







The Shenyang Wind-Solar Hydrogen-Biomass Green Methanol and Aviation Fuel Demonstration Project is a large-scale green energy initiative invested and constructed by China Energy Engineering Group Northeast Electric Power Engineering Co., Ltd. in Kangping County, Shenyang City. The intended investment for the project reaches 32 billion yuan.
Production Capacity and Construction Plan
Phase I: The plan includes constructing a 100,000 mt/year green methanol production line, supported by 500,000 kW of wind power capacity, with an estimated annual consumption of 600,000 mt of biomass (such as straw and forestry waste). The project completed its filing on May 26, 2025.
Phase II: The plan involves building a 400,000 mt/year green aviation fuel and related products production line, adding 1.5 million kW of wind power capacity, with annual biomass demand projected to reach 2.4 million mt.

Technical Solution
The project innovatively adopts a coupled technology integrating wind-solar power generation with biomass pyrolysis, achieving efficient energy conversion and clean utilization through system integration of water electrolysis for hydrogen production and biomass pyrolysis oil synthesis. The specific process includes:
Utilizing wind power to convert wind energy into electricity.
Producing hydrogen through water electrolysis, splitting water into hydrogen and oxygen.
Converting agricultural waste (such as corn straw and rice husks) into gaseous fuel.
Synthesizing methanol, aviation fuel, and other clean fuels from hydrogen and biomass gas under catalytic action.
Project Significance
Environmental Benefits: Upon operation, the project will consume 3 million mt of biomass resources annually, with estimated annual CO2 emission reductions exceeding 2 million mt.
Economic Benefits: The project will attract 15 types of supporting enterprises, including electrolyzers, hydrogen storage tanks, and biomass crushing equipment, creating an estimated 8,000 new jobs. Additionally, it will establish a "straw-for-methanol" model, increasing farmers' income by 200 yuan per mu and effectively boosting rural prosperity.
Energy Transition: The project's 2 GW centralized wind power capacity is expected to generate 5 billion kWh annually, equivalent to half a year's electricity consumption for Shenyang residents. This will provide ample clean energy locally, reduce reliance on traditional fossil fuels, and optimize the energy structure.
Project Progress
- On March 1, 2025, the Liaoning Province-Central State-Owned Enterprises Deepening Cooperation Symposium was held in Beijing, where China Energy Engineering Group Northeast Electric Power Engineering Co., Ltd. and Kangping County, Shenyang City, officially signed the project cooperation agreement.
- On May 26, 2025, the 100,000 mt green methanol project in Phase I of the project was officially filed, marking the formal initiation of the project's preliminary work.
The construction of this project will strongly support the development of Shenyang as a "hydrogen capital of the north" and an "ESS capital," providing crucial support for the green fuel supply chain in the Northeast Asia region.
