On August 18, the tender announcement for the EPC general contracting project of the 50MW wind power off-grid hydrogen production integrated demonstration project of Aosen Special Steel in Xinji, Hebei was released.

According to the tender announcement, the EPC general contracting project of the 50MW wind power off-grid hydrogen production integrated demonstration project of Aosen Special Steel in Xinji, Hebei is located in Xinji City, Hebei province, with a current capacity of 50MW wind farm, a 2.5MW/5MWh ESS power station, 2 sets of 1000Nm³ alkaline water electrolysis hydrogen production equipment, a 2000kg/d hydrogen refueling station, and a 2000kW hydrogen engine and supporting projects.

The construction period of the tender procurement project: The project is expected to start on September 6, 2025, and complete full capacity commissioning by January 31, 2026, with a total duration of 148 calendar days.

This construction project accepts consortium bids. The number of consortium members shall not exceed two.

I. Tender Conditions

The EPC general contracting project of the 50MW wind power off-grid hydrogen production integrated demonstration project of Aosen Special Steel in Xinji, Hebei has been approved, with the bid inviter being Xinji Aofeng New Energy Co., Ltd., and the project funds are self-raised. This project is now ready for public tender.

II. Project Scale and Tender Scope

2.1 Address of the tender procurement project: Xinji City, Hebei Province

2.2 Project scale: Current capacity of 50MW wind farm, a 2.5MW/5MWh ESS power station, 2 sets of 1000Nm³ alkaline water electrolysis hydrogen production equipment, a 2000kg/d hydrogen refueling station, and a 2000kW hydrogen engine and supporting projects.

2.3 Construction period of the tender procurement project: The project is expected to start on September 6, 2025, and complete full capacity commissioning by January 31, 2026, with a total duration of 148 calendar days (the specific start date will be based on the commencement order issued by the supervisor).

2.4 Tender scope

The tender project is divided into one section, specifically: General Construction - EPC General Contracting for the Off-Grid Hydrogen Production Integrated Demonstration Project (CHDTDZ046/16-ZB-39101): EPC general contracting for the 50MW wind power off-grid hydrogen production integrated demonstration project of Aosen Special Steel in Xinji, Hebei. The tender scope includes but is not limited to: survey and design of the project; handling of related preliminary procedures; including but not limited to topographic mapping, geotechnical investigation, boundary determination report and acceptance opinion, land status investigation, contaminated site inquiry, land expropriation dossier preparation and approval, temporary land use site selection argumentation, temporary land use saving evaluation, unavoidable argumentation for occupying basic farmland, temporary land reclamation plan, temporary land reclamation planning and design, temporary land use dossier preparation and approval, environmental impact assessment (general), environmental impact assessment (radiation), soil and water conservation plan, flood (flood) impact assessment, safety pre-assessment, safety facility design, occupational disease hazard pre-assessment, occupational disease prevention facility design, modification of control planning, construction land planning permit, construction engineering planning permit, real estate ownership certificate for construction land, construction engineering work permit, airport clear airspace compliance assessment report, survey and design, social stability risk assessment report, and all other procedures related to this project, responsible for passing the acceptance and bearing all costs; procurement of all equipment and materials (including wind turbines, towers, except for the hydrogen energy equipment and materials supplied by Party A, hydrogen engines, random spare parts, special tools, etc.) and transportation (including coordination and repair, clearance, renovation, reinforcement, and compensation for transport roads and bridges), unloading, acceptance, storage, and secondary transportation; installation of wind turbines, construction (including mixed towers), temporary land leasing, temporary land leasing for construction measures, and coordination with local government; compensation for attachments (above/below ground) on leased or purchased land, demolition (relocation), clearance, and crop compensation; including five utilities and leveling, temporary works, wind farm, road works, collection lines, hydrogen energy part of the project, and all related construction and installation works, commissioning, testing (including third-party detection, etc.); trial operation, defect elimination, and successful 240-hour trial run of wind power generation units and hydrogen energy units, grid connection for commercial operation, specialized acceptance (responsible for fire protection, environmental protection, water conservation, occupational health, safety facilities, archives, etc.), quality supervision and inspection by the renewable energy quality supervision station and passing the acceptance, completion acceptance, reaching standards for production, technical training, after-sales service, production dispatch data center, performance and quality assurance, warranty services during the quality warranty period, implementation of environmental and water conservation measures, transfer of archival documents, and all-inclusive works, meeting the requirements of Huadian Group for simultaneous safety, environmental protection, and water conservation; coordination with the government and relevant departments for project commencement, construction, and completion, obtaining supportive documents, qualifications, and permits, and handling all compliant procedures (including assisting the employer in obtaining land use approvals, construction land planning permits, construction engineering planning permits, and construction permits, responsible for running errands, providing information, and bearing related coordination costs); assuming responsibility for quality assurance during the defect liability period and warranty period within the contracted scope; responsible for the operation and maintenance of equipment within the project scope before the handover of the project; cooperating with the employer to complete the final settlement and post-evaluation, and taking full responsibility for safety, quality, schedule, cost, and ecological environment within the contracted scope.

Special Notes on the Scope of Work for Bidders:

1. Due to land use policies and civil coordination, the actual site may change. Bidders should take into account these risks comprehensively; the contract price will not be adjusted due to such changes.

2. The transportation and hoisting of all equipment, materials, and supplies within the procurement scope of the bidder shall be fully responsible by the bidder.

The specific scope of work for bidders includes, but is not limited to, the following:

1. Survey and Design: This includes, but is not limited to, preliminary design, construction drawing design, preparation of as-built drawings, and other full-process survey and design tasks. These must be completed in accordance with national and power industry standards and content depth requirements, meeting the comprehensive needs of the bid inviter for project approval, construction preparation, construction, commissioning, and final acceptance, as well as auditing. It is specifically divided into two stages.

Survey and Design Stage, including, but not limited to:

(1) Preliminary Design Phase: In line with the group's requirements, prepare the principles of preliminary design, micro-siting report, detailed engineering geological investigation, 1:500 topographic mapping of key areas (lifting platforms), geotechnical investigation, project preliminary design report (including essential drawings, preliminary budget, economic evaluation), project design optimization report, preparation of technical documents for project tendering, equipment selection (meeting remote centralized control requirements), bill of quantities and cost estimation, etc.

(2) Construction Drawing Design Phase: General layout plan for construction, construction drawing design, design changes, and on-site design technical services (including, but not limited to: participation in bid evaluation, review, technical liaison meetings, resident site representatives, cooperation in achieving production standards, project excellence, application for QC scientific and technological achievements, special safety design sections, post-project evaluation, and specialized acceptance, etc.).

(3) As-Built Drawing Phase: The depth of as-built drawing preparation should meet the requirements of construction drawing design depth. The content of as-built drawings should be in line with the construction drawing design, design changes, construction acceptance records, and commissioning records, and should be reflected in the as-built drawings.

(4) Design Summary Phase: One year after the unit is put into operation, a project design summary should be conducted to summarize the advantages and lessons learned from the engineering design, refine the optimized design results, and focus on specialized summaries of wind resource assessment, micro-siting of wind farms, equipment selection, foundation design of wind turbines, road optimization, collection lines, lightning protection and grounding design of wind turbines, and monitoring and control of wind farms.

2. Building and Installation Works: This includes, but is not limited to, temporary construction facilities, five utilities and one leveling, foundation treatment, test piling and pile testing, wind turbine foundations (including foundation anchors), wind turbine installation, box transformer foundations and installation, hydrogen equipment foundations and installation, collection lines, roads, and all related works affecting the transportation of large-scale equipment for this project (including temporary large component transportation roads involving adjacent counties). This encompasses all building and installation construction, individual and complete system commissioning, defect elimination, passing the 240-hour trial run, performance testing, and all related work up to the completion and handover of the project. Including but not limited to: (1) Responsible for the organization, management, and use of construction personnel, machinery, and materials. (2) Responsible for temporary construction facilities (water, electricity, equipment storage, on-site office space, etc.) and five utilities and one leveling (temporary roads, water supply, drainage, electricity, communication, and site leveling, etc.) and other preparatory work for construction. (3) Responsible for the modification, construction, maintenance, coordination, and restoration as required of temporary roads, access roads, in-plant maintenance roads, and heavy cargo transportation roads. This includes the renovation of existing bridges and roads (road damage repair, river channel modification, bridge reinforcement, and clearance, modification, and relocation of national, provincial, and county roads (involving cross-county)), power line relocation, communication line relocation, and municipal public facility relocation; handling all procedures for the modification of water conservancy facilities such as rivers, ditches, and ponds, and coordinating with traffic departments for the transportation of large equipment to meet the needs for equipment entry; road clearance compensation (temporary land occupation and cost compensation, attachment compensation, seedling and tree compensation, pond compensation, temporary land restoration and reclamation, re-greening, and the removal of graves, wells, pumping stations, pipelines, and other remnants). (4) Responsible for meeting the visualization management requirements of wind power projects, installing relevant signs and completing other visualization requirements. (5) Responsible for setting up the construction grid and elevation control network. (6) Responsible for various material inspections, quality inspections, and other testing and detection related to the project. (7) Responsible for the construction, commissioning, joint trial operation, various specialized acceptance, performance testing, handover, and services during the warranty period of all building and installation works of this project, and meeting the relevant requirements of Huadian Group for reaching production standards, including but not limited to: construction and safety measures for building and installation works, grid connection and commercial operation, and completion acceptance; project acceptance (including lightning protection grounding, fire protection, safety assessment, occupational health, quality supervision and inspection by renewable energy quality supervision station, technical supervision, safety evaluation, electromagnetic radiation, power supply, safety facilities (meeting the "three simultaneous" requirements), cooperation with AGC, AVC, primary frequency regulation, joint commissioning tests, and other specialized tests and acceptance, and completion documentation, etc.). (8) Implementation and responsible for the passing of soil and water conservation and environmental protection plans. (9) Completion of the management of construction safety, quality, progress, and cost, and submission of construction documents according to the requirements of the bid inviter, supervisors, and supervisory authorities. (10) All construction management and construction measures must be legal and compliant and meet the requirements of local government authorities. (11) Commissioning and performance testing: responsible for preparing the system commissioning outline within the scope of construction, responsible for individual commissioning, subsystem commissioning, full set start-up commissioning (including integrated system commissioning), and performance testing after project completion acceptance, and obtaining relevant commissioning and testing reports, etc. 12) AC power supply and communication access for the anemometer tower to the nearby box-type transformer (cable trench installation); 13) Third-party testing and inspection: pile foundation, raw materials and thickness of tower materials, horizontal and vertical alignment of the tower, rebar, concrete, 35kV cables, load-bearing capacity of roads, bridges, and installation platforms, compaction coefficient testing, ground resistance value of the entire site, settlement observation of wind turbine foundations, and other necessary and clearly standardized testing and inspection items as deemed by the bid inviter. 14) Other requirements: ① The project must be fully operational with all equipment running for 240 hours in accordance with the relevant regulations of the bid inviter. ② Assist in the acceptance and post-evaluation of the project. ③ Revenue from electricity sales and hydrogen production during the trial operation period belongs to the bid inviter. ④ Before the final acceptance of the project, construction and living expenses such as electricity, water, and internet shall be paid by the bidder to the relevant units. ⑤ Construction and decoration within the wind farm must comply with the standard design requirements of the bid inviter. ⑥ Assist the bid inviter in the remote centralized control connection of the new energy station. ⑦ Assist in completing the environmental impact assessment, water conservation procedures, and related work for the step-down substation.

3. Material procurement: This includes the procurement of all equipment and materials (including spare parts), insurance, supervision, expedite, transportation, secondary handling, storage, and any necessary factory and on-site inspection and acceptance work as deemed by the bid inviter. (1) Except for the hydrogen equipment and materials supplied by Party A, including but not limited to wind turbines, towers, hydrogen engines, box transformers, cables, cable joints, control and protection equipment, secondary control cables, communication optical cables, auxiliary equipment, power plant monitoring equipment, cable supports (trays), pre-buried pipes, lightning protection grounding, steel tower materials, conductor fittings, and other installation equipment and materials, as well as rebar, cement, concrete, gravel, earthwork, and other building materials. (2) The bidder is responsible for providing temporary storage areas for the equipment and materials, and for the custody and inventory management of all equipment and materials. If there is any damage or loss, it must be replenished free of charge without affecting the progress of the project. (3) Responsible for unloading, setting up equipment storage, secondary handling, and on-site storage of all equipment and materials, as well as the provision of all materials, spare parts, special tools, consumables, and related technical documentation, and associated technical services, design coordination, etc. (4) Responsible for the inspection and installation testing of the equipment and materials upon arrival, as well as the installation, commissioning, and performance testing of the equipment. (5) The technical specification documents for the procurement of major equipment, accessories, and materials must meet the national, industry, power grid access, and the standards set by the bid inviter and Huadian Group, and can only be procured after being reviewed and approved by the bid inviter. (6) Any equipment, materials, technical services, and construction projects not listed in the contract documents but necessary for this project are also within the scope of the contractor's work. For items within the contracted scope that are not specifically mentioned in the contract documents but are essential for the functionality, safety, and stable operation of the project, such equipment, materials, technical services, and construction works shall also be provided by the bidder, with their costs included in the total contract price.

4. Handling of Relevant Procedures and Coordination: (1) Short-term land leasing (i.e., temporary construction land, including but not limited to all temporary construction land, such as the widening of maintenance roads (to meet the transportation needs of large wind turbine components, including the occupation of transport roads in adjacent counties), construction road land, wind turbine installation platform land, temporary construction facility land, construction disturbance areas, processing areas, temporary land for collector line construction, temporary storage areas for wind turbine equipment, and other potentially involved temporary land) is responsible for local coordination of temporary construction land, cooperating with the bid inviter to complete the compilation of temporary land use applications and obtaining approval for temporary land use, being responsible for the removal (relocation) and compensation of all attachments and facilities above (below) ground (including but not limited to seedling compensation, fruit tree compensation, forest compensation, tomb relocation, well, pump station, various pipeline compensation, as well as the clearance and disposal of waste), and the restoration of vegetation and relocated facilities, handling all procedures and related business for short-term land leasing for this project, and bearing all expenses associated with short-term land leasing. (2) Obtaining all permits related to the project construction and bearing all related costs, including but not limited to topographic surveying, geotechnical investigation, boundary survey report and acceptance comments, geological disaster risk assessment, mineral resource overlay query (investigation or evaluation report), social stability risk assessment report (land expropriation), current land status investigation, contaminated site query, land expropriation application, temporary land selection argumentation, temporary land saving evaluation, unavoidable argumentation for occupying basic farmland, temporary land reclamation plan, temporary land reclamation planning and design, temporary land application, environmental impact assessment (general), environmental impact assessment (radiation), soil and water conservation plan, flood (flood) impact assessment, preliminary safety assessment, safety facility design, occupational disease hazard pre-assessment, occupational disease prevention facility design, modification of control planning, construction land planning permit, construction project planning permit, real estate ownership certificate for construction land, construction engineering work permit, airport clear zone compliance assessment report, feasibility study report, external review of the feasibility study report, survey and design, social stability risk assessment report, local construction filing procedures, preliminary safety assessment, safety facility design, occupational disease hazard pre-assessment, occupational disease prevention facility design, labor safety and occupational health, environmental protection permit procedures, personnel insurance, medical examination, opening of migrant worker accounts, and other procedures required for entry into the construction site, meeting the requirements for entry into the construction site. 3) Assist the bid inviter in obtaining legal permits and licenses, including but not limited to the land use planning permit, construction project planning permit, construction work permit, completion acceptance certificate, and real estate certificate for the construction land. The bidder is responsible for handling the procedures, providing necessary documents, and bearing all related costs. (4) Be responsible for coordinating with villagers, village collectives, and local governments at all levels during the project implementation, handling civil compensation, dispute resolution, and solving obstruction issues (including but not limited to compensation for damages caused by construction and transportation, paid road usage, temporary land leasing, material and equipment storage, temporary price collapse, and slag disposal), as well as all other coordination and expenses within the scope of the project. (5) Assist in the quality supervision registration and stage-wise acceptance of the project, and carry out rectification work; be responsible for actual measurement of power parameters related to the project, protection setting calculation, and obtaining the setting list (for commissioning and formal use). (6) Obtain construction permits and file for underground pipeline network construction permits for special sections such as crossing (or drilling under) highways, railways, expressways, forest lands, power lines, optical cables, culverts, river channels, and level crossings, and handle all local construction filing procedures and associated costs.

5. Be responsible for responding to various internal and external inspections and acceptances, including but not limited to: soil and water conservation, environmental protection, safety inspections, completion archives, audit reviews, production standard compliance, completion acceptance, quality supervision, fire inspection, anti-terrorism and anti-violence, emergency management, safety assessment acceptance, and occupational health acceptance, and bear the corresponding costs. In case of social incidents or accidents related to water and soil conservation, environmental protection, and traffic due to the bidder's own management reasons, the bidder shall bear full economic and legal responsibilities.

6. Carry out the "Three Simultaneities" work for the construction project: be responsible for all "Three Simultaneities" work related to this project, including soil and water conservation, environmental protection, safety facilities, fire protection, and occupational health protection facilities. Develop specialized plans that meet the regulatory and acceptance requirements of the Huadian Group and relevant government departments, including but not limited to the following: (1) Organize construction based on the land reclamation plan approved by the competent government department, strictly ensuring that the reclamation quality meets the standards; if adjustments to the plan are required due to changes in site conditions, they must be implemented after written confirmation from the bid inviter, and the bidder shall bear the corresponding costs and responsibilities. After the completion of the reclamation work, organize and pass the acceptance. (2) Implement comprehensive governance measures according to the requirements of soil and water conservation and environmental protection, ensuring that the design standards are met; conduct specialized acceptance for soil and water conservation and environmental impact assessment, and obtain the filing or approval documents from the government department. (3) Entrust units for soil and water conservation monitoring and environmental impact assessment, carry out detection of soil and water conservation and environmental impact for the project, provide necessary documents, and rectify any issues until the requirements of the relevant government departments are met, and pass the environmental and soil and water conservation completion acceptance. (4) Responsible for the inspection, acceptance, and filing of the project's fire protection facilities, implementing the measures specified in the safety facility design section and passing acceptance, completing the construction of occupational health protection facilities and passing acceptance. (5) If the "Three Simultaneities" work fails to pass acceptance, the bidder shall unconditionally rectify and bear the relevant costs until compliance with acceptance standards is achieved.

7. Other tasks: (1) Responsible for organizing, transferring, and archiving all technical data, including electronic, paper, and audiovisual materials, in accordance with national and Huadian's archival acceptance management regulations and standards, passing archival acceptance and bearing related costs (including but not limited to pre-project archival data, engineering archival data, equipment and material technical data, quality supervision acceptance data and conclusions, all reports or conclusions formed during the entire grid connection process, and all reports that have passed power grid company reviews, etc.). (2) Responsible for passing all infrastructure, trial operation, commercial operation transition, and warranty period acceptance inspections required by local governments and Huadian Group for wind power project commissioning and production handover, as stipulated, and bearing all costs. (3) Assist the bid inviter in completing project completion settlement, final account auditing, post-evaluation, and other relevant audits and reviews by superior companies.

8. Quality project requirements: In accordance with the "China Huadian Corporation Ltd. Guidance on Creating Quality Power Projects," the project aims to establish an ecological civilization and integrity quality project. Ecological civilization project objectives: Adhere to ecological priority and green development, place ecological civilization construction in a prominent position in the project, integrate it into all aspects and the entire process of project construction, efficiently utilize resources, strictly protect the ecological environment, coordinate the promotion of high-quality development and high-level protection, and promote harmonious coexistence between humans and nature. Integrity project objectives: Focus on party building to create a quality project, strengthen party conduct and integrity construction, enhance intra-party supervision, prevent corruption from the source, reinforce awareness of rules and discipline, strengthen integrity education and team building, establish a "clean and close" cooperative relationship among all participating parties, foster a positive political ecosystem for the quality project, and create a "Three Clean Enterprise." Based on the above objectives, develop and diligently implement the project's quality project creation plan.

III. Bidder Qualification Requirements

[Construction General Contract - Off-Grid Integrated Hydrogen Production Demonstration Project EPC General Contract]

1. The bidder must be a legally registered independent legal entity or other organization within the People's Republic of China, capable of bearing civil liability and having the right to enter into contracts;

2. The bidder is not under orders to suspend production, cease business, or enter bankruptcy proceedings; its assets are not being restructured, taken over, or frozen; and its business license has not been revoked;

3. The bidder is not in the penalty period of being prohibited from bidding as confirmed by the administrative authority or China Huadian Corporation Ltd.;

4. Legal entities, other organizations, or individuals who have a conflict of interest with the bid inviter and may affect the fairness of the tender shall not participate in the bidding. Different units with the same person in charge or those with controlling or management relationships shall not participate in the bidding for the same section or the same tender project that has not been divided into sections;

5. The bidder shall not be listed as a seriously law-violating and untrustworthy enterprise on the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn) by the market supervision and administration authorities (not yet lifted during the evaluation period);

6. The bidder shall not be listed as a "seriously untrustworthy entity" on the "Credit China" website (https://www.creditchina.gov.cn/xinyongfuwu/?navPage=4) (not yet lifted during the evaluation period);

7. The bidder shall not have any of the following situations:

1) Providing consulting services for the preliminary work of the tender project;

2) Being the supervisor of this tender project;

3) Being the construction agent of this tender project;

4) Being the tendering agency of this tender project;

5) Having the same legal representative as, or having a controlling or participating relationship with, the supervisor, construction agent, or tendering agency of this tender project

8. Qualification requirements: (If it is a consortium bid, it must be composed of different professional units. According to the division of labor stipulated in the consortium agreement, the qualification level of the corresponding profession of the consortium shall be determined based on the respective professional qualifications)

1) The unit undertaking survey and design tasks in the bidder or the bidding consortium (must possess both of the following qualifications):

① Possessing a Class A comprehensive engineering design qualification issued by the national construction authority.

② Possessing a Class A comprehensive engineering survey qualification issued by the national construction authority.

2) The unit undertaking construction tasks in the bidder or the bidding consortium (must possess all three of the following qualifications):

① A valid Grade I general contracting qualification for power engineering construction or a special grade or above general contracting qualification for water conservancy and hydropower construction.

② A valid certificate of Grade III or above for installation, maintenance, and testing of power facilities issued by the energy authority.

③ A valid safety production license issued by the construction administrative department.

9. This project accepts consortium bids. For consortium bids, the following requirements must be met: the number of consortium members shall not exceed 2. All parties of the consortium must sign the "Consortium Joint Bidding Agreement", clearly defining the scope of work, responsibilities, and rights and obligations (especially professional division of labor corresponding to qualifications) that each party intends to undertake, and commit to bearing joint liability for the awarded project to the bid inviter. After the formation of the consortium, no member may independently or as part of another consortium participate in the bidding for the same section. If a survey and design unit forms a consortium with a construction unit, then the unit responsible for the survey and design tasks will be the lead.

IV. Acquisition of Tender Documents

4.1 Time for obtaining tender documents: from 09:36 on August 18, 2025 to 17:00 on August 25, 2025.

4.2 Method of acquisition:

Step-1: Platform registration. Potential bidders who have not yet registered should visit the China Huadian Group E-commerce Platform (www.chdtp.com), complete the registration, and then proceed with relevant bidding activities.

Step-2: Online registration and document acquisition. Potential bidders log into the business system of the China Huadian Group E-commerce Platform, click on the menu "E-Tendering & Bidding > Tender Announcement", select the project, and click "Information Registration". Correctly fill in the contact person, telephone, invoicing, and other information. After successful registration, the permission to download the tender documents will be automatically activated. Potential bidders can click on the menu "E-Tendering & Bidding > Participated Projects > Tender Business Management" to download the tender documents and clarification documents.

Step-3: Application for mobile digital certificate. Scanning and signing are required for the encryption and uploading of tender documents, submission of pre-bid inquiries, check-in at the opening of bids, and responses to evaluation inquiries. Please follow the "Mobile Digital Certificate Operation Guide" to apply for and obtain a digital certificate, and install the Mobile Digital Certificate APP (Huadian E-Shield Enterprise Edition). The download path for the Mobile Digital Certificate Operation Guide is: "Service Zone" on the platform homepage or enter "Service Center" - "Operation Guide Section".

Step-4: Download of offline bidding client. Log into the business system, click on the menu "E-Tendering & Bidding > Bidding Client Download", and download the bidding client and related operation manuals. To ensure the normal operation of the bidding client, it is recommended that potential bidders, after downloading the bidding client, conduct a bidding test two working days before the bid closing date. After a successful test, the tender documents can be withdrawn.

Step-5: The tender guarantee can be paid by telegraphic transfer, tender guarantee insurance, or tender guarantee letter (with both Huadian Tendering Co., Ltd. and Beijing Huadian E-commerce Technology Co., Ltd. as the insured parties). Bid security in any form other than those mentioned above will not be accepted.

5.2 Method of submission: For electronic opening of bids, the electronic version of the bid document shall be submitted via the bidding client to the Huadian Group E-commerce Platform (www.chdtp.com) Electronic Tendering and Bidding System. Bid documents uploaded after the deadline will not be accepted.

VI. Time and Place of Bid Opening

6.3 Place of bid opening: Huadian Group E-commerce Platform. After the bid opening time, centralized decryption will take place on the Huadian Group E-commerce Platform. The submission process will be recorded for archiving and future reference.
