China-Pakistan Joint Statement

Joint Statement Between the People's Republic of China and the Federative Republic of Brazil on Strengthening the China-Brazil Community with a Shared Future for a More Just World and a More Sustainable Planet, and Jointly Upholding Multilateralism

At the invitation of President Xi Jinping of the People's Republic of China, President Luiz Inácio Lula da Silva of the Federative Republic of Brazil visited China from May 10 to 14, 2025, to attend the 4th Ministerial Meeting of the China-CELAC Forum and conduct a state visit to China.

1. Both sides agreed to strengthen the China-Brazil community with a shared future for a more just world and a more sustainable planet, emphasizing that since President Xi Jinping's state visit to Brazil in November 2024, the two countries have achieved tangible progress and mutually beneficial outcomes in promoting inclusive growth, technological innovation, and sustainable development. Both sides stressed the comprehensive nature of their relations and agreed to continuously expand and deepen pragmatic cooperation, further energize cultural exchanges, enhance mutual understanding between the peoples of the two countries, strengthen cooperation within international organizations and multilateral mechanisms, and continue to demonstrate the global influence, strategic value, and long-term nature of their relations.

2. Both sides expressed great satisfaction with the progress made since the alignment of the Belt and Road Initiative with Brazil's major development strategies, including the "Growth Acceleration Program," "New Industry for Brazil," "Ecological Transition Program," and "South American Integration Route Plan." They welcomed the adoption of the list of cooperation projects for the first phase by the relevant working groups, covering areas such as financial cooperation, health, infrastructure (roads, railways, ports), artificial intelligence, science, technology, information, human resources training, environment, renewable energy, ecological transition, shipbuilding, and more. Many of the cooperation outcomes in these areas are reflected in the agreements reached during this visit. Both sides reaffirmed their commitment to continue firmly advancing the alignment of their development strategies, jointly promoting the modernization of China and Brazil, optimizing financial cooperation, and facilitating regional connectivity and sustainable development. Both sides will continue to promote pragmatic cooperation in various fields.

3. The heads of state of both countries called for attention to the challenges faced by developing countries in the current international situation, advocated for strengthening cooperation among countries of the Global South, and considered the China-Brazil relationship a model for collaboration between major developing countries.

4. Both sides reaffirmed the importance they attach to the key role played by the China-Brazil High-Level Coordination and Cooperation Committee in promoting the development of bilateral relations and carrying out joint projects in areas including political and diplomatic affairs, economy and trade, science and technology, environment, social and rural development, energy transition, culture, finance, and inspection and quarantine.

5. Both sides attach importance to continuously developing closer and more stable bilateral economic and trade relations. They emphasized their willingness to expand and diversify trade, and committed to promoting investment and trade cooperation in priority areas such as industry, infrastructure, digital economy, sustainable mining, civil aviation, and energy transition, as well as enhancing the level of cooperation in bilateral industrial and supply chains. They reaffirmed their determination to maintain the level of bilateral trade amid the current international situation.

VI. The heads of state of the two countries agreed that cooperation between the two sides in agricultural trade, agricultural science and technology, and food security was dynamic. They reaffirmed their long-term commitment to promoting the development of bilateral relations in this crucial area and agreed to promote closer cooperation between scientific research institutions and agricultural enterprises of the two countries, as well as technological innovation in areas including biotechnology and social development.

VII. The two sides recalled their respective successful experiences in combating hunger and poverty and decided to deepen cooperation in social and rural development within the bilateral framework and the framework of the Global Alliance against Hunger and Poverty, which was launched during Brazil's G20 presidency last year.

VIII. The two sides agreed to deepen cooperation in technological innovation in areas including aerospace, energy transition, artificial intelligence, semiconductors, bioeconomy, and food security, and to jointly address global challenges.

IX. The heads of state of the two countries reaffirmed their willingness to designate 2026 as the "China-Brazil Year of Culture" to further enhance social exchanges between the two countries.

X. Brazil reaffirmed its adherence to the one-China principle, recognizing that there is only one China in the world, that Taiwan is an inalienable part of China's territory, and that the Government of the People's Republic of China is the sole legal government representing the whole of China. Brazil supported China's efforts to achieve peaceful national reunification. China expressed its high appreciation for this.

XI. The two sides were willing to strengthen exchanges and mutual learning among civilizations, uphold the common values of humanity for peace, development, equity, justice, democracy, and freedom, and make positive contributions to promoting peace, security, and sustainable development. To this end, Brazil welcomed China's Global Development Initiative, Global Security Initiative, and Global Civilization Initiative.

XII. The two sides reaffirmed their firm commitment to safeguarding the international order with the United Nations at its core and based on international law and the purposes and principles of the UN Charter. As important representatives of the Global South, China and Brazil, through the China-Brazil community with a shared future for mankind, which aims to build a more just world and a more sustainable planet, can play a positive role in comprehensively strengthening multilateralism and safeguarding the independence and autonomy of developing countries. The two sides were willing to strengthen solidarity and coordination, promote common development, and jointly address global challenges.

XIII. The two sides would work together to safeguard multilateralism, defend international fairness and justice, oppose unilateralism, protectionism, and hegemonic practices, promote the development of the international order and system in a more just and rational direction, and advance world multipolarity. The heads of state of the two countries advocated for the establishment of a more inclusive and sustainable international order and the strengthening of the values of peace, development, equity, and justice. Both sides agreed to continue working together within the frameworks of international organizations or mechanisms such as the United Nations, the World Trade Organization (WTO), the G20, and BRICS to promote the modernization and reform of global governance institutions, refrain from interfering in the internal affairs of other countries, resolve disputes peacefully, abide by the UN Charter, and respect the territorial integrity of all countries.

14. Both sides support the reform of the United Nations and its Security Council to make them more democratic, representative, effective, and efficient, and to enhance the representation of developing countries in the Security Council, so as to properly address current global challenges. China attaches great importance to Brazil's influence and role in regional and international affairs, and understands and supports Brazil's aspiration to play a greater role in the United Nations and its Security Council.

15. Both sides reaffirm the necessity of comprehensive reform of the international financial system to enhance the influence and representation of developing countries in international financial institutions.

16. The year 2025 marks the 30th anniversary of the establishment of the World Trade Organization (WTO). Both sides welcome the important contributions made by the WTO over the past three decades in promoting economic integration and advancing open, fair, transparent, predictable, inclusive, equitable, sustainable, and non-discriminatory trade. They are committed to promoting and safeguarding the rules-based, WTO-centric multilateral trading system. Both sides emphasize their opposition to unilateralism and trade protectionism, and their commitment to maintaining the stability, security, and smooth functioning of the global industrial and supply chains. Both sides support WTO reform and, as developing countries, support strengthening the WTO's development dimension, working together to safeguard the legitimate rights and interests of developing members. In addition, both sides stress the necessity of promptly restoring a fully operational and accessible dispute settlement mechanism. Both sides support the timely incorporation of outcomes such as the Agreement on Investment Facilitation for Development into the WTO's legal framework. Finally, both sides will jointly support the achievement of pragmatic results at the 14th WTO Ministerial Conference to be held in March 2026.

17. Both sides believe that there are no winners in tariff wars or trade wars, and that protectionism should not be the answer to current challenges. Both sides are willing to jointly foster an open, inclusive, and non-discriminatory environment for international cooperation, maintain the vitality and momentum of global economic growth, and advance inclusive and equitable economic globalization.

18. Both sides call on countries around the world to increase their attention to issues related to human development, such as poverty reduction, education, and health, accelerate the implementation of the UN 2030 Agenda for Sustainable Development, and promote the realization of sustainable development.

19. Both sides firmly support the building of a world of enduring peace and universal security, jointly safeguard the international nuclear non-proliferation regime with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as its cornerstone, and advance the three pillars of nuclear disarmament, nuclear non-proliferation, and the peaceful use of nuclear energy in a balanced manner, so as to uphold the authority, effectiveness, and universality of the Treaty.

XX. Pakistan welcomes China's Global Initiative on Artificial Intelligence Governance, and is willing to work with China to jointly implement the UN General Assembly resolution on strengthening international cooperation in AI capacity building and the Inclusive Plan for AI Capacity Building, and promote practical cooperation in areas such as AI digital infrastructure, data corpora, open-source applications, and talent cultivation. To this end, both sides are willing to carry out joint actions within bilateral and multilateral frameworks. Both sides support the United Nations in playing a central role in global AI governance, promoting fair, sustainable, and inclusive development of AI, and continuously bridging the digital and intelligence divides.

XXI. Both sides are willing to strengthen coordination of positions on strengthening global governance of cyberspace and combating cyber disinformation, and promote the building of an open, secure, stable, accessible, peaceful, and interconnected cyberspace. Both sides welcome the adoption of the United Nations Convention against Cybercrime by the UN General Assembly, and are willing to jointly promote its early entry into force and strengthen international cooperation in combating cybercrime.

XXII. China reaffirms its support for Brazil's presidency of the BRICS in 2025 and the successful hosting of the 17th BRICS Summit. Both sides will continue to deepen practical cooperation in various fields within the BRICS framework.

XXIII. China supports Brazil in successfully hosting the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) in Belém, Brazil, in November 2025. China confirms that it will send a high-level delegation to the conference. Both sides emphasize the importance of upholding the principle of common but differentiated responsibilities, promoting sustainable development in the three pillars of environment, society, and economy, and achieving substantive outcomes at the conference to contribute to addressing climate emergencies that have a disproportionate impact on countries in the Global South. To this end, China thanks Brazil for inviting it to participate in the Finance Ministers' Meeting of COP30. China notes Brazil's submission of its nationally determined contribution (NDC) at the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29). Brazil welcomes China's commitment to announce its 2035 NDC covering the whole economy and all greenhouse gases. China welcomes Brazil's initiative to launch the "Forever Amazon Fund" within the framework of the conference and looks forward to the positive role of this initiative. Both sides believe in the importance of strengthening exchanges and cooperation, and promoting developed countries to fulfill their responsibilities, taking concrete actions to help build an international mechanism dedicated to the protection and preservation of tropical rainforests.

XXIV. Brazil supports China in hosting the Global Summit on Women in 2025.

XXV. Both sides support South Africa's presidency of the G20 and the successful hosting of the 20th G20 Leaders' Summit.

26. The two heads of state congratulated the convening of the Fourth Ministerial Meeting of the China-CELAC Forum in Beijing on the same day, which also marked the 10th anniversary of the Forum's official operation.

27. Both sides reaffirmed the importance of maintaining peace and stability in the Middle East. They supported the Gaza Early Recovery and Reconstruction Plan adopted by the League of Arab States on March 4, 2025, and called on the international community to promote the continuous and effective implementation of the ceasefire agreement to alleviate the humanitarian crisis in the Gaza Strip. Both sides expressed their willingness to continue working with all parties to contribute to the final resolution of the Palestinian-Israeli conflict. They reaffirmed their firm support for the "two-state solution" and the promotion of the establishment of an independent, viable, fully sovereign Palestinian state, living in peace and security alongside Israel, based on the 1967 borders, including the West Bank and the Gaza Strip, with East Jerusalem as its capital. Both sides reaffirmed their firm opposition to terrorism and all forms of violence.

28. Both sides recalled the constructive role played by countries from the Global South, including Brazil, in promoting a peaceful resolution to the Iranian nuclear issue in the past and at present. Brazil welcomed the Joint Statement of the China-Russia-Iran Meeting on the Iranian Nuclear Issue in Beijing and China's five-point proposal. Both sides reaffirmed their support for the proper resolution of the Iranian nuclear issue through political and diplomatic means, ensuring the peaceful use of nuclear energy, and maintaining peace and stability in the Middle East.

29. Both sides emphasized that this visit, the second state visit by President Lula to China within two years, is of great diplomatic significance and marks a new milestone in the continuous consolidation of friendly ties between the two sides.

30. During the visit, the two sides signed and reached a series of cooperation documents covering areas such as sustainable development, finance, digital economy, inspection and quarantine, and people-to-people and cultural education.

31. President Lula expressed his heartfelt gratitude to President Xi Jinping, as well as the Chinese government and people, for their warm and friendly reception during the visit.
