On July 31,Sibanye-Stillwater, together with the United Steelworkers union, has filed antidumping and countervailing duty petitions with the U.S. Department of Commerce and the International Trade Commission (ITC) against unwrought palladium imports from Russia.
The action seeks to protect the long-term viability of U.S. platinum group metals (PGM) supply, as Sibanye-Stillwater operates the only primary PGM mine in the U.S., located in Montana. The petitions are supported by 70% of U.S. palladium industry participants, including major recyclers.
The move follows a sharp decline in PGM prices since 2022, which has led to operational restructuring and financial strain for U.S. producers. Meanwhile, Russian palladium imports have surged, reportedly sold at below-market prices, raising concerns of unfair competition.
If successful, the case could result in new tariffs on Russian palladium within 5–7 months, with a final decision expected within 13 months.
CEO Neal Froneman stated, “Obtaining relief from dumped and subsidized Russian imports will give Sibanye-Stillwater, its employees, and the U.S. PGM industry an opportunity to compete on a more level playing field.”
