[SMM Survey] Weekly Electrolytic Cell Industry Review, 2025-0815-0821

In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 43.77GW, with no new capacity added for the time being.

Regarding delivery this week, there was no publicly available delivery information for electrolyzers this week.

Previous deliveries:

CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd. officially shipped 13 sets of independently developed 1000Nm³/h electrolyzers, which will be delivered to the Guohua Cangzhou "Green Port Hydrogen City" project.

The 50m³ water electrolysis products supplied by Guofu Hydrogen Energy for the TNB-PCSS green hydrogen demonstration project of Malaysia's State Grid Corporation of China have been successfully shipped to Shanghai Port.

Wenshi Hydrogen Energy's AEM hydrogen production system was successfully shipped to Austria.

The MW-level hydrogen production system developed and produced by Hydrogen Energy has been shipped and will be used in hydrogen production-related projects of large domestic energy enterprises.

Shanghai Hydrogen Era Technology Co., Ltd. delivered four 1050Nm³/h electrolyzers to the China Energy Construction Songyuan Hydrogen Energy Industrial Park project.

China Energy Engineering (Yangzhou) Hydrogen Production Equipment Co., Ltd. successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment. The delivery destination has not yet been obtained.

As of August 14, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85MW of alkaline electrolyzers in the second quarter (all data are sourced from publicly available information and SMM surveys).

Updates on electrolyzer projects:

1. Xinjiang Xiehe Hydrogen Energy Technology Co., Ltd.'s 400MW wind power hydrogen production integrated project in the 4th Company of the 170th Regiment of the 9th Division of the Xinjiang Production and Construction CorpsTender. Project location: 4th Company of the 170th Regiment of the 9th Division of the Xinjiang Production and Construction Corps (east to open land, south to open land, west to open land, north to open land); scale: includes a 400MW wind farm, an alkaline water electrolysis hydrogen production system with an annual output of 20,000 tons, and a supporting 220KV booster station. The wind farm plans to install 64 sets of 6.25MW wind turbines, and the hydrogen production facility will be equipped with 28 sets of 1000Nm³/h alkaline electrolyzers, with an annual green hydrogen production of approximately 20,000 tons; investment and duration: total investment is approximately 3.1 billion yuan, with a planned completion date of October 31, 2025.

2. Shenzhen Energy Group Co., Ltd.'s Sheneng Etuoke Banner wind and solar power hydrogen production integrated green ammonia synthesis project in Etuoke Banner, Ordos City, Inner MongoliaCommenced. Project composition: 1) Wind and solar power generation: a 500MW wind farm (installing 70 sets of 7.15MW wind turbines), with an annual power generation exceeding 1.6 billion kWh, supported by a 220kV booster station and power transmission lines; a 5MW off-grid PV hydrogen production project, directly providing power for water electrolysis. 2) Hydrogen production and ESS section: 43 alkaline electrolyzers with 1,000 Nm³/h capacity (supplied by Sungrow Hydrogen), total hydrogen production capacity of 43,000 Nm³/h, annual green hydrogen output of 20,000 mt. The world's first 30 MW-class pure hydrogen gas turbine (provided by Mingyang Hydrogen Power, a subsidiary of Mingyang Smart Energy) for hydrogen energy storage demonstration project, achieving "hydrogen storage during the day, power generation at night." 3) An annual production line of 150,000 mt of green ammonia, adopting dynamic synthesis process, utilizing green hydrogen and nitrogen produced by nitrogen production devices for synthesis.

3. Zhejiang Shixian New Materials Co., Ltd.'s high-end new materials project for green utilization of recycled resources in Anji County, Huzhou City, has entered theenvironmental impact assessment phase.Project components: 1) 380,000 mt/year recycled resource molten slag gasification unit: processing bamboo forest waste, straw, and industrial solid waste, producing 100,000 Nm³/h of syngas annually. 2) High-end new materials production line: co-producing 80,000 mt/year green methanol, 100,000 mt/year electrolyte solvent (supplied to CATL and BYD), 10,000 mt/year m-xylylenediamine, and 3,600 mt/year polyimide monomer. 3) Hydrogen energy collaborative development: by-product green hydrogen as a foundation for new energy, with future plans to build a hydrogen energy storage and transportation base, targeting green hydrogen capacity of 20,000 mt/year by 2030.

4. Sungrow New Energy Development Co., Ltd.'s integrated demonstration project for wind-solar hydrogen production coupled with biomass green methanol (Phase I) in Da'an City, Baicheng, Jilin Province, has entered thedesign review phase.Project components: 1) 1 GW hydrogen-based green energy demonstration zone: investment of 9.6 billion yuan, supporting 1,000 MW of wind and PV installed capacity, annual production of 36,000 mt of green hydrogen and 400,000 mt of green methanol, forming a circular economy model of "wind and solar power generation → electrolytic water hydrogen production → biomass gasification → methanol synthesis." Alkaline water electrolysis (ALK) technology is adopted, with Sungrow Hydrogen providing 43 electrolyzers of 1,000 Nm³/h each, total hydrogen production capacity of 43,000 Nm³/h, hydrogen purity reaching 99.999%, directly used for methanol synthesis. 2) New energy equipment manufacturing industrial park: investment of 3 billion yuan, constructing production lines for 3 GWh all-iron flow battery, sodium-ion battery, and 6,000 mt nano silicon carbon anode material annually, providing ESS technical support for the hydrogen energy project.

5. China Energy Engineering Group's demonstration project for wind-solar hydrogen integration with biomass green aviation fuel in Shuangyashan City, Heilongjiang Province, has released thewinning bidinformationfor design services.Project components: 1) Phase I: Shuangyashan Chengyang Green Hydrogen Energy Co., Ltd. invests 6 billion yuan to build a 100,000 mt/year green aviation fuel project, supporting electrolytic water hydrogen production equipment, with an annual by-product green hydrogen of approximately 9,163 mt, all used for internal aviation fuel production. 2) Phase II expansion: planning to start construction of a hydrogen energy storage and transportation base in 2027, adopting high-pressure gaseous hydrogen storage technology, targeting total green hydrogen capacity of 36,000 mt/year by 2030, with part of the green hydrogen to be supplied externally to hydrogen energy transportation, ESS, and other fields.

6. Jilin Power Share Co., Ltd.'s demonstration project for wind-solar green hydrogen production coupled with biomass green methanol in Lishu County, Siping City, Jilin Province, has releasedwinning bidinformation.Project components: 1) Wind-solar hydrogen production: adopting dual technology routes of alkaline water electrolysis (ALK) and proton exchange membrane (PEM), configuring 37 sets of 1,000 Nm³/h alkaline electrolyzers and 45 sets of 200 Nm³/h PEM electrolyzers, total hydrogen production capacity reaching 43,000 Nm³/h, hydrogen purity reaching 99.999%. 2) Biomass gasification: utilizing 800,000 mt/year of biomass raw materials such as straw and forestry waste from Lishu County and surrounding areas, producing syngas (CO+H₂) as a by-product through fixed-bed gasification technology, cooperating with green hydrogen for methanol production. 3) Methanol synthesis: adopting dynamic synthesis process, green hydrogen and biomass syngas undergo catalytic reaction to produce green methanol, the product complies with EU low-carbon fuel standards (ISCC EU), and can be directly used for decarbonization in ocean shipping.

7. China Coal Shaanxi Energy Chemical Group's hydrogen energy project in the coal deep processing base in Yulin City, Shaanxi Province, has releasedpre-winning bidinformation. Project components: 1) Green hydrogen production: adopting PEM electrolyzers with single-unit hydrogen production capacity of 400 Nm³/h, the winning bidder candidate announced in August 2025 is Shanghai Hydrogen Era Technology Co., Ltd. (bid price of 2.98 million yuan, delivery date of 6 months). 2) Hydrogen energy application: green hydrogen is mainly used for methanol synthesis (replacing part of coal-based hydrogen), high-end chemical products production (such as annual production of 150,000 mt synthetic ammonia, 150,000 mt hydrogen peroxide), and exploring new technologies for reacting with underground coal seams to generate methane.

8. Zhejiang Geely Holding Group's pilot project for carbon dioxide hydrogenation to methanol at a thousand-ton scale in Zaozhuang City, Shandong Province, hascommenced construction.Project components: 1) Raw material system: using CO₂ and H₂ as raw materials, where CO₂ comes from industrial exhaust gas capture. 2) Technically equipped with Geely's self-developed new-generation catalyst.

9. Xinji Aofeng New Energy Co., Ltd.'s integrated demonstration project for 50 MW off-grid wind power hydrogen production in Xinji City, Hebei Province, has releasedtenderinformation. Project components: 1) Green electricity supply: installing 8 wind turbines with unit capacity of 6.25 MW each, total installed capacity of 50 MW, supporting 2.5 MW/5 MWh ESS power station (adopting LFP battery technology), ensuring stable power supply for the hydrogen production process. 2) Green hydrogen production: adopting 2 sets of 1,000 Nm³/h alkaline water electrolysis (ALK) hydrogen production equipment, single-unit hydrogen production capacity reaching 1,000 Nm³/h, electrolyzer supplier is a domestic top-tier enterprise (tender information indicates priority for purchasing localized equipment). 3) Hydrogen energy application: building a 2,000 kg/d hydrogen refueling station, mainly serving Aosen Special Steel Group's hydrogen heavy-duty truck transportation (currently 22 hydrogen heavy-duty trucks, long-term plan to increase to 50 units), while reserving interfaces for hydrogen energy application in industrial fields.

10. Hami Tonghuide Green Casting Co., Ltd.'s green zero-carbon circular integrated precision casting project in Hami City, Xinjiang, has releasedsigninginformation. Project components: 1) Green hydrogen production: supporting construction of electrolytic water hydrogen production system, adopting 22 sets of 1,000 Nm³/h alkaline electrolyzers (provided by Guofu Hydrogen Energy, procurement amount exceeding 150 million yuan), annual capacity reaching 156.6 million standard cubic meters of green hydrogen, capable of meeting all hydrogen demand of the hydrogen-based shaft furnace direct reduced iron system. 2) Zero-carbon metallurgy: core process is "green hydrogen direct reduced iron (DRI) + electric furnace melting and separation," replacing traditional coking coal with hydrogen as reducing agent, directly reducing iron ore concentrates to sponge iron, then producing high-purity hot metal through electric furnace melting and separation, process energy consumption per ton of iron reduced by over 40% compared to traditional blast furnace process, carbon emissions reduced by 80%.

Policy Review

  1. The first hydrogen energy standard in the energy industry, NB/T 11810-2025 "Code for Preparation of Planning Reports for Renewable Energy Power Hydrogen Production Projects" (hereinafter referred to as the "Code"), compiled by the General Institute of Water Resources and Hydropower Planning and Design, was officially released and will be implemented from December 30, 2025.
  2. The European Commission approved a 4 billion euro electrolyzer special fund, providing 30% equipment cost subsidy for projects with capacity ≥500 MW/year, and setting a 2030 efficiency target for green hydrogen project electrolyzers of ≥60% (LHV benchmark).
  3. The European Commission released the "Clean Industrial Agreement National Aid Framework," new regulations clearly require member states to prioritize support for "renewable non-biological fuels" (RFNBOs), and ensure public resources倾斜 towards low-carbon technologies through details such as fund allocation比例 and project timelines.

Corporate Dynamics

  1. Beijing Zhongdian Fengye Technology Development Co., Ltd.,凭借 its outstanding technical strength and innovative cooperation model in the green hydrogen field, its jointly developed 500 kW anion exchange membrane (AEM) electrolyzer technology project with Spanish partners was recently successfully selected as one of the first batch of typical China-EU energy cooperation cases organized by the National Energy Administration.
  2. Sany Hydrogen Energy Co., Ltd.won the bidfor the hydrogen production equipment and supporting procurement project (Package 2) of PowerChina Zaoyang 200 MW PV power generation project in Xiangyang City, Hubei Province.
  3. Beijing Hanhydrogen Technology Co., Ltd. won the bid for the hydrogen production equipment procurement of Sub-item AH of Project C-5.
  4. China Energy Engineering Group Shanxi Electric Power Construction won the bid for the hydrogen liquefaction equipment standard plant project (EPC) of Inner Mongolia Quanyi High-Tech Industry Development Co., Ltd.
  5. Dingji Power Engineering Co., Ltd. won the bid for the installation procurement of integrated electrolytic water hydrogen production equipment of Huaneng Clean Energy Research Institute.
  6. China Energy Engineering Group held talks with Yunda Energy Technology Group, both sides reached consensus on deepening cooperation in multiple fields such as wind power and green hydrogen-ammonia-methanol.
  7. Members of the National Leading Group on Climate Change Response and Energy Conservation and Emission Reduction, and experts from the Counsellors' Office of the State Council, Lou Hong's expert group, went to Jinlu Industrial Demonstration Park in Shannan City, Tibet Autonomous Region to conduct research on hydrogen-oxygen industry projects.
  8. Beijing Future Hydrogen Energy-Hunan Longshen Hydrogen Energy AEM Technology Industrialization Joint Laboratory was officially launched at Longshen Hydrogen Energy production site in Changsha.
  9. Shanxi Meijin Energy Co., Ltd. released the "Prompt Announcement on Planning the Company's Listing on The Stock Exchange of Hong Kong Limited." To enhance overseas financing capability and further improve corporate governance transparency and standardization, the company is currently planning overseas issuance of shares (H shares) and listing on The Stock Exchange of Hong Kong Limited, the company is discussing specific推进 work for this H share issuance and listing with relevant intermediaries, relevant details have not been finalized.

Patent Applications

  1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing ceramic-based anion exchange membrane, laboratory test life reached 80,000 hours.
  2. Johnson Matthey (UK) submitted patent WO2025109876, disclosing Fe-Ni-Mo ternary non-precious metal catalyst formula, activity close to platinum-based materials.

Technology Footprint

  1. GKN Powder Metallurgy announced that it has developed a new generation of high-performance, high-porosity, high-purity porous transport layer (HP-PTL) for proton exchange membrane (PEM) electrolysis.
  2. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially unveiled and put into application demonstration at Micro Network Union Wi-Fi Smart Terminal Industrial Park. This achievement marks a核 in China's hydrogen energy emergency power field.

  5. The real-sea test of the offshore wind PEM hydrogen production and storage system delivered by Shanghai Hydrogen Shengchuanghe Energy Technology Co., Ltd. was successfully carried out at the Sanya Yazhou Bay near-sea test site.
  6. Hunan Longshen Hydrogen Technology Co., Ltd. launched a PEM water electrolysis sheet extrusion coater, significantly reducing the cost of expensive catalyst raw materials.
