[SMM Hydrogen Energy Policy Update] Zhejiang: Issues "Notice from the Zhejiang Provincial Energy Administration and the Zhejiang Provincial Department of Science and Technology on Organizing Applications for the 2025 National Key R&D Program's Key Projects

On June 5, the Zhejiang Provincial Development and Reform Commission (NDRC) issued the "Notice from the Zhejiang Provincial Energy Administration and the Zhejiang Provincial Department of Science and Technology on Organizing Applications for the 2025 National Key R&D Program's Key Projects in 'Hydrogen Energy Technology' and 'Energy Storage and Smart Grid Technology'". In principle, the key projects in "Hydrogen Energy Technology" and "Energy Storage and Smart Grid Technology" for this batch will be organized and recommended by the Provincial Energy Administration. All localities are requested to promptly convey relevant information to the applying entities and guide them to submit their applications to the Provincial Energy Administration via the National Science and Technology Management Information System before 12:00 PM on July 2, 2025.

In accordance with the requirements of the "Notice from the National Energy Administration on Issuing the Application Guidelines for the 2025 National Key R&D Program's Key Projects in 'Hydrogen Energy Technology' and 'Energy Storage and Smart Grid Technology'", we hereby notify you of the following matters regarding the application for the 2025 National Key R&D Program's Key Projects in "Hydrogen Energy Technology" and "Energy Storage and Smart Grid Technology":

1. All entities are requested to independently log in to the public service platform of the National Science and Technology Management Information System of the Ministry of Science and Technology (https://service.most.gov.cn/) to review the notice content. Actively mobilize and organize innovation entities to focus on the guidelines, integrate innovation resources, and apply for the projects in this batch.

2. The application qualifications and specific application methods must strictly adhere to the requirements outlined in the "Notice from the National Energy Administration on Issuing the Application Guidelines for the 2025 National Key R&D Program's Key Projects in 'Hydrogen Energy Technology' and 'Energy Storage and Smart Grid Technology'". The applying entities are responsible for thoroughly reviewing their application materials.

3. In accordance with the relevant requirements for the coordinated application and recommendation of national science and technology major projects in our province, in principle, the key projects in "Hydrogen Energy Technology" and "Energy Storage and Smart Grid Technology" for this batch will be organized and recommended by the Provincial Energy Administration. All localities are requested to promptly convey relevant information to the applying entities and guide them to submit their applications to the Provincial Energy Administration via the National Science and Technology Management Information System before 12:00 PM on July 2, 2025. The Provincial Energy Administration and the Provincial Department of Science and Technology will conduct a joint review and recommendation in accordance with relevant procedures. Applications submitted after the deadline will not be recommended.
