







Recently, the People's Government of Gaoyou City, Jiangsu Province, issued the "Suggestions on Accelerating the Development of Gaoyou City's Hydrogen Energy Industry".
Hydrogen energy, as a clean, efficient, and sustainable secondary energy source, aligns with the current development trend of "new quality productive forces" and holds significant importance in achieving the goals of "carbon peaking" and "carbon neutrality". In recent years, Gaoyou City has focused on the Gaoyou Hydrogen Energy Intelligent Manufacturing Equipment Industrial Park located in Xiejia Town, using the "Six Ones" approach as a starting point, and has made certain progress in accelerating the development of the hydrogen energy industry. It has initially formed a renewable energy system integrating biomass, gas, wind, and PV, with notable achievements in the integrated development of "PV + ESS + charging manufacturing". It has gathered a group of well-known and industry-leading hydrogen energy enterprises and initially established an automotive science and innovation industrial park carrier with NEVs as the leading industry. However, at the same time, it should also be noted that related issues have imposed constraints on the development of the industry. For example, production technology costs are relatively high, industrial safety assurance requirements are stringent, policy support is insufficient, and there is a shortage of professional talents.
To this end, the following suggestions are made:
1. Strengthen the industrial foundation to ensure industrial cohesion. On the one hand, enrich the sources of hydrogen energy supply. Accelerate the promotion of the efficient coupling of key technologies and demonstration projects for the "wind-PV-hydrogen-storage" integrated energy system and put them into use, forming a one-stop service system for "hydrogen production-hydrogen storage-hydrogen refueling-hydrogen transportation". On the other hand, smooth the channels for hydrogen energy storage and transportation. Accelerate the establishment of a gaseous hydrogen storage and transportation system and a digital supervision and collaboration system for long-tube trailer hydrogen transportation, gradually enhancing the marketization level of high-pressure gaseous storage and transportation. Promote the industrial application of low-temperature liquid hydrogen storage and transportation, explore the development of organic liquid storage and transportation, solid medium storage and transportation, and other hydrogen storage methods, and orderly construct an efficient, lightweight, low-cost, and multi-type hydrogen energy storage and transportation system.
2. Increase investment attraction efforts to promote industrial cohesion. Establish a specialized hydrogen energy industry investment promotion team to carry out targeted investment promotion and industry chain investment promotion around the industrial map and investment promotion map. Actively introduce leading enterprises in the domestic and overseas hydrogen energy industry, cultivate local hydrogen energy industry enterprises, promote the clustered development of upstream and downstream enterprises in the hydrogen energy industry, and form a complete industry chain.
3. Strengthen technological innovation to enhance core competitiveness. Strengthen cooperation with universities, research institutes, and other institutions, accelerate the transfer and commercialization of scientific and technological achievements, and establish a sound system for the transfer and commercialization of scientific and technological achievements in the hydrogen energy field. Encourage and support enterprises within the park to increase R&D investment and carry out research on key core technologies in the hydrogen energy industry.
4. Build a strong talent team to ensure sustained work efforts. It is suggested to leverage the strength of the municipal science and technology town mayor team, relevant universities such as Yangzhou University and Yangzhou Polytechnic College, as well as the Shenzhen Hydrogen Energy and Fuel Cell Association, to expand diversified and efficient talent introduction channels through flexible introduction, project-based introduction, and special funding introduction. Support local enterprises in carrying out various forms of talent introduction and cooperation to provide more talent support for industrial development.
5. Promote industrial clustering and establish industry demonstration capabilities. Build an aggregation zone centered around the China Automotive Technology & Research Center (CATARC), leveraging local resource endowments. Actively enter and seize application markets in various fields, and flexibly establish a hydrogen energy ecosystem application cooperation model. Accelerate the expansion of application scenarios and promote the market-oriented development of the hydrogen energy industry. Actively explore application scenarios for hydrogen energy in transportation, energy, industrial, and other fields to drive the market-oriented development of the hydrogen energy industry. Build hydrogen energy demonstration projects to showcase the advantages and potential of hydrogen energy technology, and enhance public awareness and acceptance of the hydrogen energy industry. Meanwhile, it is necessary to expedite the research and formulation of relevant supportive policies to promote the development of the hydrogen energy industry in Gaoyou City, thereby fostering better industrial clustering and development.
