Green Hydrogen Project Tracking — Sepurex Wins Bid for Huaneng Qingneng Coal Chemical Industry Company's Project on Increasing Methanol Production by Recycling Hydrogen from Synthetic Purge Gas (EPC General Contracting)

Recently, the winning bid result for the EPC project of hydrogen production increase from synthetic purge gas recycling for methanol production by Qingneng Coal Chemical Engineering Company under Huating Coal Industry Company, Huaneng Coal Industry Corporation, was announced.

According to the announcement, the bid winner is Chengdu Sepurex Technology Co., Ltd., with a bid price of 11 million yuan.

According to the tender announcement, the construction site of the EPC project of hydrogen production increase from synthetic purge gas recycling for methanol production by Qingneng Coal Chemical Engineering Company under Huating Coal Industry Company, Huaneng Coal Industry Corporation, is located in the factory area of Huating Huamei Qingneng Coal Chemical Engineering Co., Ltd.

The EPC project of hydrogen production increase from synthetic purge gas recycling for methanol production by Qingneng Coal Chemical Engineering Co., Ltd., aims to recover and purify hydrogen from the non-permeate gas (5000 Nm³/h, with a hydrogen content of 58.9%) in the synthetic purge gas for methanol production or to sell the hydrogen product externally. It is proposed to install a set of PSA hydrogen extraction unit before the non-permeate gas pressure reducing valve of the methanol synthesis hydrogen recovery unit to recover and purify the hydrogen from the non-permeate gas, obtaining product hydrogen (hydrogen purity: ≥99.999%, hydrogen recovery rate ≥75%) which will be returned to the methanol synthesis loop to continue participating in the methanol synthesis reaction or directly sold as a product (with only pipeline outlets reserved), effectively saving synthesis gas and reducing process gas waste. Considering the current market demand for high-purity hydrogen, the solution is required to meet the production of high-purity hydrogen while also being capable of operating at a reduced hydrogen purity in the product gas to increase hydrogen yield and improve the economic benefits of hydrogen returning to the methanol unit for production increase. Under the configuration of the original technical solution, to ensure the lifespan of the adsorbent and the stability of the adsorbent bed layer during the pressure equalization process, the hydrogen purity can be controlled at 99.9% (vol), with a corresponding hydrogen yield of no less than 83%.

Tender scope: This project includes, but is not limited to, engineering construction design, procurement of equipment and materials, construction of buildings and structures, engineering installation, commissioning of equipment and units, performance assessment, acceptance, commissioning, upgrading and rectification of standards and specifications, rectification of opinions from professional acceptance of engineering, as well as all renovation, interface (connection), demolition, and restoration work related to the existing units, equipment, and pipelines of Qingneng Coal Chemical Engineering Company.

Planned construction period: The contract performance period is 2 years. Within 300 calendar days from the date of the bid inviter's written notice after the contract signing (the construction period shall be extended accordingly if affected by factors of the bid inviter), the bidder shall complete the project renovation construction and deliver it in a qualified manner. The detailed construction period is as follows: Within 7 calendar days after the contract signing, the bidder shall dispatch professionals to the bid inviter's location for on-site actual survey and measurement; based on the list of materials provided by the bidder, the bid inviter shall submit relevant process and equipment basic information within 7 days, and the bidder shall complete the basic design (preliminary design) of the project (EPC) within 7 calendar days and pass expert review, and complete the detailed design (including professional construction drawings such as general design, architecture, structure, process pipeline, equipment, electrical, automation, and fire protection) within 20 calendar days; after the drawings are approved, the bidder shall complete the procurement, supply, and acceptance of all equipment and materials within 180 calendar days, and simultaneously complete the preparation, approval of the project construction renovation plan, and the demolition of existing equipment and pipelines as well as new civil construction work; after all materials arrive, the bidder shall complete all construction renovations involved in this project within 60 calendar days, and complete the commissioning and completion acceptance work within 19 calendar days after the renovation is completed.

This project accepts bids from consortia. For consortium bidding, the number of consortium members shall not exceed 2. All parties of the consortium shall sign a joint bidding agreement (which must be stamped by all parties of the consortium), clearly stipulating the work and responsibilities to be undertaken by each party, and submit the joint bidding agreement along with the bidding documents to the bid inviter. The engineering design unit of the consortium shall act as the bidding entity (the leading party), and no party of the consortium shall participate in the bidding for this project independently or form a new consortium.
