






On August 7, Guohua Investment Guohua Bayannur (Urad Middle Banner) Wind Power Co., Ltd. issued a tender announcement for the pre-consultation service of the Urad Middle Banner Wind Power to Hydrogen and Ammonia Integrated Project.
According to the tender announcement, Bayannur City in the Inner Mongolia Autonomous Region boasts unique resource advantages, with wind power equivalent utilization hours exceeding 3,600. The Group has operational projects in the region, including railways, chemicals, new energy, and water treatment, leveraging railway connections to synergize with port industries in Hebei and Shandong provinces.
Based on this, the Group plans to construct 10 million kW of new energy and 3 million mt of green fuel (raw material) in Bayannur. Following the principle of "phased planning and step-by-step implementation," the base project planning and construction will be carried out.
The first-phase pilot project is the Urad Middle Banner Wind Power to Hydrogen and Ammonia Integrated Project, which plans to construct 3.4 million kW of wind power, equipped with a certain proportion of electrochemical energy storage systems, and supporting facilities including electrolytic water hydrogen production stations and million-ton-level synthetic ammonia production stations. The project will establish a low-cost renewable energy in-situ conversion base for green fuel (raw material) in Bayannur City, utilizing the Group's internal railway and port advantages to jointly construct a low-cost transportation artery, transit and distribution center, and trade center with internal Group units.
Tender scope: Pre-consultation services for the proposed project, mainly including the preparation of various reports such as the pre-feasibility study report for the comprehensive section, model comparison and selection report, indicator application scheme report (including preliminary access system design report), production simulation report, wind power approval application report, energy storage system filing application report, long-term hazardous chemicals port terminal planning report, pre-feasibility study report for new energy projects, pre-feasibility study report for hydrogen and ammonia projects, pre-feasibility study report for railway branch lines, wind resource demonstration report, railway branch line inclusion and approval report, hydrogen and ammonia filing application report, etc., and completion of expert or internal reviews. Coordinate with the bid inviter to complete the preparation of various special reports required for project approval (including special reports on power marketing, production operation and maintenance, technological innovation, legal compliance risk analysis, information technology, etc.), and assist the bid inviter in carrying out project indicator application work.
Service period: 3 years from the date of contract signing or until the contract amount is fully executed, whichever comes first. Within 30 natural days from receiving the bid inviter's notice, the bidder must complete the preparation, review, and revision of the corresponding reports required by the bid inviter.
This project does not accept joint bidding.

1. Tendering Conditions
The name of this tendering project is: Open Tender for Pre-consultation Services of the Integrated Wind Power-to-Hydrogen and Ammonia Production Project in Urad Middle Banner by Guohua Investment Guohua Bayannur (Urad Middle Banner) Wind Power Co., Ltd., with the project tendering number being CEZB250107454. The bid inviter is Guohua Bayannur (Urad Middle Banner) Wind Power Co., Ltd., and the project unit is also Guohua Bayannur (Urad Middle Banner) Wind Power Co., Ltd. The funding source is self-raised. The tendering agency is China Energy Group International Engineering Consulting Co., Ltd. This project has met the tendering conditions, and now an open tender with domestic post-qualification review is being conducted for this project.
2. Project Overview and Tendering Scope
2.1 Project Overview, Tendering Scope, and Section (Package) Division: 2.1.1 Project Overview: Bayannur City, Inner Mongolia Autonomous Region, boasts unique resource conditions, with wind power equivalent utilization hours exceeding 3,600. 2.1.2 Tendering Scope: It is proposed to carry out pre-consultation services for the project, with the service content mainly including: the preparation of various reports such as the pre-feasibility study report for the comprehensive section, the model comparison and selection report, the indicator application scheme report (including the preliminary access system design report), the production simulation report, the wind power approval application report, the energy storage system filing application report, the long-term hazardous chemicals port terminal planning report, the pre-feasibility study report for the new energy project, the pre-feasibility study report for the hydrogen and ammonia project, the pre-feasibility study report for the railway branch line, the wind resource demonstration report, the railway branch line inclusion and approval report, the hydrogen and ammonia filing application report, etc., and the completion of expert or internal reviews. Coordinate with the bid inviter to complete the preparation of various special reports required for project approval (such as the power marketing special report, the production operation and maintenance special report, the technological innovation special report, the legal compliance and risk analysis special report, the information technology special report, etc.), and assist the bid inviter in carrying out the project indicator application work. 2.1.3 Service Period: 3 years from the date of contract signing or until the contract amount is fully executed, whichever comes first. Within 30 calendar days upon receiving the bid inviter's notice, the bidder shall complete the required report preparation, review, and revision as specified by the bid inviter.
As the project is in the opportunity study phase, the actual commencement date shall be determined by the bid inviter's notification. If the bidder fails to complete all work within the stipulated timeframe, the bidder shall continue providing services until all tasks are fulfilled, ensuring the final progress does not impact the pre-feasibility study closure, project approval, or indicator acquisition requirements, with no cost variations. The specific service duration shall align with project requirements.

3. Bidder Qualification Requirements
3.1 Qualification and Performance Criteria:
[1] Qualification Requirements: (1) The bidder must be a legally registered independent legal entity or other organization and provide valid supporting documents.
(2) The bidder must possess and provide a valid Class-A comprehensive engineering design qualification or Class-A power industry engineering design qualification certificate.

[3] Performance Requirements: From August 2020 to the bid submission deadline (based on contract signing date), the bidder must have at least two completed contracts for preliminary consulting services of 100MW or above wind power projects (including feasibility study report preparation). The bidder shall submit scanned copies of contracts and corresponding user certifications proving compliance with the tender’s performance criteria. Contract scans must include: stamped pages of both buyers and sellers, contract signing date, and key information pages related to performance requirements. User certifications must be stamped by the end-user, such as acceptance certificates, usage proofs, follow-up records, or other materials verifying project completion (if the contract party is not the end-user, end-user certifications obtained by the contract party are acceptable).

[5] Project Leader Qualifications: (1) The proposed project leader must hold and provide a valid associate senior or higher technical title certificate.
(2) The project leader must have experience as the lead in at least one 100MW or above wind power project’s preliminary consulting services (including feasibility study report preparation). The bidder shall submit contracts proving the project leader’s performance. If the contract does not specify the leader’s name, stamped supporting materials (e.g., acceptance certificates, user certifications, or appointment documents issued by the contract party—post-appointment submissions are invalid) must be provided, including project name, project leader, and company name.
(3) The bidder shall provide screenshots of the pension insurance payment certificates for the proposed project leader, showing continuous contributions made by the bidder for at least 3 months from June 2024 to the bid submission deadline (with the official seal of the social security authority).

[8] Other Requirements: The bidder must include a credit commitment letter and a service commitment letter in the bid documents, formatted and containing the content specified in the tender document template (refer to Chapter 6 - Bid Document Format - 8. 4. Obtaining Tender Documents
4.1 Any party interested in bidding must, before purchasing the documents, locate the "Ecological Collaboration Platform" icon at the bottom of the homepage of China Energy Investment Corporation (https://www.ceic.com), click the icon to access the platform, then select the "Material Procurement" icon to complete supplier registration with China Energy. Registered bidders should not re-register. 4.4 The selling price for each set of tender documents is 70 yuan per section (package) for Package 1, non-refundable. A technical data deposit of 0 yuan for Package 1 will be refunded upon returning the technical materials (no interest accrued).

6. Submission and Opening of Bid Documents
6.1 The deadline for bid document submission (the same hereinafter as the bid submission deadline) and the bid opening time is 14:00:00 on August 27, 2025 (Beijing Time). Bidders shall submit electronic bid documents through the "Guoneng e-Tender Bidder Business System" before the bid submission deadline. After successful bid opening, the Guoneng e-Tender Bidder Business System will encrypt the bid opening record sheet and the documents uploaded by the bidder in the "Bid Document Composition (Quotation Part)" of the bid document production tool, and simultaneously send the encrypted bid opening record sheet to the bidder for reference; After the completion of commercial (excluding quotation) and technical bid evaluations, the Guoneng e-Tender Bidder Business System will display the bid opening record sheet and bid quotation documents, and send a decryption key for the bidder to verify the bid opening information.

(2) During the publicity period of the successful bid candidates, the qualifications, performance, and relevant certificates (if any) of the proposed project manager/project leader/project leader (chief designer)/chief supervision engineer that meet the tender document requirements shall be publicly disclosed to the society.
(3) The performance required in the tender announcement but not publicly disclosed (supplementary disclosed performance shall be deemed as disclosed performance) will not be recognized during the bid evaluation stage.
