






On September 2, the Qinghai Provincial Development and Reform Commission issued a notice regarding the "Implementation Plan for Qinghai Province to Leverage Green Electricity Advantages to Promote Outward-Oriented Industrial Development."
The document stated that, in line with the province's industrial characteristics and green electricity supply, it will support key industries such as aluminum, steel, crystalline silicon, lithium battery, and carbon fiber in extending their industry chains, strengthening new energy, salt lake chemical, non-ferrous metals, and new materials sectors, and expanding export volumes. It aims to vigorously develop green silicon and green aluminum industries, explore green hydrogen, green alcohol, and green ammonia sectors, precisely implement tax incentives for clean energy development and utilization, actively leverage the regulatory role of green taxation, and promote the high-quality development of "green electricity + industries."

Implementation Plan for Qinghai Province to Leverage Green Electricity Advantages to Promote Outward-Oriented Industrial Development
To fully leverage the province's clean energy resource advantages, promote the transformation of green electricity value, cultivate new growth points in green trade, support green outward-oriented economic development, and strengthen the role of foreign trade in stabilizing growth, this implementation plan is formulated based on provincial conditions.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully implement the important instructions of General Secretary Xi Jinping during his field trip to Qinghai, and follow the work arrangements of the Sixth, Seventh, Eighth, and Ninth Plenary Sessions of the 14th Provincial Party Committee. Based on the new development stage, implement the new development philosophy, integrate into the new development pattern, seize new development opportunities, rely on the province's clean energy advantages, actively participate in international cooperation and competition, promote outward-oriented industrial development, accelerate the comprehensive green transformation of economic and social development, and drive high-quality economic growth in the province.
到2030年,全省有降碳刚性需求的出口外向型企业绿色低碳转型基本实现,重点企业绿电交易比例显著提高,绿电消费认证和碳足迹认证基本实现全覆盖,出口产品竞争力明显提升,形成绿电赋能产业外向发展新高地,外贸对经济稳增长的支撑作用逐步增强。
二、重点任务
(一)优化绿电供应模式。统筹发展风电、光伏、水电,进一步优化发电运行机制,实现?风光水互补,保障绿电稳定供应。加强清洁能源基地、调节性资源和输电通道在规模能力、空间布局、建设节奏等方面的衔接协同,提升电力系统安全运行和综合调节能力。支持有降碳刚性需求的出口外向型企业利用周边新能源资源探索开展绿电直连。(省发展改革委、省能源局,国网青海省电力公司、青海电力交易中心有限公司按职责分工负责)
(二)提升储能调峰能力。持续优化储能发展政策与市场环境,推动哇让、南山口、同德等抽蓄和光热项目加快建设,加快省内电力现货市场建设,完善现货限价规则,适当拉大现货限价上下限,推动新型储能参与现货市场,通过“低充高放”的方式为新型储能留足收益空间,引导新型储能健康有序发展。加快形成短中长周期互补的储能调节体系,充分发挥储能削峰填谷作用。(省发展改革委、省能源局,国网青海省电力公司、青海电力交易中心有限公司按职责分工负责)
(三)提高绿电消费认证水平。深化研究绿电认证机制和相关技术标准,鼓励相关主体为企业提供绿电溯源与绿电认证服务。对接国际第三方碳足迹认证机构,在青拓展绿色低碳贸易认证服务,引导外贸企业适应欧美低碳规则,提升碳足迹认证能力,对取得国际碳足迹认证的企业按规定予以支持。(省能源局、省发展改革委、省商务厅、省财政厅、省数据局,国网青海省电力公司、青海电力交易中心有限公司按职责分工负责)
(四)健全绿电市场机制。扩大绿电交易规模,推进可再生能源发电项目参与绿色电力交易。优化峰谷分时电价政策,开展中长期分时段电力交易,引导用户结合绿电供应特点削峰填谷,促进绿电高效利用。Accelerate the registration and filing of renewable energy power generation projects, and support both power generators and users in voluntarily participating in green electricity certificate trading. Encourage financial institutions to optimize corporate credit assessment methods, study differentiated credit support policies based on green electricity trading, and enhance support for key enterprises and major projects. (Responsible entities: Provincial Energy Bureau, Provincial Development and Reform Commission, People's Bank of China Qinghai Branch, State Grid Qinghai Electric Power Company, and Qinghai Electricity Trading Center Co., Ltd., according to their respective responsibilities)
(5) Conduct Carbon Emission Accounting. Conscientiously implement national requirements for the construction of a dual control system for carbon emissions, promote the establishment of carbon emission budget management systems at both provincial and municipal levels, and conduct carbon emission accounting for key industry enterprises. In accordance with national general standards for carbon footprint accounting, implement carbon footprint management for key enterprises with strong export demand, solid carbon emission data foundations, and traceable industry chains. Encourage enterprises to conduct supply chain carbon footprint assessments to enhance the low-carbon competitiveness of their products. (6) Promote Industrial Export Transformation. Leveraging the characteristics of local industries and green electricity supply, support key industries such as aluminum, steel, crystalline silicon, lithium batteries, and carbon fiber in extending their industry chains, strengthening and expanding new energy, salt lake chemical, non-ferrous metals, and new materials industries, and increasing export volumes. Vigorously develop green silicon and green aluminum industries, explore the development of green hydrogen, green alcohol, and green ammonia industries, precisely implement tax incentives for clean energy development and utilization, actively leverage the regulatory role of green taxation, and promote the high-quality development of "green electricity + industry." (Responsible entities: Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Commerce, State Taxation Administration Qinghai Taxation Bureau, and Xining Customs, according to their respective responsibilities)
(7) Attract Green Energy-Intensive Industries. Seize the policy opportunities for orderly industrial relocation from eastern to central and western regions and from central cities to hinterlands, capitalize on the advantages of green electricity resources, actively attract enterprises related to alloy new materials, chemical new materials, carbon-based new materials, silicon-based new materials, and cutting-edge new materials, and promote the green transformation and upgrading of industries. (Responsible entities: Provincial Development and Reform Commission and Provincial Department of Industry and Information Technology, according to their respective responsibilities)
(8) Build Zero-Carbon Industrial Parks. Based on smart grid architecture, strengthen the matching and integration of industrial parks with surrounding PV, wind power, and other power resources through models such as aggregated green electricity supply and direct green electricity connections. Support enterprises within parks in comprehensively utilizing adjustable load resources and ESS resources to enhance the stable supply capability of green electricity. Support the coordinated development of key export industries and green energy-intensive industries, and promote the construction of zero-carbon parks with energy decarbonization, industrial low-carbonization, green infrastructure, smart management, advanced technology, and international certification for outward-oriented development. (The Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Commerce, Provincial Energy Bureau, development and reform, commerce, and energy departments of Xining City, Haidong City, and Haixi Prefecture, State Grid Qinghai Electric Power Company, and Qinghai Electricity Trading Center Co., Ltd. shall be responsible according to their respective duties.
(9) Cultivate foreign trade service agencies. Support enterprises in establishing overseas warehouses and international marketing networks in key countries to help them expand overseas markets. Foster specialized and regional foreign trade comprehensive service enterprises to drive domestic companies in exploring international markets. Encourage foreign trade comprehensive service enterprises to build supply chain platforms integrating basic and value-added services, implementing standardized management across all import and export processes. (The Provincial Department of Commerce and Provincial Development and Reform Commission shall be responsible according to their respective duties.)
(10) Enhance foreign trade service levels. Organize key foreign trade enterprises to conduct trade negotiations using exhibition platforms at home and abroad, and encourage various open platforms to establish strategic partnerships with Sino-foreign joint cooperation zones overseas. Continuously advance the "Single Window" for international trade, strengthen collaboration with financial, insurance, and transportation institutions, and provide convenient services for export enterprises in transportation, customs clearance, inspection, tax refund, and foreign exchange. (The Provincial Department of Commerce, Provincial Development and Reform Commission, Provincial Local Financial Regulatory Bureau, Xining Customs, and People's Bank of China Qinghai Branch shall be responsible according to their respective duties.)
(11) Promote smooth foreign trade channels. Support the construction of Xining Shuangzhai Railway Customs Supervision Site, operate international freight trains as needed, and enhance the capacity of international train routes. Seize the opportunity of Golmud Land Port National Logistics Hub construction to build a bridgehead connecting domestic and international markets along the Belt and Road. Expand air access, consolidate Xining's status as an air port, open new international routes, and increase flights between Xining and regional hub cities such as Beijing, Shanghai, Chengdu, and Xi'an. (The Provincial Development and Reform Commission, Provincial Department of Commerce, Xining Customs, China Railway Qinghai-Tibet Group Co., Ltd., and Western Airport Group Qinghai Airport Co., Ltd. shall be responsible according to their respective duties.)
(12) Strengthen policy promotion and guidance. Continuously broaden policy communication channels, organize specialized training for enterprises, distribute policy interpretation manuals, and follow up on domestic carbon emission dual control system requirements. Enhance learning and promotion of rules and standards such as carbon emission accounting and carbon footprint certification, provide carbon tariff training for foreign trade enterprises, and improve enterprises' awareness and participation in policies to foster a positive atmosphere for voluntary green power consumption. (The Provincial Development and Reform Commission, Provincial Department of Commerce, and Provincial Energy Bureau shall be responsible according to their respective duties.)
III. Safeguard Measures
(1) Strengthen Organizational Safeguards. A working mechanism was established to "leverage the advantages of green electricity to promote the outward-oriented development of industries," with a provincial-level task force formed to strengthen coordination and synergy, consolidate efforts, advance key tasks in an integrated manner, enhance consultation on major issues, and jointly address bottlenecks and challenges in key areas and critical links to ensure the comprehensive achievement of objectives.
(II) Increasing Factor Inputs. Talent support was strengthened by introducing and cultivating a group of interdisciplinary professionals familiar with green and low-carbon development tax systems, carbon footprint certification, and zero-carbon industries. Financial support was expanded by utilizing funds such as central budget investments, ultra-long-term special government bonds, and industrial transformation and upgrading funds to support equipment renewal and technological upgrades of green outward-oriented enterprises. Land supply was ensured by optimizing industrial development space, with land quotas for provincial-level key projects in outward-oriented industries managed at the provincial level.
(III) Strengthening Evaluation and Supervision. Annual assessments and summaries were conducted on tasks related to leveraging green electricity advantages to promote outward-oriented industrial development, identifying and resolving issues promptly to ensure the fulfillment of objectives, while actively publicizing exemplary cases and best practices. Additionally, adjustments were made to relevant indicators and measures in line with national policy directions and industrial development trends.
