Green Hydrogen Project Tracking - Tender for CNEEC's Integrated Green Hydrogen, Ammonia, and Methanol Project

Recently, a tender announcement was issued for the new energy and chemical operation and maintenance technical services of the China Energy Engineering Songyuan Hydrogen Energy Industrial Park (Integrated Green Hydrogen, Ammonia, and Methanol) Project.

According to the tender announcement, the China Energy Engineering Songyuan Hydrogen Energy Industrial Park (Integrated Green Hydrogen, Ammonia, and Methanol) Project is located within Songyuan City, Jilin Province. The new energy power supply site is situated in Qianguo County, Songyuan City, while the hydrogen, ammonia, and methanol chemical plant site is located within the Jilin Songyuan Petroleum and Chemical Industry Circular Economy Park.

Project scale: Construction of facilities for producing 45,000 mt of hydrogen per year through water electrolysis, 200,000 mt of synthetic ammonia per year, and 20,000 mt of synthetic methanol per year, along with supporting infrastructure for 800MW of wind and solar power (750MW of wind power and 50MW/60MWp of PV power), two 220kV booster stations, one 220kV step-down station, 220kV interconnection lines and transmission lines, and electrochemical energy storage systems.

The scope of this tender includes the full-scope operation and maintenance of new energy power stations, excluding the maintenance and repair of wind turbines. This encompasses, but is not limited to, the production and operation management, maintenance and repair management, equipment and material management, quality, safety, and environmental management, data and archive management, and other administrative tasks for all systems, equipment, and facilities at the project's booster stations, transmission lines, and box-type transformers. The operation and maintenance services for the new energy power stations shall be carried out in accordance with national and industry standards, as well as relevant regulations on power production management and safety management. This includes assisting the project owner in external relationship coordination, power marketing, insurance claims, and other related tasks.

Service period: The operation and maintenance service period shall run from October 31, 2025, to September 30, 2026, with a total service duration of one year.

Tender Announcement for New Energy and Chemical Operation and Maintenance Technical Services of the China Energy Engineering Songyuan Hydrogen Energy Industrial Park (Integrated Green Hydrogen, Ammonia, and Methanol) Project

1. Tender conditions

The China Energy Engineering Songyuan Hydrogen Energy Industrial Park (Integrated Green Hydrogen, Ammonia, and Methanol) Project has obtained the necessary approvals/registrations. The project construction unit is Energy Construction Green Hydrogen, Ammonia, and New Energy (Songyuan) Co., Ltd. (hereinafter referred to as the bid inviter). The construction funds are sourced from enterprise self-financing and bank loans, with 20% of the funds coming from enterprise self-financed capital and 80% from bank loan financing. The project is now ready for tendering, and a post-qualification open tender is being conducted for the project's operation, maintenance, repair, safety production management, and other related technical service matters.

2. Project overview and tender scope

2.1 Project overview:

(1) Project location: The project is located within Songyuan City, Jilin Province. The new energy power supply site is situated in Qianguo County, Songyuan City, while the hydrogen, ammonia, and methanol chemical plant site is located within the Jilin Songyuan Petroleum and Chemical Industry Circular Economy Park.

(2) Project scale:

Construction of facilities for producing 45,000 mt of hydrogen per year through water electrolysis, 200,000 mt of synthetic ammonia per year, and 20,000 mt of synthetic methanol per year, along with supporting infrastructure for 800MW of wind and solar power (750MW of wind power and 50MW/60MWp of PV power), two 220kV booster stations, one 220kV step-down station, 220kV interconnection lines and transmission lines, and electrochemical energy storage systems.

Service Period:

The operation and maintenance service period shall be from October 31, 2025 to September 30, 2026, with a service period of one year (the specific start date shall be subject to the written notice of the Employer).

2.2 Scope of Tender:

2.2.1 New Energy Operation and Maintenance Section

2.2.1.1 Overview of New Energy Projects

The project is located in Qianguo County, Songyuan City, Jilin Province. The main terrain and landform of the project area are alluvial plains, with flat and open terrain. The project includes the construction of 800MW of wind and solar power new energy (160MW of wind power is for grid-connected power generation projects, while 590MW of wind power and 50MW of PV are for self-consumption power generation projects), two 220kV booster stations (A and B), with a distance of 50km between the two booster stations. The scope of this tender includes the full-scope operation and maintenance of new energy power stations, excluding the maintenance and repair of wind turbines, including but not limited to the production and operation management, maintenance and repair management, equipment and facility and material management, quality, safety, and environmental management, data and archive management, and other management work for all systems, equipment, and facilities of the project's booster stations, lines, and box-type transformers. The operation and maintenance services for new energy power stations shall be carried out in accordance with relevant national and industry standards, power production management, and safety management regulations, including assisting the owner in external relationship coordination, power marketing, insurance claims, etc. The specific project details are as follows:

(I) 160MW Grid-Connected Wind Power Project

17 sets of 7.6MW wind turbine generators and 4 sets of 7.7MW wind turbine generators, 21 box-type transformers, 1 set of 170MW main transformer, 1 set of 30Mvar SVG, and 1 set of 30Mvar synchronous condenser. The project is connected to the 220kV booster station through seven 35kV collector lines, with a cable length of 53.3km for the collector lines, and the farthest wind turbine is 10km away from the booster station. It is connected to the 220kV side of the Xingyuan Substation at the opposite end through one 220kV line, with a total of 94 steel towers and a transmission line length of 35.2km.

(II) 590MW Wind Power and 50MW PV are Self-Consumption Power Generation Projects

32 sets of 7.5MW wind turbine generators, 42 sets of 7.6MW wind turbine generators, and 4 sets of 7.7MW wind turbine generators, 50MW of PV, 93 box-type transformers (78 for wind turbines and 15 for PV), 4 sets of 170MW main transformers, 5 sets of SVG (with capacities of 1 set of 15Mvar, 1 set of 25Mvar, 1 set of 30Mvar, and 2 sets of 40Mvar), 1 set of 50MVar synchronous condenser, and 50MW/50MWh LFP electrochemical energy storage. The project is connected to the 220kV booster station through 32 35kV collector lines, with a cable length of 641km for the collector lines. The farthest wind turbine is 40km away from the booster station, and the PV is 30km away from the booster station, covering an area of 114 hectares. It is connected to the step-down transformer of the Songyuan Hydrogen Energy Industrial Park through two 220kV lines, with 169 steel towers and a transmission line length of 58.4km.

2.2.1.2 Overview of the Self-Consumption Power Transmission Line for New Energy in the 220kV Hydrogen Energy Industrial Park

The project site for the line engineering is located in Qianguo County, Songyuan City, Jilin Province. The terrain and landform are alluvial and lake-swamp plain areas, with relatively flat and open terrain. The scope of this tender includes the maintenance, preservation, and transportation management of the 220kV power transmission line and its associated power facilities. This includes, but is not limited to, the maintenance and management of the power transmission line, inspection and maintenance of the tower foundations; maintenance of the auxiliary equipment of the power transmission line, such as the signs for the overhead power line name, tower number, phase sign, optical cable sign, and warning sign; comprehensive inspection of the power transmission line according to the specified cycle; timely inspection to determine the location and cause of faults when they occur on the power transmission line; detection, maintenance, and repair of the grounding system; regular detection work such as infrared temperature testing, grounding resistance testing, tower latitude and longitude measurement, and cross-span measurement; establishment of a technical account for the power transmission line, recording basic information of the line, equipment parameters, operation and maintenance records, inspection and test reports, and other data.

Specific project overview: The 590MW wind power + 50MW PV self-consumption new energy power generation project converges at the step-up substation B and is connected to the step-down substation of the hydrogen energy industrial park through a 220kV power transmission line. The newly built line is approximately 58.4km in length, with 169 steel towers and a conductor cross-section of 2×400mm².

2.2.2 Step-down Substation on the Chemical Side

2.2.2.1 Overview of the Step-down Substation

A new 220kV step-down substation has been built in the China Energy Construction Hydrogen Energy Industrial Park to provide electrical energy for the park. The main incoming lines are the double-circuit 220kV power transmission lines from Songyuan Substation to the China Energy Construction Hydrogen Energy Industrial Park and the double-circuit 220kV power transmission lines from step-up substation B (self-provided new energy power station) to the China Energy Construction Hydrogen Energy Industrial Park; the outgoing lines are four 35kV power transmission lines. The main electrical equipment of the step-down substation includes two 240/120-120MVA double-split winding main transformers, two 220kV busbars, and one set of 220kV indoor power distribution equipment GIS (with a total of 7 bays, divided into outgoing line bays A, B, C, D, #1 and #2 main transformer incoming line bays, busbar coupling bay, busbar PT and lightning arrester bay); the auxiliary electrical equipment includes network relay protection room equipment, low-voltage power distribution room equipment, battery room equipment, etc.; other auxiliary facilities include a traveling crane (14mt), deluge valve room, communication machine room, fire-fighting facilities, etc.

2.2.2.2 Operation and Maintenance Content of the Step-down Substation

Responsible for completing the daily operation, inspection, parameter adjustment, isolation and locking, parameter recording, monitoring, switching, power management, operation recording, management and operation of grid-related equipment, management and monitoring of Party B within the area, and other work assigned by Party A, including the cleaning of the hygiene within all responsible areas and the equipment, ensuring the technical and quality management of the entire process of stable equipment operation, formulating relevant management systems and revising procedures and other technical service work, and ensuring the safe and stable operation of the electrical equipment at Party A's site.

2.2.3 Electrical Part in the Chemical Area

2.2.3.1 Scope of Operation and Maintenance

The operation, patrol inspection, sanitation cleaning, isolation, switching operations, emergency handling, equipment fault analysis, and application for power grid operation commands for grid-connected equipment, etc., of all electrical-related high and low voltage power distribution equipment and electrical equipment within the power supply areas of seven power distribution stations in the chemical area shall be the responsibility of the operation unit. This includes all electrical equipment and auxiliary equipment with a voltage greater than or equal to 220V. Specific equipment includes, but is not limited to: high voltage switchgear, low voltage switchgear, distribution boxes, motors, GIS, cables, bridges, overhead lines, capacitor banks, grounding transformers, heaters, lighting, electric tracing systems, air conditioners, frequency converters, transformers, hydrogen production power supplies, integrated protectors, distribution device control systems, secondary system protection systems for substations, all equipment in step-down stations, power management and control systems, grid-connected equipment, communication equipment, and all other equipment within the substation, including UPS, DC panels, integrated control systems, the electrical part of the fire protection system, grounding, lightning protection, fast switching devices, office electricity, maintenance electricity, and related auxiliary equipment (such as temperature measurement, power quality monitoring, fault recording, electricity meters, etc.). The daily tools for operation personnel, including but not limited to: maintenance tools (wrenches, screwdrivers, pliers, knives, scissors, etc.), detection tools (multimeters, clamp meters, test pens, megohmmeters, infrared thermometers), flashlights, walkie-talkies, etc., shall be the responsibility of the operation and maintenance unit.

2.2.3.2 Content of Maintenance Services

Responsible for the management of operation work involved in Party A's project and completing fault handling at various stages. Responsible for (including but not limited to) completing daily operation and patrol inspection of electrical equipment, parameter adjustment, isolation and locking, parameter recording, supervision, switching, electricity management, operation recording, contractor management and supervision within the area, as well as other tasks assigned by leaders. This also includes sanitation cleaning within the responsible area and for equipment, ensuring the full-process technical and quality management for stable equipment operation, formulating relevant management systems and revising procedures, and other technical service work to ensure the safe and stable operation of electrical equipment at Party A's site.

2.2.4 Utility System

2.2.4.1 Scope of Operation and Maintenance

The utility system includes, but is not limited to, the desalted water system (including condensed water purification), circulating water system (including self-supplied circulating water for air separation), fire water system, domestic water system (water supply and drainage, various pools, including integrated pump stations), industrial water system (water supply and drainage, various pools), emergency water pool, rainwater pool, natural gas system, steam system, refrigeration station, and heating system, etc. It also includes the public pipelines (public pipe corridors) delivered to various device areas. For details on the battery limit, please refer to Appendix I.

2.2.4.2 Maintenance Service Content

Utility System Part: Comply with and implement Party A's work arrangements, including but not limited to preparing and revising technical documents, operating procedures, daily production reports, monthly reports, annual summaries, ledgers, plans, etc. Inspect and confirm the on-site process production situation, and propose rectification opinions. Check the handling and implementation results of rectifications for issues discovered during production and operation. Be responsible for safety assurance services within the scope of responsibilities during startup, shutdown, and operation. Be responsible for providing necessary technical services to Party A and resolving technical issues that arise during startup, shutdown, and operation. Be responsible for assisting Party A in carrying out necessary technical and safety training as required by Party A. Assign safety management personnel to carry out on-site production safety management services. Be responsible for technical services such as monitoring the central control DCS of Party A's utility system, startup and shutdown operations, and production load adjustments. Be responsible for daily operation and other services of unit devices such as pumps and static equipment. Be responsible for services such as daily on-site inspections, operation supervision, production adjustments, and abnormal situation handling for each of Party A's devices. Assist Party A in daily laboratory analysis and sampling work, and be responsible for the dosing, acid cleaning, and pre-coating work of the self-supplied circulating water in the air separation unit.

3. Bidder Qualification Requirements

3.1 The bidder shall be an enterprise registered in the People's Republic of China in accordance with the "Company Law of the People's Republic of China", with independent legal person status and being a legitimate taxpayer.

3.2 The bidder shall possess a Level III or above qualification for the Power Installation (Repair, Testing) Power Facility License or a Level II or above qualification for the General Contracting of Petrochemical Construction.

3.3 The bidder shall have at least two operation and maintenance achievements in domestic projects that have been completed since January 1, 2021 (based on the contract signing date) in thermal power plants with a capacity of 600MW or above, wind power stations with a capacity of 150MW or above, PV power stations with a capacity of 350MW or above, or chemical production and manufacturing industries (contract proof documents are required). The achievements shall be domestic projects that have been completed, based on the contract signing date. The bidder must provide scanned copies of contracts that can prove the performance requirements of this tender. The scanned copies of the contracts must include at least the following information: the pages with the seals of both parties, the signing date, valid contact person and phone number, the scope and content of the contract, and key technical parameters.

3.4 The bidder shall possess a valid Work Safety License issued by the relevant administrative department and must pass the ISO triple system certification (including ISO9001 Quality Management System, ISO14001 Environmental Management System, and ISO45001 Occupational Health and Safety Management System).

3.5 The bidder must be a general VAT taxpayer capable of issuing compliant VAT special invoices. In the past three years (from 2021 to the present), the bidder's financial and credit status has been good, with no property under receivership or freezing, or losses leading to bankruptcy.

3.6 Bidders shall not have engaged in any fraudulent bid winning, serious breach of contract, major engineering quality or safety issues, or had any contract terminated due to their own reasons in the past three years (from 2021 to the present). They shall not have been disqualified from bidding by the government or the owner due to illegal or seriously irregular practices such as bid rigging, fraud, bribery, price driving down, or falsification (bidders shall not be on the blacklist of China Energy Engineering Corporation Limited and China Energy Engineering Hydrogen Energy Co., Ltd.).

3.7 Method of bidder qualification review: post-qualification review.

3.8 Consortium bidding is not accepted for this tender.

4. Acquisition of Tender Documents

4.1 Registration time: from 16:00 on July 7, 2025, to 9:00 on July 14, 2025.

4.2 Selling price of tender documents: RMB 800 yuan per set, non-refundable after sale.

4.5 The registration procedure on the China Energy Engineering Platform is as follows:

(1) For bidders who already have an account on the China Energy Engineering Electronic Procurement Platform, please directly log in to your account at https://ec.ceec.net.cn/bidSupplierLogin.aspx, click on the tender announcement on the left, find the project you wish to bid for on the right, and then click on "Acknowledge the Announcement" and "Register to Participate" to complete the registration. During the stage of purchasing the tender documents, it is sufficient for the platform to display "Pending Qualification Review". A unified review will be conducted after the registration period ends.

(2) For bidders who do not have an account on the China Energy Engineering Electronic Procurement Platform, please fill out the participation registration form at the bottom of the tender announcement page for this tender project on the China Energy Engineering Electronic Procurement Platform (http://ec.ceec.net.cn) to register. The system will automatically generate a supplier code (which is also the login account for the China Energy Engineering Electronic Procurement Platform) and a login password.

7. Other Announcement Contents

7.1 Special Notes:

(1) Within 15 minutes after the bid opening time and the bidding deadline, bidders must log in to the China Energy Construction Electronic Procurement Platform to sign in and decrypt their bidding documents by themselves. If a bidder fails to sign in and decrypt the bidding documents within 15 minutes, the consequences (inability to decrypt the bidding documents) shall be borne by the bidder.

(2) During the use of the China Energy Construction Electronic Procurement Platform, if multiple bidders use the same computer equipment or IP address to download tender documents or upload bidding documents, their bids will be rejected. The time interval from downloading the tender documents to uploading the bidding documents by the supplier shall be no less than 1 hour.

7.2 Except for reasons attributable to the bid inviter, once the tender documents are sold, no refund will be made. The bid inviter does not provide paper tender documents. The bid inviter will send the electronic invoice for the purchase of the tender documents to the bidders who have purchased the tender documents by email as soon as possible.

7.3 Suppliers on the China Energy Construction Electronic Procurement Platform shall comply with the relevant management regulations of the platform, pay relevant fees, and those who fail to pay on time will have their relevant services suspended.
