CCTEG 400 Standard Cubic Meters PEM Electrolyzer Equipment Bid Candidate Announcement

On August 18, the list of winning bidders for the procurement of a single stack 400 Nm³/h PEM electrolyzer for the China Coal Yulin Coal Deep Processing Base Project by China Coal Shaanxi Energy and Chemical Group Co., Ltd. was announced.

According to the announcement, the first candidate is Shanghai Hydrogen Era Technology Co., Ltd., with a bid price of 2.98 million yuan and a delivery date: 6 months after the contract signing.

The second candidate is Shanghai Hydrogen Shengchuanghe Energy Technology Co., Ltd., with a bid price of 4.3822 million yuan and a delivery date: 7 months after the contract signing.

The third candidate is Changchun Green Hydrogen Technology Co., Ltd., with a bid price of 4.78 million yuan and a delivery date: 8 months after the procurement contract signing for on-site delivery.

According to the tender announcement, China Coal Shaanxi Energy and Chemical Group Co., Ltd. is located in Yulin City, Shaanxi Province, at the B1 Road East, North of Yuma Avenue, in the High-tech Industrial Development Zone. The phase one facility, with an annual production capacity of 2.05 million mt of methanol and 600,000 mt of polyolefins, along with supporting public utilities, was completed and put into operation in July 2014. Phase two is planned to have an annual production capacity of 2.2 million mt of methanol, 900,000 mt of olefins, and related facilities, as well as an additional EVA project with an annual capacity of 250,000 mt and related facilities.

The scope of the tender includes: a PEM electrolyzer with a rated hydrogen production capacity of 400 Nm³/h; equipped with a local voltage real-time inspection instrument. The handover point for the supply scope is at the flange interface of the electrolyzer equipment body, including the matching flanges and fasteners.

The bidder is responsible for providing the information required for the design of the water electrolysis hydrogen production system; the water electrolysis hydrogen production system includes the PEM electrolyzer (including cables or copper busbars between the supplied equipment), gas-liquid treatment system, hydrogen purification system, transformer, rectifier cabinet, distribution cabinet, PLC control system, smart hydrogen management system, and other auxiliary systems; the provided information includes but is not limited to PFDs of major material points, material balance, PID, main specifications and dimensions of the equipment, materials of the equipment and pipelines, material consumption parameters, analysis and testing item lists, instrument specification tables, etc., and ensuring the overall performance of the water electrolysis hydrogen production system. The bidder also needs to provide spare parts, special tools (if any), technical services, installation guidance, etc.

Delivery date: 8 months after the procurement contract signing for on-site delivery.

This project does not accept consortium bids.

If any bidder or other interested party has objections to the winning bidder candidates, they may submit their objections in writing (signed by the legal representative and stamped with the official seal) to China Coal Tendering Company within the publicity period. The date of acceptance confirmation will be considered as the date of receipt. Objection letters submitted after the deadline or not in accordance with the requirements will not be accepted.
