On July 8, the Development and Reform Commission of Chayouzhongqi released the Implementation Plan for Major Project Planning Actions in Chayouzhongqi.

The document states that driven by the dual core of "equipment renewal + chain breakthrough," it will focus on three main directions for project planning: wind power, PV, and ESS and hydrogen energy equipment. Leveraging the advantages of wind energy resources, it will prioritize the manufacturing of core components such as wind turbines, generators, and main bearings, and extend the entire industry chain for wind power assembly. It will plan projects for new energy charging facilities and high-end components, strengthening industrial synergy. It will create an integrated equipment cluster for "wind, solar, hydrogen, and storage + high-end manufacturing." It will achieve integrated development of renewable energy and hydrogen production, ensuring a stable supply of green hydrogen. In the future, with the improvement of infrastructure such as hydrogen transmission pipelines, it is expected to further expand green hydrogen capacity and become an important hydrogen energy supply base for regions including the Beijing-Tianjin-Hebei area. The total investment for planned and reserved projects during the "15th Five-Year Plan" period is 5 billion yuan.

Implementation Plan for Major Project Planning Actions in Chayouzhongqi

To comprehensively implement the major project planning actions of the autonomous region, and in accordance with the work requirements of the Implementation Plan for Major Project Planning Actions in Ulanqab City, the Implementation Plan for Major Project Planning Actions in Chayouzhongqi is hereby formulated.

I. Work Objectives

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and deeply implementing the spirit of the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee, as well as the important instructions of General Secretary Xi Jinping on Inner Mongolia, with the main line of forging a strong sense of community for the Chinese nation and centered on the spirit of the Central, autonomous region, and municipal economic work conferences, we will closely monitor strategic orientations, industrial layouts, and policy directions to further implement and yield results from a series of policies, including the Opinions of the State Council on Promoting High-Quality Development in Inner Mongolia and Striving to Write a New Chapter in Chinese-Style Modernization, and the policy implementation project. We will plan high-quality major project reserves for the entire banner, continuously enhancing the precision and effectiveness of project planning. In 2025, we will implement 10 major projects with government investments of 50 million yuan and enterprise investments of over 100 million yuan each, with a planned total investment of 2.63 billion yuan. We will plan and reserve various major projects for the "15th Five-Year Plan" period, with a total investment of 30-40 billion yuan, thereby effectively ensuring steady growth in fixed asset investment.

The planning of high-quality projects needs to be based on national strategic needs, regional development characteristics, and the direction of industrial transformation and upgrading to achieve coordinated development of the economy, society, and environment.

1. Adhere to planning guidance and align with national strategies. Project planning should be closely integrated with national and local medium and long-term development plans, focusing on key areas and emphasizing innovation-driven development. Ensure a smooth transition between the 14th Five-Year Plan and the 15th Five-Year Plan. Focus on the implementation of major national strategies and the building up of security capacity in key areas ("two major").

2. Strengthen project reserves and enhance project maturity. Establish a project reserve pool that is "implementable in the near term, has reserves for the long term, and can be updated regularly" to ensure the systematic and forward-looking nature of project planning. Through preliminary research and demonstration, improve project maturity and feasibility, avoiding low-level redundant construction and overinvestment.

3. Promote collaborative efforts and strengthen factor guarantees. Strengthen the collaborative cooperation among government departments, enterprises, financial institutions, and social capital to form a joint force. At the same time, emphasize factor guarantees, including land, funds, talents, etc., to provide a solid foundation for project implementation.

4. Delve deep into policy dividends and plan characteristic projects based on resource endowments. Based on local resource advantages, closely adhere to Inner Mongolia's requirements such as "building a solid ecological security barrier" and "promoting the digital transformation of industries," highlighting the green and intelligent orientation of project planning.

II. Scientifically Plan Projects Around Key Areas

1. New Energy Industry. Promote the coupled development of "green electricity + industry" to continuously strengthen industrial support. Actively promote clean energy projects such as the flexibility transformation of thermal power plants, the "Wind Power in Thousands of Villages" pilot project, and PV assistance projects. In 2025, focus on constructing three projects: the Fengdian Energy Company's Chayouzhongqi Linggai New Energy Project, the Huadian Thermal Power Flexibility Transformation Chayouzhongqi 278,000 kW Wind Power Project, and the Chayouzhongqi 34,350 kW PV Assistance Project, with an annual planned investment of 2.44 billion yuan. The total planned investment for reserve projects during the 15th Five-Year Plan period reaches 12 billion yuan. 2. Green Ferroalloy Industry. Through policy guidance, technological innovation, and industrial integration, vigorously promote key energy-consuming enterprises to increase the proportion of renewable energy use, gradually increasing the proportion of green electricity use through power market transactions, market-based consumption of new energy, and purchasing green electricity certificates. Achieve the transformation of the ferroalloy industry from "high energy consumption and high pollution" to "high intelligence and greenness." In 2025, focus on implementing two projects: the ferroalloy and residual gas power generation project of Inner Mongolia Qinyuan Alloy Technology Co., Ltd., and the 284,000 mt/year manganese-silicon alloy project of Baite Metallurgical Building Materials Co., Ltd., with an annual planned investment of 45 million yuan. At the same time, ensure the green energy allocation for Qinyuan and Baite. The total planned investment for reserve projects during the 15th Five-Year Plan period reaches 8 billion yuan. 3. Digital Industry. Actively promote the development of the digital industry by deploying areas such as new energy digitization, smart agriculture, and industrial internet. Combining local resource advantages and policy support, and relying on abundant wind and solar resources, we will fully leverage the cool climate characteristics of our banner to proactively deploy and scientifically plan the development needs of the big data industry. In the future, the focus of attracting projects will center around big data, cloud computing, artificial intelligence, etc. The total investment in planned and reserved projects during the "15th Five-Year Plan" period is expected to reach 1.5 billion yuan. 4. Modern Green Agriculture and Animal Husbandry Industry. Centering around advantageous and characteristic industries such as potatoes, beef cattle, mutton, oats, quinoa, dairy, vegetables, and fresh corn, we will focus on planning standardized planting and breeding, enhancing the influence of "Hometown of Carrots" and "Hometown of Oats," and accelerating the full completion and operation of the Jingyigen Potato Alum-Free Fresh Vermicelli Production Project. We will complete the three-story constant temperature warehouse, systematically advance the construction of the Sainong Frozen French Fries and Corn Deep Processing and Cold Chain Logistics Infrastructure Project, and improve the local processing and conversion rate of agricultural and livestock products, taking solid steps in the construction of a national important production base for agricultural and livestock products. In 2025, we will focus on implementing the Sainong Agricultural Development Co., Ltd. Frozen French Fries and Corn Agricultural Product Deep Processing Construction Project in Inner Mongolia, with an annual planned investment of 58 million yuan. The total investment in planned and reserved projects during the "15th Five-Year Plan" period is expected to reach 1 billion yuan. 5. Infrastructure Construction. In urban construction, focusing on enhancing urban functionality, quality, and vitality, we will prioritize the construction of urban gas supply, water supply, drainage, heating, gas pipelines, and supporting facilities to ensure urban public safety. We will accelerate urban renewal initiatives, focusing on the renovation of old urban residential communities and the updating of old elevators in residential buildings, and constructing affordable housing projects. In 2025, we will implement two projects: the Warmth Project and the new construction of a 2*70MW circulating fluidized bed hot water boiler project (east and west district heat source plants) for the centralized heating project in Kebuer Town, with an annual planned investment of 100 million yuan. The total investment in planned and reserved projects during the "15th Five-Year Plan" period is expected to reach 1.4 billion yuan. In water conservancy, for disaster prevention and mitigation, it is necessary to continuously improve flood control standards to better safeguard people's lives and property. In transportation, six new rural roads totaling 42.7 kilometers will be constructed, with a total investment of 60 million yuan. The total investment in planned and reserved projects during the "15th Five-Year Plan" period is expected to reach 600 million yuan. 6. Modern Service Industry. In commerce and logistics, we will guide key businesses to enhance their service capacity. In 2025, we will implement two projects: the construction of the Huitengxile Tourist Scenic Area Visitor Center and the construction of the raw material and finished product warehouse project of Inner Mongolia Baite Metallurgical and Building Materials Co., Ltd., with an annual planned investment of 37 million yuan. The total investment in planned and reserved projects for the "15th Five-Year Plan" period is expected to reach RMB 2.3 billion. 7. Cultural and tourism industry. Strengthen and expand the cultural and tourism pillar industry. In conjunction with the formulation of the "Grassland Tourism Plan for Ulanqab City", plan incremental key projects in the low-altitude economy and other areas during the "15th Five-Year Plan" period. Enhance the connotation of Huanghuagou Scenic Area in line with the "program of large-scale equipment upgrades and consumer goods trade-ins" policy. Fully complete the construction of the South and North Tourist Distribution Centers in Huitengxile Scenic Area. Actively promote the landing and construction of the Qingdao Film Academy Film Base project. Expand winter ice and snow tourism, and promote the characteristic, branded, and standardized development of the homestay industry. Optimize specialty catering and transportation capacity to drive the transformation of the "food, accommodation, transportation, travel, shopping, and entertainment" consumption model to the "commerce, health, education, leisure, adventure, and emotion" consumption model. Improve infrastructure, enhance service quality, and urban civilization to increase tourists' sense of experience and satisfaction. 8. Modern equipment manufacturing industry. Driven by the dual cores of "equipment renewal + chain breakthrough", focus on the three main directions of wind power, PV, energy storage, and hydrogen energy equipment for project planning. Relying on the advantages of wind energy resources, focus on the manufacturing of core components such as wind turbines, generators, and main bearings, and extend the entire industry chain of wind power assembly. Plan projects for new energy charging facilities and high-end parts, and strengthen industrial synergy. Build an integrated equipment cluster of "wind, solar, hydrogen, and storage + high-end manufacturing". Achieve the integrated development of renewable energy and hydrogen production, ensuring a stable supply of green hydrogen. In the future, with the improvement of infrastructure such as hydrogen transmission pipelines, it is expected to further expand green hydrogen production capacity and become an important hydrogen energy supply base for regions such as Beijing-Tianjin-Hebei. The total investment in planned and reserved projects for the "15th Five-Year Plan" period is expected to reach RMB 5 billion. 9. Green and low-carbon. With the fundamental purpose of building an important ecological security barrier in northern China, comprehensively strengthen environmental pollution prevention and control, systematically plan and implement air, water, and soil pollution prevention and control projects, increase ecological restoration efforts for abandoned mines, and plan a batch of ecological protection and restoration projects. Resolutely win the battle of the "Three-Norths" Shelterbelt Program and complete the construction tasks of ecological forests and grasslands. Make full use of the advantages of renewable resources to build a zero-carbon park integrating green energy production, green industry development, and green technology innovation, injecting new impetus into the sustainable development of the regional economy. Plan and reserve projects around the demonstration and application of advanced technologies for carbon peaking and carbon neutrality, energy conservation and carbon reduction in key industries and fields, and the renewal and transformation of energy-using equipment. Plan projects around the construction of recycling systems, remanufacturing, recycling resource processing and utilization, and comprehensive utilization of solid waste. The total investment in projects planned and reserved for the "15th Five-Year Plan" period is 700 million yuan. 10. Basic public services. Aiming to enhance the people's "sense of gain, happiness, and security," we will focus on areas such as childcare, education, income for the elderly, medical care, elderly care, housing, and support for the vulnerable. We will closely monitor the policy directions and investment trends of various special funds at the national and autonomous region levels, and focus on high-quality planning and reserving a batch of boutique projects in directions such as infrastructure construction projects for strengthening education and the construction of public training bases. Meanwhile, we will seize the opportunity and window period of the national "implement major national strategies and build up security capacity in key areas" and "program of large-scale equipment upgrades and consumer goods trade-ins" policies, actively promote equipment renewal in the fields of education, medical and health care, culture, and tourism, steadily enhance public security capabilities and levels, continuously meet multi-level public service demands, and build high-level government affairs informationization projects. The total investment in projects planned and reserved for the "15th Five-Year Plan" period is 200 million yuan. III. Work Measures

(1) Optimize processes and improve efficiency. Optimize the approval processes for project initiation, land use, forest use, grassland use, water use, cultural relics, environmental impact assessments, energy conservation reviews, construction permits, etc., and establish and improve green service channels such as the first-inquiry responsibility system, assistance and agency services, notification and commitment systems, acceptance with missing documents, parallel processing, time-limited completion, and early technical reviews. Establish a ledger for major projects, clarifying the procedures and deadlines for completing preliminary formalities. Strive to achieve a completion rate of over 90% for preliminary formalities of newly-built major projects by the end of March, laying the foundation for project resumption and commencement.

(2) Utilize mechanisms effectively and remove bottlenecks. Make full use of work mechanisms such as regular scheduling and special studies, supported by project ledgers, and led by banner-level leaders in charge, to increase efforts to ensure various elements for project resumption and commencement, and help resolve bottlenecks and difficulties in project funding, land use, water use, and electricity use. Strengthen communication with project investment entities or project units, formulate targeted solutions, and strive to promote the early commencement of projects. Focus on promoting the resumption and commencement rate of major projects in the entire region to reach over 90% by the end of March, and achieve "full resumption and commencement" in the first half of the year.

(3) Strengthen guidance and ensure comprehensive statistics. Departments will take the initiative to visit and provide front-line services, urging project units to accelerate construction progress, striving to form more physical workloads, and meeting the conditions for inclusion in statistics as soon as possible. The statistics department will strengthen guidance and services for project units, promptly organize and improve the documents required for inclusion in statistics, avoiding situations where projects fail to pass reviews due to unqualified application materials, and providing more support for the growth of fixed asset investment throughout the year.
