Green Hydrogen Project Tracking — Xinjiang PV+ESS Hydrogen Ammonia Alcohol Project Environmental Impact Assessment Announcement

On August 12, the Xinjiang Uygur Autonomous Region Environmental Protection Industry Association released the "First Public Participation Information Disclosure for the Environmental Impact Assessment of the Integrated PV+ESS, Hydrogen, Ammonia, and Methanol Project in Fuhai County by Hongyang Qingrun Energy Technology (Fuhai) Co., Ltd."

According to the disclosure, the integrated PV+ESS, hydrogen, ammonia, and methanol project in Fuhai County by Hongyang Qingrun Energy Technology (Fuhai) Co., Ltd. is a new construction project. The project is located in Fuhai County, Altay Prefecture, Xinjiang Uygur Autonomous Region, with the hydrogen production system site situated in the Altay Fuhai Industrial Park; the photovoltaic power generation system is located about 42 km south of Fuhai County. The construction entity is Hongyang Qingrun Energy Technology (Fuhai) Co., Ltd.

The project involves the construction of a 36,000 mt/year green hydrogen system and supporting auxiliary facilities; the installation of a 1780 MW photovoltaic power generation system, along with the construction of four 220 kV booster stations and a 360 MW/360 MWh electrochemical energy storage system.

Project details are as follows:

First Public Participation Information Disclosure for the Environmental Impact Assessment of the Integrated PV+ESS, Hydrogen, Ammonia, and Methanol Project in Fuhai County by Hongyang Qingrun Energy Technology (Fuhai) Co., Ltd.

In accordance with the "Environmental Protection Law of the People's Republic of China," the "Environmental Impact Assessment Law of the People's Republic of China," the "Measures for Public Participation in Environmental Impact Assessment" (Order No. 4 of the Ministry of Ecology and Environment), and other laws, regulations, and relevant provisions, the construction entity is responsible for the full-process environmental information disclosure related to the location, construction, and operation of the project. It is also responsible for the public disclosure of information related to the environmental impact report (form) and the implementation of environmental protection measures after approval. During the preparation of the public participation in the environmental impact assessment, the construction entity should disclose relevant environmental impact assessment information and solicit public opinions. The construction entity is fully responsible for the content of the disclosed information and bears legal responsibility.

Our company commissioned Xinjiang Dingyao Engineering Consulting Co., Ltd. in August 2025 to undertake the environmental impact assessment work for the "Integrated PV+ESS, Hydrogen, Ammonia, and Methanol Project in Fuhai County by Hongyang Qingrun Energy Technology (Fuhai) Co., Ltd." To safeguard the legitimate environmental rights of the public, enhance the scientific and targeted nature of the environmental impact assessment, and improve the rationality and effectiveness of environmental protection measures, in accordance with the "Environmental Impact Assessment Law of the People's Republic of China" and the "Measures for Public Participation in Environmental Impact Assessment" (Order No. 4 of the Ministry of Ecology and Environment) and other documents, we are now conducting the first public participation information disclosure for this project, soliciting opinions and suggestions from the general public. The contents of the disclosure are as follows:
