Green Hydrogen Project Tracking - Public Notice for the Fengqing Hydrogen Energy Guizhou Duyun Green Hydrogen Zero-Carbon Smart Park Project

On June 10, Duyun Economic Development Zone issued the "First Public Notice on the Environmental Impact Assessment of the Green Hydrogen Zero-Carbon Smart Park Project of Fengqing Hydrogen Energy (Duyun Base, Guizhou)."

According to the notice, the construction site of the Green Hydrogen Zero-Carbon Smart Park Project of Fengqing Hydrogen Energy (Duyun Base, Guizhou) is located at the intersection of the eastern section of Yunlong Avenue and the southern section of Qishan Avenue in Duyun Economic Development Zone, Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province. The construction unit is Fengqing Hydrogen Energy (Guizhou) Technology Co., Ltd., with a total investment of 715 million yuan.

Fengqing Hydrogen Energy (Guizhou) Technology Co., Ltd. plans to construct the Green Hydrogen Zero-Carbon Smart Park Project of Fengqing Hydrogen Energy (Duyun Base, Guizhou) at the intersection of the eastern section of Yunlong Avenue and the southern section of Qishan Avenue in Duyun Economic Development Zone, Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province. The project covers an area of approximately 54,593㎡. Upon completion, hydrogen will be produced through water electrolysis, with an estimated annual output of 10,400 mt of green hydrogen. The project mainly consists of transformers, rectifiers, electrolyzers, gas-liquid separation systems, purification systems, water purification systems, cooling and circulating water systems, primary atmospheric pressure and secondary medium-pressure hydrogen compression systems, medium- and low-pressure hydrogen storage systems, medium- and low-pressure hydrogen storage and transportation systems, and supporting equipment.

In accordance with the relevant provisions of the "Environmental Protection Law of the People's Republic of China" and Order No. 4 of the Ministry of Ecology and Environment, "Measures for Public Participation in Environmental Impact Assessment," the relevant information on the environmental impact assessment of the construction project is hereby announced as follows:

V. Work Content of Environmental Impact Assessment

1. Conduct on-site investigations and analyses, and collect data in the evaluation area of the proposed project.

2. Predict and evaluate the environmental impacts of the proposed project during the construction and operation phases.

3. Propose suggestions for optimizing the environmental protection design of the project based on the degree of environmental impact, and provide a basis for the selection and implementation of environmental protection measures to minimize adverse impacts.

4. Provide a basis for environmental management after the project is completed to ensure coordinated development among project construction, environmental protection, and regional socio-economic development.

5. Demonstrate the environmental feasibility of the construction project under the premise of adopting environmental protection measures, based on the engineering design and current environmental conditions.
