






To analyze the operational performance of the non-ferrous metals industry, identify issues and prominent contradictions in enterprises' production and business operations, and gather policy recommendations, a symposium on the operational performance of key enterprises in the non-ferrous metals industry for the first half of 2025 was held at the headquarters of the China Non-Ferrous Metals Industry Association (CNIA) on July 22. The symposium is a regular meeting of some key enterprises in the non-ferrous metals industry organized in accordance with the normalized working mechanism established between the Raw Materials Industry Department of the Ministry of Industry and Information Technology (MIIT) and the CNIA.
Chen Xuesen, member of the Standing Committee of the CPC Committee and Vice President of the CNIA, and relevant leaders from the Raw Materials Industry Department of the MIIT attended the meeting. Chen Xuesen chaired the meeting.
Representatives from Chalco, China Minmetals Corporation, China Nonferrous Metal Mining (Group) Co., Ltd., China National Gold Group Corporation, China Rare Earth Group Co., Ltd., Jinchuan Group Co., Ltd., Shaanxi Non-Ferrous Metals Holding Group Co., Ltd., Shandong Innovation Metal Technology Co., Ltd., Huludao Zinc Industry Co., Ltd., Jinlong Precision Copper Pipe & Tube Group Co., Ltd., Shanghai Futures Exchange, China Non-Ferrous Metals Fabrication Industry Association, China Tungsten Industry Association, and relevant personnel from the Recycling Branch, Silicon Branch, and Lithium Branch of the CNIA attended the symposium and delivered speeches. Representatives from participating enterprises, based on their own enterprises and combined with specific situations, exchanged views on production and operation, resource security, increasing reserves and production, and major project construction in the first half of 2025 and July. The meeting focused on analyzing emerging, indicative, and trending issues that currently affect the stable development of enterprises, particularly the impacts brought about by adjustments in tariff policies between China and the United States, as well as prominent difficulties, problems, and challenges encountered in enterprises' production and business operations. It made a preliminary assessment of the development trend for the whole year, and put forward practical and feasible suggestions based on the actual demands of enterprises. Combining the characteristics of each enterprise, it analyzed the causes and governance suggestions for issues such as "rat race" competition, etc. It looked ahead at the domestic and overseas business environment, and made predictions on the trends for Q3 and the whole year. Practical and actionable policy recommendations were proposed in response to the issues raised by enterprises.
In his concluding remarks, Chen Xuesen stated that the non-ferrous metals industry generally performed well in the first half of the year, demonstrating strong development resilience. However, the industry still faces issues and challenges such as resource security, overcapacity, and the control of the import and export of dual-use items. The CNIA will fully leverage its role in serving the government, the industry, and enterprises. In the next step, the CNIA will comprehensively organize and address the urgent, difficult, and concerning issues raised by enterprises, further strengthen interactions with the central government and relevant departments, and support the high-quality development of industry enterprises.
Relevant leaders from the Raw Material Industry Department of the Ministry of Industry and Information Technology fully affirmed the achievements made by the non-ferrous metals industry in H1 and provided preliminary responses to the questions raised by enterprise representatives on site. He stated that the Raw Material Industry Department of the Ministry of Industry and Information Technology had already commenced work on the issues raised by enterprises regarding capacity replacement and resource security, and would subsequently actively collaborate and communicate closely with relevant departments and the China Non-Ferrous Metals Industry Association to fully support the stable operation and high-quality development of the industry.
