






On June 23, a tender announcement was issued for the public tendering of the procurement of 25MW hybrid modular units for the demonstration project of Section 1.1 of the National Key R&D Program of China (NKRDP) of Hydrogen Energy Technology Co., Ltd. under the National Energy Investment Group.
According to the tender announcement, this project aims to meet the practical needs of large-scale and high-proportion development of renewable energy. Based on the unique advantages of alkaline (ALK) and proton exchange membrane (PEM) electrolysis of water, the project aims to research and develop a low-cost, highly reliable, and large-capacity ALK-PEM hybrid hydrogen production system that can adapt to wide power fluctuations. The goal is to break through the technical bottlenecks of long-term economic and safe operation of large-scale renewable energy hydrogen production systems, assist China in achieving leading development in hydrogen energy technology, enhance the innovation level and product quality of ALK-PEM hybrid hydrogen production systems, accelerate the large-scale application of green hydrogen, and contribute to the realization of China's "carbon peak and carbon neutrality" goals.
This tender is divided into 2 sections (packages), with the main contents as follows:
The tender scope of Section 1 includes but is not limited to:
The equipment includes 3 sets of alkaline-proton exchange membrane hybrid hydrogen production systems with a rated capacity of 1000Nm³/h each, along with spare parts during the warranty period. Each set of equipment includes: 1 alkaline electrolysis cell for hydrogen production with a rated capacity of 800Nm³/h (hereinafter referred to as ALK), 1 gas-liquid separation and treatment device with a rated capacity of 800Nm³/h, 1 power supply for alkaline electrolysis cell hydrogen production (including transformer and rectifier), 1 proton exchange membrane electrolysis cell for hydrogen production with a rated capacity of 200Nm³/h (hereinafter referred to as PEM), 1 gas-liquid separation and treatment device with a rated capacity of 200Nm³/h, 1 power supply for proton exchange membrane electrolysis cell hydrogen production (including transformer and rectifier), 1 hydrogen purification device with a rated capacity of 1000Nm³/h (meeting the gas processing volume requirements for 20%-120% load operation of ALK+PEM), and other auxiliary equipment and facilities including oxygen discharge pipes, heat dissipation and cooling devices for electrolysis cells, alkali liquid tanks, water tanks, water filling pumps, alkali filling pumps, electrical control equipment, busbars between transformers and rectifiers, busbars between rectifiers and electrolysis cells, as well as ancillary equipment, facilities, and installation materials. The skid-mounted device includes the design scheme and the skid itself. The manufacturer shall provide spare parts on its own, which shall meet the needs of the warranty and maintenance periods.

It also includes, but is not limited to, the design of the hydrogen production unit process package, the design and supply of all equipment within the hydrogen production unit (the bidder may supply the equipment in the form of unit equipment or individual equipment, which requires on-site installation and commissioning), guidance for the installation and commissioning of supporting equipment, installation and commissioning of other equipment and auxiliary projects, testing, delivery, technical services, transportation, after-sales service, warranty, training, and other related services.
This project does not accept consortium bidding.

Each set of equipment includes: one 800Nm³/h alkaline electrolysis cell for hydrogen production (hereinafter referred to as ALK), one 800Nm³/h gas-liquid separation and treatment device, one alkaline electrolysis cell power supply for hydrogen production (including a transformer and rectifier power supply), one 200Nm³/h PEM electrolysis cell for hydrogen production, one 200Nm³/h gas-liquid separation and treatment device, one PEM electrolysis cell power supply for hydrogen production (including a transformer and rectifier power supply), one 1000Nm³/h hydrogen purification device (capable of handling gas volume for ALK+PEM operation at 20%-120% load), and other auxiliary equipment and facilities, including oxygen discharge pipes, cooling devices for electrolysis cell heat dissipation, alkali solution tanks, water tanks, water filling pumps, alkali filling pumps, electrical control equipment, busbars between transformers and rectifiers, busbars between rectifiers and electrolysis cells, as well as ancillary equipment, facilities, and installation materials. 2.3 Main research content and expected objectives: including, but not limited to:
1. Research content and objectives: research on the scale, cold start time, system energy consumption increase after continuous operation for no less than 2000 hours, outdoor operation, and environmental temperature range of the hybrid hydrogen production system demonstration cluster mentioned in the indicators.
2. Description of the Technical Solution: Procure 25MW alkaline (ALK) and proton exchange membrane (PEM) water electrolysis hydrogen production equipment, conduct tests and data collection at the test site, develop an ALK-PEM hybrid hydrogen production module unit, verify the system's steady-state and dynamic operational characteristics, and complete iterative optimization of various indicators.
3. Form of Deliverables: Prepare a test plan, provide raw data, and issue a report after expert review. The deliverables will be applied in fields such as renewable energy hydrogen production in the Three-North regions, forming a replicable and scalable demonstration of a hydrogen integrated energy system to serve the national strategic needs of "energy revolution and energy powerhouse."

2.4 Project Service Period: Total Project Duration: Within 20 days after the issuance of the bid winning notice, the bid winner must complete the signing of the equipment procurement contract for this project with the bid inviter. Within 1 month after the issuance of the bid winning notice, the bid winner must complete the material preparation and production schedule for the complete set of electrolyzers and gas-liquid treatment devices. Within 3 months after the signing of the contract, the bid winner shall provide the bid inviter with process packages or design submission materials, the content and depth of which shall meet the requirements of the overall design unit. The equipment arrival time shall be no later than December 31, 2025, and the equipment shall be delivered to the location designated by the bid inviter at the project site. The above time periods are important milestone periods for this project. Bidders can only advance but not delay these periods and shall refine them based on the above periods.

3. Qualification Requirements for Bidders
3.1 Qualification and Performance Requirements:
[1] Qualification Requirements: Bidders must be independently registered legal entities or other organizations in accordance with the law and must provide valid proof documents.

[3] Performance Requirements: From July 2020 to the bid submission deadline (based on the contract signing date), bidders must have at least one completed contract performance for electrolyzer equipment (ALK electrolyzer equipment with a rated hydrogen production capacity of no less than 800Nm³/h or PEM electrolyzer equipment with a rated hydrogen production capacity of no less than 200Nm³/h). Bidders must provide scanned copies of contract proofs that can demonstrate the performance requirements of this tender. The scanned copies of the contracts must at least include the pages stamped by both the buyer and seller of the contract, the contract signing date, and the key information pages in the performance requirements.

6.1 The deadline for bid submission (bid closing time, the same hereinafter) and bid opening time is 11:00:00 on July 18, 2025 (Beijing Time). After successful bid opening, the Guoneng e-Bidding Bidder Business System encrypts the bid opening record and files uploaded by bidders in the "Bid Document Composition (Quotation Section)" of the bid document preparation tool, while sending the encrypted bid opening record to bidders for reference. Upon completion of commercial (excluding quotation) and technical evaluation, the system displays the bid opening record and bid price documents, providing decryption keys for bidders to verify bid opening information.
