Green Hydrogen Project Tracking - Tender | Tender for Technical Services of China Energy Engineering Group's Green Methanol Project, Including Hydrogen Production from 9,163 mt/year Electrolyzers

Hydrogen Energy News has learned that a tender announcement for general technical services in the chemical engineering sector has been issued for Phase I of the Shuangyashan Integrated Project for Green Methanol and Green Aviation Kerosene Production from Biomass.

According to the tender announcement, the Shuangyashan Integrated Project for Green Methanol and Green Aviation Kerosene Production from Biomass (hereinafter referred to as the Shuangyashan Project) is located within the jurisdiction of Shuangyashan City, Heilongjiang Province. It is planned to establish a production site for million-ton-level green methanol and green aviation kerosene, with the project being constructed in two phases. Phase I involves an annual production capacity of 100,000 mt of green aviation kerosene and 800,000 mt of biomass briquettes per year, including the construction of one green aviation kerosene factory, four biomass pretreatment factories, 348MW of new energy power generation (off-grid portion), and the simultaneous construction of 100MW of wind power generation (grid-connected portion) (subject to final grid connection approval), a PV power station (subject to final grid connection approval), a hydrogen production station via water electrolysis, and corresponding utility engineering systems.

This project specifically utilizes the abundant new energy resources and agricultural straw in Shuangyashan City for green development and utilization. The project outputs include green hydrogen, biomass briquettes, and green aviation kerosene.

The main construction contents are as follows:

(1) Centralized new energy portion (for self-use): With an installed capacity of 320MW, including 280MW of centralized wind power and 40MW/50.71872MWp of centralized PV, synchronized with the configuration of 64MW/64MWh of electrochemical energy storage for power supply to the chemical engineering factory;

(2) Distributed new energy portion (for self-use): With an installed capacity of 28.252MW, including 4*6.7MW of distributed wind power and 4*0.363MW of distributed PV for biomass pretreatment factories, synchronized with the configuration of 2.7MW/5.4MWh of electrochemical energy storage;

(3) Biomass pretreatment factory portion: It is planned to construct biomass pellet factories with an annual production capacity of 200,000 mt each at four locations: Wujiuqi Farm, Baoqing County, Jixian County, and Fujin City, totaling an annual production of 800,000 mt of biomass pellets;

(4) Synthetic green aviation kerosene factory portion: The synthetic aviation kerosene plant has a capacity of 100,000 mt/year, including 9,163 mt/year of hydrogen production via electrolyzers, 800,000 mt/year of biomass gasification units, and 100,000 mt/year of synthetic aviation kerosene units;

(5) Centralized new energy portion (grid-connected portion): Includes 100MW of centralized wind power, synchronized with the configuration of 10MW/20MWh of electrochemical energy storage.

Service Period:

General management and technical services: From the effective date of the contract, responsible for the general management and technical services throughout the entire project construction process, starting from the selection of process technology, through the preparation of process packages, overall design, basic engineering design, detailed engineering design, commissioning, startup, performance assessment, until the completion and acceptance of the project, and completing all agreed-upon work within the scope of the contract.

Overall Design: From the effective date of the contract until the completion of all work related to the overall design of the project (tentatively set within 4 months after contract signing and within 1 month after the preparation of the process package documents) and the completion of all agreed work within the scope of the contract.

Basic Design: From the effective date of the contract until the completion of all work related to the basic design of the project (tentatively set within 3 months after the completion of the overall design) and the completion of all agreed work within the scope of the contract.

Consortium bidding is accepted for this procurement.

Tender Notice for Chemical Engineering General Technical Services of Shuangyashan Biomass-based Green Methanol and Green Aviation Kerosene Integrated Phase I Project

1. Tender Conditions

The Shuangyashan Biomass-based Green Methanol and Green Aviation Kerosene Integrated Phase I Project has been approved for investment by China Power Engineering Consulting Group Co., Ltd. and filed with the Development and Reform Commission of Heilongjiang Province. The project owner is China Energy (Shuangyashan) Integrated Energy Co., Ltd. (hereinafter referred to as the "Owner"), and the project bid inviter is China Power Engineering Consulting Group Co., Ltd. (hereinafter referred to as the "Bid Inviter"). The project construction funds are sourced from self-financing and loans. The procurement conditions for the chemical engineering general technical services of this project have been met, and public bidding is now being conducted.

As the project bid inviter is currently fulfilling the investment approval process in accordance with the management regulations of its parent group company, the approval of the investment by the superior group of the bid inviter is a prerequisite for the effectiveness of this contract. After the conclusion of the project bidding, the bid inviter will sign a contract with conditional effectiveness with the bid winner. All bidders are hereby informed.

2. Project Overview and Scope of Work and Services

2.1 Project Overview:

(1) Project Name: Shuangyashan Biomass-based Green Methanol and Green Aviation Kerosene Integrated Phase I Project.

(2) Construction Location: New Coal Chemical Industry Park, Shuangyashan Economic and Technological Development Zone, Heilongjiang Province.

(3) Construction Scale: The Shuangyashan Biomass-based Green Methanol and Green Aviation Kerosene Integrated Phase I Project (hereinafter referred to as the "Shuangyashan Project") is located within the jurisdiction of Shuangyashan City, Heilongjiang Province. It is planned to establish a million-ton-level production base for green methanol and green aviation kerosene, with the project being constructed in two phases. Phase I will involve the construction of an annual production capacity of 100,000 mt of green aviation kerosene + 800,000 mt of biomass briquettes per year, including the construction of 1 green aviation kerosene plant, 4 biomass pretreatment plants, 348MW of new energy power generation (off-grid portion), and the simultaneous construction of 100MW of wind power generation (grid-connected portion) (subject to final grid connection approval), PV power stations (subject to final grid connection approval), a water electrolysis hydrogen production station, and corresponding utility engineering systems.

(4) Service period:

Overall management and technical services: From the effective date of the contract, responsible for the overall management and technical services of the project construction process, starting from the selection of process technology to the preparation of the process package, overall design, basic engineering design, detailed engineering design, commissioning, start-up, performance assessment, until the completion and acceptance of the project, and completing all agreed-upon work within the scope of the contract.

Overall design: From the effective date of the contract, until all work related to the overall design of the project is completed (tentatively set within 4 months after the contract signing and within 1 month after the preparation of the process package documents), and all agreed-upon work within the scope of the contract is completed.

Basic engineering design: From the effective date of the contract, until all work related to the basic engineering design of the project is completed (tentatively set within 3 months after the completion of the overall design), and all agreed-upon work within the scope of the contract is completed.

2.2 Scope of work and services:

The bidder shall provide the bid inviter with overall management and technical services, overall design, and basic engineering design services for the Shuangyashan project in accordance with the requirements of the "Regulations on the Responsibilities of the Overall Design Unit for Construction Projects" (SPMP-STD-EM1011-2025), "Regulations on the Responsibilities of the Overall Technical Management Unit for Construction Projects" (SPMP-STD-EM1010-2025), "Detailed Rules for the Digital Delivery of Petrochemical Engineering Projects" (SPMP-STD-EM2015-2024), "Regulations on the Content of Overall Design for Large-Scale Petrochemical Construction Projects" (SPMP-STD-EM2002-2016) and its appendices, "Regulations on the Content of Basic Engineering Design for Petrochemical Plants" (SPMP-STD-EM2004-2016) and its appendices, and "Regulations on the Content of Basic Engineering Design for Petrochemical Units" (SPMP-STD-EM2003-2016) and its appendices. The scope of work for the bidder is as follows:

2.2.1 Overall Management and Technical Services

(1) From the effective date of the contract, the bidder shall be responsible for the overall management of the entire Shuangyashan project construction process, starting from the selection of process technology, through the preparation of the process package, overall design, basic design, detailed engineering design, commissioning, start-up, performance assessment, and until the completion and acceptance of the project.

(2) From the effective date of the contract, the bidder shall be responsible for providing technical services throughout the entire Shuangyashan project construction process, from the selection of process technology, through the preparation of the process package, overall design, basic engineering design, detailed engineering design, commissioning, start-up, performance assessment, and until the completion and acceptance of the project. The bidder shall provide technical support for the detailed design of underground pipelines, external pipelines, telecommunications, and fire protection systems across the entire plant during the detailed engineering design phase. The bidder shall primarily focus on maintaining, updating, and coordinating the overall system interface conditions of the entire plant, and promptly providing design input conditions to relevant EPC contractors.

2.2.2 Overall Design

From the effective date of the contract, until all tasks related to the overall design of the Shuangyashan project are completed (tentatively scheduled within 4 months after contract signing and within 1 month after the preparation of the process package documents) and all agreed-upon tasks within the contract scope are finished. The bidder shall be responsible for the overall design of the Shuangyashan project. By conducting a systematic study of the entire project, the bidder shall complete the overall design of the entire plant based on the individual plant volumes provided by the design institutes (if any) and shall be responsible for the final overall project design documents. The overall design volumes for the plants, which are the responsibility of third parties (if any), shall be designed and published by those third parties.

The bidder shall be responsible for conducting research on the foundation treatment plan for the chemical engineering works of the Shuangyashan project, providing technical plans for foundation treatment tests and pile testing, as well as relevant tender technical documents.

2.2.3 Basic Design

From the effective date of the contract, until all tasks related to the basic design of the chemical engineering works of the Shuangyashan project are completed (tentatively scheduled within 3 months after the completion of the overall design) and all agreed-upon tasks within the contract scope are finished. The bidder shall be responsible for the basic design of the chemical engineering works of the Shuangyashan project, as well as the organization and management of the basic design for the entire plant. The bidder shall be responsible for preparing the overall basic design documents, including but not limited to the general description of basic design, general budget estimate, and the compiled version of the six special reports. The bidder shall also be responsible for the integrated management of the basic design documents provided by the design institutes (if any) and shall be responsible for the final basic design documents (including the general description and general budget estimate) of the chemical engineering works of the Shuangyashan project.

For specific details, please refer to Appendix 1 of the tender document, "Technical Services and Scope of Work for the Overall Chemical Engineering Management of the Shuangyashan Biological Production of Green Methanol and Green Aviation Fuel Integrated Phase I Project."

3. Bidder Qualification Requirements

3.1 The bidder shall be an independent legal entity registered in the People's Republic of China.

3.2 Qualification Requirements: The bidder must possess a Class A design qualification in the chemical, petrochemical, or pharmaceutical industry, or a comprehensive Class A engineering design qualification, along with a special equipment production license (for pressure vessel design and pressure pipeline design).

3.3 Performance Requirements: From January 1, 2020 to the present, the bidder must have at least one contract performance as the lead or overall designer for a coal chemical or petrochemical project with an investment of 3 billion yuan or above (key pages of the contract, such as the front page and signature page, as well as other supporting documents for the performance, must be provided).

3.4 Requirements for the Project Leader to Be Assigned by the Bidder: The project leader must have at least 10 years of design experience in coal chemical or petrochemical projects, hold a registered chemical engineer qualification certificate, a national registered survey and design qualification certificate, or a senior engineer or higher professional title, and have at least one contract performance as the lead or overall project leader for a coal chemical or petrochemical project with an investment of 3 billion yuan or above (key pages of the contract, such as the front page and signature page, project leader qualification documents, and other supporting documents for the performance, must be provided).

3.5 The bidder must have sound financial and credit status over the past three years (from 2022 to the present) and provide financial statements for the most recent three fiscal years audited by an independent auditing firm (or legally valid). The bidder must not have its assets under receivership or frozen, or be in bankruptcy. (If the 2024 financial statements are not available, financial statements from 2021 to 2023 may be provided. If the company has been established for less than the required period, financial statements since its establishment or internal financial statements must be provided, with authenticity guaranteed.)

3.6 The bidder must not have engaged in any fraudulent winning of bids, serious breaches of contract, major quality or safety issues in projects, or termination of any contract due to its own fault over the past three years (from 2022 to the present) (provide a screenshot of the proof from the National Enterprise Credit Information Publicity System website (http://www.gsxt.gov.cn/index.html) showing that the bidder is not listed in the abnormal operation directory). The bidder must not have been disqualified from bidding by the government or project owners due to illegal or serious violations such as bid rigging, fraud, bribery, driving down prices, or falsification (the bidder must not be on the blacklist of China Energy Engineering Group Co., Ltd. or China Power Engineering Consulting Group Co., Ltd.).

3.7 The bidder must not have experienced any general or above-level safety production accidents, general environmental incidents, or general or above-level quality accidents over the past three years (from 2022 to the present).

3.8 The bidder must have passed the triple management system standard certification and possess complete quality, environmental, occupational health, and safety management system certification certificates.

3.9 Consortium bidding is accepted for this procurement.

4. Acquisition of Tender Documents

4.1 Acquisition Time: From 16:00 on June 10, 2025 to 17:00 on June 15, 2025

4.2 Acquisition Method: Log in to the electronic procurement platform to download the electronic tender documents.

4.3 Bidders shall purchase the tender documents through the following methods. The bidding document fee must be transferred or remitted via bank transfer from the bidder's corporate basic account (remittances in the name of individuals or on behalf of other companies are not accepted). 5. Submission of Bidding Documents

5.1 The deadline for submitting bidding documents (the same hereinafter for the bidding deadline) is 16:00 on June 30, 2025.

5.2 Submission Method

5.2.1 Electronic Bidding Documents: Bidders shall submit electronic bidding documents using the CA certificate electronic key on the electronic procurement platform before the bidding deadline.

5.2.2 Paper Bidding Documents: Bidders shall mail the paper bidding documents to arrive before the bidding deadline. The mailing or submission address will be notified separately by the bid inviter or the tendering agent before the bid opening.

5.3 The China Energy Construction Electronic Procurement Platform will reject electronic bidding documents that are uploaded late or not successfully uploaded. Paper bidding documents that are delivered late, not delivered to the designated location, or not sealed according to the requirements of the tender documents will be rejected by the bid inviter (or the tendering agent).
