlets must be equipped with standardized sampling sections and platforms.

(6) Strengthen environmental risk prevention. The company shall develop a practical environmental risk emergency response plan, implement environmental risk prevention measures, enhance the operational management of environmental protection facilities, and prevent environmental risk incidents.

At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
